Context:

The United States Refugee Admissions Program (USRAP) operates world-wide with a target of providing resettlement opportunities to many thousands of individuals each year. The International Organization for Migration (IOM) provides a range of services and support to the USRAP including, but not limited to, case processing, migration health assessments, cultural orientation training, organized transportation and administration of a travel loan and collections program. The Department of Operations and Emergencies (DOE), specifically the Resettlement and Movement Division (RMM), has the organizational responsibility to provide direction, oversight and guidance to IOM’s global support to all resettlement programs.

Under the United States Refugee Admissions Program (USRAP), the Resettlement Support Center (RSC) provides critical support and processing services for resettlement to the United States (US). As part of a Memorandum of Understanding (MOU) between IOM and the US State Department Bureau for Population Refugees and Migration (PRM), IOM manages the RSC for Asia and the Pacific Region (Pakistan). RSC Pakistan prepares applications for adjudication by and provides support to visiting US Citizenship and Immigration Services (USCIS) officers, facilitates security and medical screenings, provides information about arriving individuals to resettlement agencies in the US and offers Cultural Orientation training to individuals departing for the US.

Under the overall supervision of the Project Manager, and the direct supervision of the Deputy Project Manager, RSC PAKISTAN, and in coordination with the Information Management and Technology Unit, the Project Officer (Data Integrity) will supervise RSC Pakistan data integrity activities.

Core Functions / Responsibilities:

1. Supervise all RSC Pakistan data integrity activities, including, but not limited to, reporting, data quality assurance and application management. In this capacity, oversee hiring, providing training, assigning duties and giving feedback to staff members on their performance on a regular basis to ensure high quality work and the accurate completion of data integrity duties.

2. In coordination with the RSC Manager, RSC Pakistan, serve as the RSC Pakistan Administrator of the State Department managed system that supports arrival and resettlement of refugees through technology START and technical focal point with the Refugee Processing Center (RPC) in Arlington, Virginia, USA.

3. Serve on the START training team and help ensure that staff members are familiar and compliant with all required system procedures.

4. Produce and maintain statistical reports using SQL Server Reporting Services (SSRS) for distribution to RSC supervisors and external partners. Use automated subscriptions to circulate regular reports via e-mail.

5. Perform daily, weekly, monthly and as assigned quality control of RSC Pakistan data entry into the Worldwide Refugee Admissions Processing System (START). Maintain a web-based quality assurance application for real-time verification of data entry by staff. Ensure efficient processing of urgent and sensitive cases and troubleshoot START access problems during RSC Pakistan circuit rides and/or deployments.

6. Serve as an RSC Pakistan focal point for global data reconciliation efforts between the Refugee Processing Center in Washington and the Migrant Applications Unit in IOM Manila. Serve as a focal point for establishing and identifying key performance metrics for the purpose of monitoring and evaluation and identifying bottlenecks or gaps in the processing pipeline.

7. Participate in meetings as needed, including with US and United Nations (UN) officials. Draft reports, briefings, background information, narratives and statistical reporting as necessary and required.

8. Maintain and ensure the confidentiality and integrity of all RSC-related information by implementing control procedures in line with USRAP standards of conduct and data protection rules. Alert the Deputy Project Manager, RSC Pakistan of any non-compliance to Standard Operating Procedures (SOPs) or codes of conduct by RSC staff members.

9. Support the overall development of RSC Pakistan by suggesting potential improvements to processing activities.

10. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Information Technology or a related field from an accredited academic institution with two years of relevant professional experience; or

• University degree in the above fields with four years of relevant professional experience.

Experience

• Experience in coordinating and implementing IT or technical projects;

• Strong experience and knowledge of START;

• Experience in database programming and applications such as Access and SQL, and graphical and presentation software;

• Experience producing high-quality reports, excellent computer skills and proficient in spreadsheets;

• Experience in website development and management;

• Experience in resettlement, including USRAP, is an advantage.

Skills

• Knowledge of USRAP program implementation and familiarity with IOM’s administrative, financial, and business rules and practices is desirable;

• Strong written and verbal communication skills and ability to effectively communicate with and lead a team;

• Demonstrated proficiency with the START (USRAP Refugee Processing System);

• Excellent computer skills and a high level of proficiency in spreadsheet and database applicants;

• Takes responsibility and manages constructive criticism;

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).

For all applicants, fluency in English is required (oral and written). Working knowledge of Dari and/or Pashto is an advantage.
