Context:

The Cash Consortium of Yemen (CCY) is an established cash transfer consortium supporting the most vulnerable, conflict-affected Yemeni households in meeting their immediate and medium-term basic needs through multi-purpose cash assistance. The CCY is comprised of six agencies; Danish Refugee Council (DRC), the International Organisation for Migration (IOM), ACTED, the Norwegian Refugee Council (NRC), Mercy Corps, and Solidarites International. The CCY is Co-lead by DRC and IOM. In 2022, the CCY was nominated co-lead of the Yemen Cash and Markets Working Group (CMWG). The CMWG is the national coordination body for cash assistance in Yemen. The CCY is the programmatic chair of the CMWG, alongside OCHA as the coordination chair.

Working under the overall supervision of the Senior Field and Programme Coordinator and the direct supervision of the Programme Manager (CBI), the Project Officer (CCY), will serve as a technical member of the consortium management unit (CMU). The Project Officer (Cash Consortium of Yemen/IOM) will be expected to provide evidence-led technical information and guidance, contribute to and support operational planning and the overall coordination efforts of the consortium. The Project Officer will also serve as the CMWG co-lead as required and guided by the CCY Chief of Party and working alongside OCHA. They will provide inputs to support the development of technical and programmatic direction of the CMWG, contribute to the implementation of the Cash Strategy, and coordinate the development and harmonisation of common cash tools and approaches.

Core Functions / Responsibilities:

  1. Provide data and best practice-driven technical information and guidance to the CCY, facilitating the achievement of the CCY program goals and deliverables.
  2. Liaise and communicate with the CCY members and respond to and follow-up on ad-hoc donor and consortium member information requests as appropriate.
  3. Organize and coordinate CCY’s Cash Technical Working Group (TWG) meetings.
  4. Coordinate and follow up on the regular revision of CCY programmatic tools to inform programming, and support periodic adjustments based on contextual changes.
  5. Provide administrative, technical and other written inputs to support the CCY with program development and donor reporting.
  6. Represent the CCY at relevant coordination fora, in close coordination with CCY members.
  7. Undertake travel to Program locations across Yemen as required for training, monitoring and coordination purposes.
  8. Provide information and technical guidance to the IOM CBI unit on programming and best practices, and support implementation of CBI-related activities.
  9. Serve as the CMWG co-lead as required and guided by the CCY Chief of Party, working alongside the OCHA lead, organize regular meetings and exchanges between agencies and facilitate inclusiveness of the group.
  10. Represent the CMWG in relevant cluster meetings, at the inter-cluster/inter-sector levels, and at other coordination forums as needed.
  11. Assist the CMWG Lead on implementing the Yemen Cash Strategy and the development of annual CMWG workplans, as well as inputs for the Humanitarian Response Plan
  12. Provide technical information for potential solutions for CMWG members, sectors and clusters on efficient, effective and context appropriate CVA.
  13. Draft MPCA and sector specific CVA guidelines, key messages and Standard Operational Procedures as needed and encourage harmonization across cash actors in Yemen, especially on targeting and monitoring.
  14. Coordinate efforts to link humanitarian CVA with existing social protection programmes, where possible, as well as other referrals pathways.
  15. Perform any other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Economic Development, International Relations, or other relevant degree from an accredited academic institution with two years of relevant professional experience or;
  • University degree in the above fields with four years of relevant professional experience.

Experience

  • Strong international experience in cash programming in a humanitarian context, preferably across multiple sectors, including experience in emergency and conflict environments;
  • Experience in liaising with governmental authorities, other national/international institutions and NGOs and building effective local partnerships including with the private sector;
  • Experience working within the humanitarian coordination architecture and the cluster system, including at a technical level;
  • Proven experience in staff supervision and remote management; and,
  • Strong experience with assessment tools and systems.

Skills

  • Ability to effectively represent IOM and its interests to key stakeholders;
  • Demonstrated flexibility and creativity in planning and problem solving;
  • Ability to work effectively with an ethnically diverse team in a sensitive environment;
  • Knowledge of Sphere standards and other training in humanitarian response preferred;
  • Cash programming;
  • Program design;
  • Cash coordination;
  • Data analysis, visualization, and presentation; and,
  • Monitoring and evaluation.

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (Arabic, Chinese, French, Russian, or Spanish).

For all applicants, fluency in English is required (oral and written). Working knowledge of Arabic is an advantage.
