Position Title: Project Officer (Cash Based Intervention (CBI))

Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

Under the overall supervision of the Deputy Chief of Mission (DCOM) and the direct supervision of the Programme Manager (Cash Based Interventions – CBI), the Project Officer (Cash Based Intervention (CBI) will assist with the development and delivery of cash-based interventions within the humanitarian response, recovery, reintegration and resilience programming in Afghanistan. Specifically, the successful candidate will support CBI Unit in conducting assessments, analysis and field level coordination in designing and implementation of Cash programmes under Cross Border Return & Reintegration (CBRR), Humanitarian Assistance Program (HAP), Stabilization, Reintegration and Resilience (SRR) and Protection and Programs in the mission on need basis. The Incumbent will also support CBI Unit in coordination with partners especially Cash and Voucher Technical Working Group Afghanistan. CVTWG.

Core Functions / Responsibilities:

  1. Support the Programme Manager (CBI) on integrating Cash-Based Interventions (CBIs) into operational plans and strategies to efficiently meet programme objectives, while liaising with technical sectors.
  2. Participate in the technical design and delivery of cash-based programme interventions in Afghanistan.
  3. Contribute to the development of technical guidelines, Cash for livelihoods, Shelter and NFIs, Protection and for Cross border return and Multi-Purpose Cash Standard Operating Procedure (SOP) for the range of programmatic responses incorporating cash modalities.
  4. Contribute to the project planning, design and implementation, considering local context, and available technologies in line with the IOM policies and procedures for CBI-based programming.
  5. Support in the implementation of needs assessments to select, design and implement appropriate cash modalities and delivery mechanisms; Provide technical support, guidance and training to the programme support staff from Information Management and Monitoring and Evaluation (M&E) units involved in the planning and management of CBI transfers.
  6. Support and capacity development of staff and provide technical guidance on market assessments and price monitoring for the key commodities and based on identified needs for programmes.
  7. Closely coordinate with the M&E unit to check that relevant output and outcome indicators for CBI’s are systematically being collected and analysed in a manner that will help to determine efficiency and effectiveness of CBIs delivery, as well as the appropriateness of the transfer modality choice.
  8. Undertake visits to project sites and meet beneficiaries to verify that progress is made in the achievement of project objectives, and for quality assurance purposes.
  9. Ensure cash distributions are properly documented and meet technical quality, accountability and protection standards in compliance with donors’ regulations. Check that the appropriate measures are taken against fraud, waste and abuse.
  10. Facilitate protection mainstreaming and cross cutting issues (Accountability to affected populations (AAP)) are streamlined across all the CBI activities.
  11. Liaison closely with relevant partners engaged in CBIs activities, keeping them fully informed of the status of IOM activities. Participate in national level dialogue with donors and other stakeholders on cash, vouchers and other CBIs.
  12. Assist CBI unit in recruitment, work closely with Third Party Monitoring Service Providers through M&E teams to better safeguard the Cash Programming in Afghanistan.
  13. Assist Information Management teams in formation of Central Management InformationSystem or Central Database to better track and trace Cash assistance with support of M&E unit.
  14. Assist CBI unit in hiring of Financial Service Provider with appropriate delivery mechanisms and having in place multiple technologies for cash delivery that are feasible in context and as per IOM policy and procedures.
  15. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Economics, Social Sciences, Political Science, or a related field from an accredited academic institution with two years of relevant professional experience; or
  • University degree in the above fields with four years of relevant professional experience.

Experience

  • International experience in emergency programme implementation focused on cash and in-kind distributions (assessments, distributions, monitoring);
  • Experience of working with information management teams on developing MIS systems to support track and trace assistance;
  • Experience of working with third party monitoring systems, service providers and independent M&E teams to support accountability and transparency and safeguarding cash distributions;
  • Experience in coordinating activities across locations and reporting;
  • Prior work experience in complex emergency setting, involving internal displacement;
  • Experience in establishing and maintaining collaborative relationships with partners and government counterparts;
  • Proven experience in staff supervision and remote management; and,
  • Proven experience with assessment tools and systems.

Skills

  • Good computer skills (proven computer literacy, in particular, Excel knowledge is a must);
  • Representation and negotiation skills, demonstrated interpersonal skills, good communication and diplomatic skills;
  • Analytical skills, observation and analysis capacity;
  • Strong team spirit, comfortable in a multi-cultural environment; and,
  • Ability to plan ahead and stress-resilient.

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).

For all applicants, fluency in English is required (oral and written). Working knowledge of Dari or Pashto is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
