TITLE: Project Officer – Digital Solution to the Documentation Challenge

TEAM/PROGRAMME: Program Implementation

LOCATION: Tak Province, Thailand

CONTRACT LENGTH: 15 February – 31 December 2024

ROLE PURPOSE:

Save the Children Foundation will employ digital solutions to ease administrative barriers that migrant families face in achieving their right to legal identity. Specifically, we are working alongside key stakeholders to design a web-based platform called ID4ED that: provides government-verified information on obtaining identity documentation in an accessible, child-friendly format; and guides Myanmar children and their families through the school enrolment process in a step-by-step process tailored to the specific user’s situation.

ID4ED steps directly into the gap between migrants and government bodies to provide verified information, resources, and support with the objective of increasing documentation and school enrolment amongst Myanmar migrant children and increasing understanding on legal status and related processes. ID4ED’s flexible digital structure is also highly scalable, holding the potential to expand its scope beyond access to education, and beyond Thailand. The pilot project will launch in Mae Sot (Tak Province), which is home to 100,000 Myanmar migrants of which 30% are children, and will be co-designed with migrant children and their families, local and regional CSO, NGOs, government bodies, tech partners and Chiang Mai University Legal Law Clinic

The role is to support the Maesot Senior Field Coordinator in the implementation, coordination, and management of the ID4ED Project, ensuring program implementation with quality and cost-effectiveness. This role will be working closely with children and parents in migrant communities by coordinating with Help Without Frontiers, tech partners, and CMU Legal Clinic

SCOPE OF ROLE:

Role Dimensions: The Project Officer works with HWF, technical partners and CMU Legal Law Clinic . The Project officer will lead the project in coordination with Thai government agencies, Thai schools and relevant stakeholders.

Project period: ID4ED Project (1 January– Dec 2024)

KEY AREAS OF ACCOUNTABILITY:

Program Management

  • Lead in planning, implementation, monitoring, and evaluation of the project in accordance with project design and plans
  • Responsible in organizing the event, workshop, training, and meeting with the HWF and tech partners, and relevant stakeholders, including project close-out
  • Conduct regular monthly meetings with partners to provide technical support to partners for the effectiveness of project
  • Conduct regular field visits to observe and participate in partners’ activities and write visit reports
  • Ensure the appropriateness of financial, administrative, and supply documentation. Follow up on queries, including with and by partners, or initiate corrective action on discrepancies
  • Review partners’ financial reports review monthly transactions, and raise concerns promptly if any.
  • Work with other relevant staff, analyze collected data and information and prepare progress reports
  • Ensure data collection, data management, and data storage in the technology platform are in accordance with data protection guidance.
  • Participate and contribute to the project progress review meeting in PPRM. Responsible to update the project progress tracker and compilation of supporting documents such as QBs, updated issues logs, etc.
  • Support the Maesot Senior Field Coordinator to project close-out, including preparation of hand-over and transition plan, organizing a close-out meeting with stakeholders, and reporting

Representation and Coordination (internal and external)

  • Ensure effective coordination and collaboration with key stakeholders and partners, INGOs, civil society organizations, community groups, UN agencies, and government counterparts;
  • Participate in coordination and advocacy meetings at the provincial and national levels;
  • Ensure ID4ED Project representation and communication in the absence of MeaSot Senior Field Coordinator

Integrity:

QUALIFICATIONS

  • Thai Nationality
  • Bachelor’s degree in Law or IT relevant areas
  • Good understanding of legal status laws and nationality laws in Thailand, migrant communities with sound knowledge of the international standard of child rights

EXPERIENCE AND SKILLS

Essential

  • At least 2 years experience in working on migrant context.
  • Work experience in one or more of the following issues: legal status laws, digital solutions, and child rights or prior background on legal status laws in migrant context.
  • High competent in using technology including office software’s.
  • Experience in a similar role, preferably within the NGO sector and/ or in an international environment
  • Self-motivated with ability to work autonomously.
  • Ability to adopt a proactive approach and offer solutions as appropriate.
  • Strong written and oral communication skills with an eye for detail and fluent in English
  • Ability to liaise and communicate effectively with a broad range of people at all levels, across different cultures and to act with credibility, discretion, tact and diplomacy both within and without the organization.
  • Maintain a calm disposition and positive outlook particularly when working under pressure.
  • Strong team player.

Desirable

  • Experiences in project design, plan and activities monitoring and timely delivery of project implementation
  • Sound knowledge of office practice, procedure and administrative system
  • Commitment to the mission, vision, and values of Save the Children.
  • Ability to make sound judgement and prioritize multiple tasks in constantly changing environment.
