Role

Under the supervision of the Program Coordinator, the Project Officer will be in charge of the design and implementation of project activties related to DFA(awareness sessions on IHL/IHRL) and the management of humanitarian engagement-related project(s) according to the program plans, internal procedures and guidelines as well as donor requirements and security constraints. It is a national position.

Core responsibilities

The implementation and management of project(s) in accordance to the work plan, budget(s), donor requirements and internal procedures:

Planning, Coordination & Reporting

  • Participate in the drafting of annual and monthly program plans, budgets, and project activities monitoring plans in consultation with program coordinator, Support staff, and other team members.
  • Responsible for quality project activties implementation mainly related to DFA and monitoring in accordance with Geneva Call and donor work plans, budget and procedures.
  • Conduct the IHL/IHLR awareness sessions for DFA and participate in humanitarian engagement meeting with DFA.
  • Ensure the reports of the IHL/IHRL awareness sessions are developed and uploaded on Kobo.
  • Remain updated on the International and National legal framework related to Geneva Call programs.
  • Monitor protection needs, do needs assessments, analysis of the local context and share recommendations for improvement.
  • Manage safe-keeping of information and knowledge, including filing of programme documents and materials.
  • Collect and analyse, through regular field missions, information relating to the context, conflict situation, humanitarian needs and potential impact on Geneva Call’s work in project area(s) and relay this to Head of Programme.

Communications & External relations

  • Provide material (photos, videos, stories from the field) about the project and timely reports to showcase project outcomes and achievements.
  • Support implementation of communications strategy including activities, campaigns, events and other initiatives.

Engagement

  • Laise and engage with local authorities, communities, and organizations regularly,
  • Engage with senior officials and other key stakeholders at the provincial level in close coordination with other project officer.
  • Provide support in arranging meetings, drafting speaking points and messages for GC senior management visiting the province.
  • Organize and participate in coordination meetings.
  • Engagement with authorities and law enforcement officers.
  • Report the success story of GC activities in field level.

Other Duties

  • Attend and represent Geneva Call as required at conferences, seminars, and other fora of interest to the organization.

Main qualifications

Education

  • Completed Degree of Higher Education in relevant fields such as Political or Social Science, International Humanitarian Law or Human Rights.

Technical skills

  • IT Tools (MS Office, Excel, email).
  • Experience in reporting, monitoring and research.
  • Demonstrable knowledge of issues of humanitarian affairs and humanitarian framework and capacity for in-depth analysis.

Work experience

  • At least 5 years in a humanitarian/human rights/protection organization working in province and districts.
  • Experience in facilitating the training sessions with different stakeholders.
  • Experience in advocacy developing professional relationships with various stakeholder including armed actors and civil society and working in a neutral and objective manner.
  • Experience with international organisations is preferred.
  • Familiar with humanitarian norms, principles and expert in engagement.
  • Good stakeholder management.
  • Training, awareness session.
  • Understand Islamic law is an asset.

Languages

  • Required: Pashto, Dari and English.
