Context:

Between February 22-25 in 2019, Typhoon Wutip crossed directly over Chuuk State and increased in strength as it continued across Yap State in the Federated States of Micronesia (FSM). Most of the affected area is in the outer islands of Chuuk and Yap.

As United States Agency for International Development (USAID) implementing partner, the International Organization for Migration (IOM) will support the local governments with relief & reconstruction of public facilities and housing reconstruction.

Under the overall supervision of the Chief of Mission (CoM) and the direct supervision of the Reconstruction Manager, the Project Officer (Cash-Based Interventions) will be responsible for providing the required support in Cash-Based Interventions and Livelihood activities in the mission, while also ensuring the timely implementations of all activities under the CBI profile for the mission, especially in Chuuk.

Core Functions / Responsibilities:

1. Provide technical inputs to support the integration of Cash-Based Interventions (CBIs) into operational plans and strategies that efficiently meet programme objectives, liaising with technical sectors as required.

2. Monitor and coordinate the technical design and delivery of cash-based programme interventions in Chuuk.

3. Provide technical inputs for the development of technical guidelines and Cash/Non- Food Items (NFI) Standard Operating Procedures (SOPs) for the responses, and provide guidance, information and support for project planning, development and implementation, considering local context and available technologies, in line with IOM’s policies and procedures for CBI based programming.

4. Maintain communication with the International Organization for Migration (IOM) Headquarters (HQ) CBI team to facilitate IOM Micronesia compliance with existing guidelines.

5. Work with IOM Resources Management and Procurement units, as well as programme staff, to implement CBI activities successfully.

6. Participate in and coordinate the implementation of needs assessments for the selection, development and implementation of appropriate cash modalities and methodologies.

7. Supervise other programme support staff involved in the planning and management of CBI transfers and provide training and technical guidance in their work.

8. Provide guidance on market assessments and price monitoring for key commodities based on identified needs for programmes.

9. Closely coordinate with the Information Management (IM) and Program Support Unit (PSU), to check that relevant output and outcome indicators for CBIs are systematically being collected and analyzed in a manner that will help to determine efficiency and effectiveness of CBIs delivery as well as the appropriateness of the transfer modality choice.

10. Undertake visits to view project sites and meet beneficiaries to check and facilitate progress and the achievement of project objectives.

11. Ensure cash distributions are properly documented and check that they meet technical quality, accountability, and protection standards in compliance with donors’ regulations.

12. Facilitate the mainstreaming and streamlining of protection and cross cutting issues (Accountability to Affected Populations (AAP) across cash/NFI activities.

13. Liaise closely with relevant government authorities, UN agencies and Non-Governmental Organisation (NGOs) engaged in CBIs activities, keeping them informed of the status of IOM activities in this regard.

14. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Economics, Social Sciences, Political Science or a related field from an accredited academic institution with two years of relevant professional experience; or

• University degree in the above fields with four years of relevant professional experience.

Experience

• International experience in emergency programme implementation focused on cash and in-kind distributions (assessments, distributions, monitoring);

• Experience in coordinating activities across locations and reporting;

• Experience in liaising with local government/community authorities and with other national and international institutions;

• Prior work experience in complex emergency setting.

Skills

• Good computer skills (proven computer literacy, in particular Excel knowledge is a must).

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).

For all applicants, fluency in English is required (oral and written). Working knowledge of Chuukese is an advantage.
