Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Internal and external candidates will be considered for this vacancy. For the purposes of this vacancy, internal candidates are defined as staff members holding a regular, fixed-term or short-term graded or ungraded contract, including Junior Professional Officers (JPOs), staff on Special Leave Without Pay (SLWOP), and staff members on secondment/loan released by the Organization, unless otherwise specified in their contract. Staff members holding a regular, fixed-term or short-term graded contract will not retain their contract type if appointed to an ungraded position.

Context:

Legal identity (LI) fulfils people’s basic right to be recognized as a person before the law. For migrants, access to LI offers a pathway to rights and opportunities, granting access to essential services. Without LI, people have difficulty in accessing basic socio-economic rights and necessities such as getting a job, opening a bank account, sending children to school, seeing a doctor, getting a passport, travelling abroad, voting, etc. As such, LI is relevant to a broad range of IOM programmatic areas and constitutes a cross-cutting theme that runs through the fabric of IOM’s mandate and strengthens IOM’s role in leading the global debate on migration, mobility, security and development.

Under the direct supervision of the Identity Management & Biometrics Officer in Immigration and Border Governance Division based in Geneva, the Project Officer will be responsible for supporting and providing technical inputs for the implementation of LIU activities, including but not limited to, liaising internally and with Regional Offices, seeking new LI programming opportunities, coordinating LI activities as well as supporting to preparation and implementation of these activities with relevant field teams.

Core Functions / Responsibilities:

  1. Support the LIU unit toliaise with the UN Legal Identity Agenda Task Force (LIA TF) , including attending virtual meetings, coordinating activities for and with the TF’s annual work plan, etc.
  2. Support the Head of LIU in their capacity as co-chair of the UN LIA TF sub-Working Group(s),in close cooperation with the LIU JPO and under the direct supervision of the Head of the LIU.
  3. Coordinate internally with different departments, RTS, Project Managers and project developers, to promote and assist implementing LI activities, specifically in non-IBG areas of intervention, such as internal displacement and Cash Based Initiatives.
  4. Seek national and regional opportunities and partnerships for LI projects and update the LI capacity development tools, in close coordination with the JPO.
  5. Act as LIU Focal Point for various IOM Missions projects on LI.
  6. Support the coordination and serve as focal point of LI activities such as: conferences, workshops, capacity development activities, etc.
  7. Assist in preparing and organizing capacity development initiatives of the LIU, including revising presentations and preparing the supporting documentation.
  8. Prepare internal reports, presentations, speeches, statements and briefings within the thematic area as needed.
  9. Support the drafting of strategic planning, prioritization and follow-up of the work carried out by the Unit.
  10. Assist in the coordination and delivery LI capacity developments initiatives.
  11. Support the Legal Identit Unit work on the implementation of the International Civil Aviation

Organization (ICAO) TRavel and Identity Program (TRIP) Strategy and serve as a focal point for ICAO working groups, namely New Technology and Implementation and Capacity Building working groups.

  1. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • University Degree in Social Sciences, Law, Sociology, Social Anthropology, Political Science, economics or related field from an accredited academic institution with four years of professional experience; or,
  • Master’s Degree in the above fields with two years of professional experience.

Experience

  • Work experience in an international organization is an asset.

Skills

  • Knowledge of significant migration global dynamics. Specific knowledge of LI scenarios in different states is an advantage;
  • Excellent drafting, research, and analytical skills.

Languages

IOM’s official languages are English, French and Spanish.

For this position, fluency in English is required (oral and written). Working knowledge of German, Portuguese and Russian is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
