Context:

IOM’s operations cover diverse thematic areas such as: Humanitarian Relief Assistance, Protection (including Gender based Violence and Child Protection), Shelter and Non-food items, Health, Mental Health and Psychosocial Support (MHPSS), Resettlement, and Movement Management.

Under the overall supervision of the Assistance Programme Coordinator, the direct supervision of the Mental Health and Psychosocial Support (MHPSS) Coordinator, and in collaboration with relevant teams onsite, the Project Officer (Community Engagement) will be responsible and accountable for the following:

Core Functions / Responsibilities:

  1. Contribute to the development and implementation of community engagement (CE) activities as part of the broader Mental Health and Psychosocial Support (MHPSS) programme.
  2. Provide technical inputs for the development of specific CE activities, such as cultural, creative and arts-based, sports and play activities, and non-formal educational activities including language and computer classes. Check that the activities are developed and conducted in an age and gender appropriate way, including activities for individuals, couples and families, and bring issues to the immediate attention of the supervisor.
  3. Coordinate the implementation of CE activities and supervise the team of CE assistants.
  4. Coordinate with respective implementing partner counterparts as required for the effective roll out of community-based MHPSS activities in close collaboration with the MHPSS officer.
  5. Facilitate information-sharing with and participation of beneficiaries in the development of activities and communication structures.
  6. Organize awareness raising and sensitization activities on relevant emerging issues.
  7. Schedule activities, facilitate mobilization, organize coaching and mentoring sessions in ways that allow for a transfer of skills and facilitate peer-to-peer knowledge generation.
  8. Contribute to the development and implementation of community participatory feedback mechanisms and accountability to affected populations for CE activities.
  9. Train community engagement associates on protection, Gender-Based Violence (GBV) related issues and supportive and child-friendly communication in close coordination with the Protection and MHPSS Coordinators.
  10. Provide technical and process support for the establishment of platforms aimed at strengthening dialogue between beneficiaries and service providers.
  11. Draft briefings, statistical/narrative reports, background information and regular reports covering CE activities as required; as appropriate, respond to specific information requests from governments and other entities.
  12. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Social Sciences, Social Work, Education, Arts, or a related field from an accredited academic institution with two years of relevant professional experience; or
  • University degree in the above fields with four years of relevant professional experience.

Experience

  • Experience working with migrants, refugees, internally displaced persons, victims of trafficking and other vulnerable groups;
  • Experience in working as an animator, educator, youth worker with diverse communities, age and gender groups, and contexts;
  • Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage;
  • Experience in training and supervising animators on diverse matters confirmed interest in operational activities and in the functioning of an international organization.

  • Demonstrated proficiency with Microsoft Office applications, including Word, Excel, and PowerPoint.

Languages

IOM’s official languages are English, French, and Spanish.

For this position, fluency in English is required (oral and written). Working knowledge of Dari and/or Pashto is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
