Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

Through “Strengthening Survivor Protection and Services” project, the International Organization for Migration (IOM) seeks to improve victim identification, demand driven delivery of services and reintegration options in provinces along Thailand-Cambodia border (Banteay Meanchey, Battambang, Odder Meanchey and Koh Kong). The overall goal of the project is for victims of trafficking to be consistently identified by government and non-government actors, referred to appropriate services and provided with support services and reintegration options that meet their needs.

Under the direct supervision of Chief of Mission (CoM) in IOM Cambodia, the Project Officer (Counter Trafficking) will be responsible and accountable for the implementation, monitoring and effective coordination of the counter trafficking project activities in Cambodia and will liaise with relevant stakeholders.

Core Functions / Responsibilities:

  1. Implement, monitor and effectively coordinate the implementation of the counter trafficking project activities in Cambodia, and liaise and cooperate with relevant stakeholders on matters related to the project.
  2. Supervise the implementation of counter trafficking project in a timely manner, track project expenditures and monitor burn-rates, follow up on logistical and administrative arrangements, ensure that donor reporting information and schedules are available, and provide technical assistance and guidance in line with IOM’s policies, practices and global standards on counter trafficking (particularly focusing on the victim centered response) as well as donor requirements, guidelines and grant agreement regarding the issue of trafficking in persons.
  3. Monitor and coordinate counter trafficking activities in Cambodia including analyzing progress and implementation reports, identifying and documenting significant project events, decisions, problems or deviations, and identifying problems and proposing action to expedite or improve delivery in coordination with IOM Regional Office for Asia-Pacific (ROAP).
  4. Maintain effective partnerships and liaison with government entities, the donor, the implementing partners, United Nations (UN) agencies and other stakeholders on matters related to the coordination and implementation of the counter-trafficking activities in close consultation with relevant IOM Cambodia project officers.
  5. Participate in counter trafficking meetings, workshops, seminars, working groups, and other events at national and regional levels in close coordination and consultation with CoM.
  6. Facilitate and encourage dialogue and information-sharing among government and non-governmental actors on IOM’s priority areas for cooperation.
  7. Coordinate project activities and participate actively in training development and delivery. Coordinate closely with the donor, IOM Washington, IOM ROAP and other Country Offices (CO) as necessary during the project life cycle.
  8. In close collaboration with the Regional Monitoring & Evaluation (M&E) Officer at IOM ROAP, ensure that the M&E plan and tools are in line with IOM M&E guidelines and standards.
  9. In close consultation and coordination with CoM, assist with the quality and timely implementation of the project and draft regular updates on the progress of implementation as needed.
  10. Draft and submit the project interim and final narrative and financial reports in line with IOM standards and donor agreement.
  11. In close collaboration and coordination with the RO colleagues, respond as appropriate to queries from the donor regarding project implementation and M&E matters.
  12. In close consultation with CoM, facilitate and coordinate project monitoring-related activities by the donor.
  13. Supervise and guide the work of project support staff and monitor the work of consultants recruited to support and/or undertake specific activities.
  14. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Political Science, Social Science, Development Studies, Business Administration, Migration Studies, International Relations, or a related field from an accredited academic institution with two years of relevant professional experience; or,
  • University degree in the above fields with four years of relevant professional experience.

Experience

  • Experience in the field of migration/trafficking issues, including project implementation and management;
  • Experience in liaising with governmental authorities, other national/international institutions, and NGOs;
  • Experience in coordination with donors and reporting.

Skills

  • Knowledge of monitoring and evaluation;
  • Proven knowledge of and experience in implementing anti-trafficking programming, especially in Asia;
  • Proven experience in working with bilateral donors, government, and non-government stakeholders;
  • Effective ability to work as part of a diverse team, as well as the ability to work independently;
  • Proven project management skills including project monitoring, evaluation, and reporting;
  • Strong technical writing skills in developing reports and briefs;
  • High levels of proficiency with Microsoft Excel, PowerPoint, and Word;
  • Demonstrated ability to manage multiple priorities, deadlines, tasks efficiently;• Excellent analytical and organizational skills; ability to think critically and creatively.

Languages

IOM’s official languages are English, French and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).

For all applicants, fluency in English is required (oral and written). Working knowledge in Khmer language is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
