ZOA

1- Tasks and responsibilities

  • Develop and maintain strong understanding of the situation in each target community, particularly from the perspective of ZOA’s “Dimensions of Community Change” model,
  • Develop and maintain strong relationships with key stakeholders at community-level,
  • Engage and facilitate communities in the development and implementation of ZOA’s programme plan,
  • Advise Programme Coordinator on the implementation of specific project activities at community level, in accordance with community priorities, the programme plan and bearing in mind annual targets,
  • Implement or manage implementation of and report progress on specific project activities at community level as directed. These will mainly be activities related to capacity building, peace building and other “software” activities,
  • Provide regular updates to the Village Database, as required,
  • Undertake community-level monitoring, particularly at outcome level, in accordance with relevant monitoring plans,
  • Be ZOA’s first contact point for each community, including for any complaints or concerns raised by community and acting as liaison between communities and POs(Technical),
  • Conduct field research, needs assessments, evaluations etc, from time to time, as directed,
  • Represent ZOA at sector, government or inter-agency meetings, as required,
  • Actively participate in ZOA internal policy development and learning processes,
  • Any other tasks that may be required, from time to time, to facilitate the overall implementation of ZOA’s programme plan and strategic directives.

2. Authority

The Project Officer (Community Mobilizer ) is accountable to the Senior Project officer.

3. Competencies

  1. Knowledge

  2. Bachelors social studies or in relevant field

  3. Minimum working experience of 3 years in community development, community mobilization, capacity building, peace building or similar.

  4. Good understanding of the local context and dynamics

  5. Understanding/experience in outcome monitoring and evaluation

  6. Good spoken and written command of English

  7. Excellent spoken and written command of Arabic (additional local language an advantage)

  8. Computer skills.

5. Special working conditions

6. Special requirements

1- The ability to travel periodically into field locations and to other ZOA offices.
