Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Internal and external candidates will be considered for this vacancy. For the purposes of this vacancy, internal candidates are defined as staff members holding a regular, fixed-term or short-term graded or ungraded contract, including Junior Professional Officers (JPOs), staff on Special Leave Without Pay (SLWOP), and staff members on secondment/loan released by the Organization, unless otherwise specified in their contract. Context:

The overall EU 11th EDF Great Lakes programme is a regional, multi-year, multi-partner project funded by the EU Trust Fund for Africa. The project is implemented by IOM in partnership with Trade Mark East Africa (TMEA).

This multi-year project will be implemented in the following countries – the Democratic Republic of Congo (DRC) and Rwanda. The programme will focus on the Rusizi II border control point between the DRC and Rwanda, implementing OSBP best practices.

The main objectives of this programme are to increase cross-border trade and reduce inter-community tensions between Rwanda and the Democratic Republic of Congo (DRC). The actions aim at strengthening the economic integration and social cohesion of the cross-border communities of the DRC and Rwanda through joint management of a border crossing, the streamlining of movements of people and goods, the provision of infrastructure and services, and improved communication between and within border organizations and between the two countries; while improving the level of security and safety of the cross-border covered area. This action will benefit 3 million people living in the Greater Bukavu in the DRC and in Rusizi in Rwanda.

Under the direct supervision of the Programme Manager (PM) and the overall supervision of the Chief of mission, the successful candidate will be responsible for supporting and implementing the IOM component of the European Union 11th EDF Great Lakes Programme.

The Project Officer will be working in close conjunction with Trade Mark East Africa (TMEA): a non-profit organization, promoting the economic and commercial sector in East Africa and reinforcing and securing efficient infrastructures with regard to border trade.

Core Functions / Responsibilities:

  1. Support with coordinating the implementation of all IOM components of the EU programme in the field location of Rusizi/Ruzizi.

  2. Provide information and guidance for the development and implementation of the IOM-EU project in coordination with the PM, relevant country offices and the Regional Thematic Specialists

  3. Maintain partnerships and collaboration with both implementing missions.

  4. Identify and facilitating sharing of information.

  5. Monitor all aspects of project implementation, particularly activities related to infrastructures, training and social cohesion that are taking place at the field level.

  6. Supervise logistical and administrative arrangements, identify problems, and propose action to expedite the delivery of outputs.

  7. Organize and maintain necessary data collection, processing, analysis, and documentation.

  8. Analyze progress and implementation reports from the IPs and contractors, identify and document significant project events, decisions, problems, or deviations.

  9. In coordination with the PM monitor project expenditures and verify compliance with the budget provisions and coordinate the submission of financial, interim and final reports to the donor.

  10. Coordinate with the PM all reporting requirements as set out by the donor and in line with IOM internal reporting requirements.

  11. Liaise with the IOM Rwanda Resources Management unit to ensure that all necessary administrative requirements and resources are coordinated in a timely manner.

  12. Draft and provide regular updates and reports to the PM for further consolidation and transmission to the donor covering all IOM activities under the EU programme in accordance with IOM.

  13. Participate in donor and partner meetings as required by the PM.

  14. Ensure proper management of the office which include Supervision of the staff, maintenance of the IOM properties, infrastructures, and assets.

  15. Ensure an updated inventory of assets, in coordination with relevant departments.

  16. Supervise the procurement and logistics services, including contracts with suppliers of goods and services.

  17. Represent the sub-office in relevant coordination platforms as well as maintain appropriate and effective coordination and information exchange with national/local authorities, state institutions, donor representatives, civil society, and other relevant stakeholders.

  18. Attend security meetings and in coordination with the Local Security Assistant (LSA) in the sub-office, report significant security issues and incidents to the Security Officer and CoM. Coordinate closely with the designated Officer in Charge of United Nations Department for Security and Safety (UNDSS) in the region, civilian and military governmental authorities, tribal leaders, village councils, militias, and others to ensure security for all IOM staff members and sub-contractors enforcing the mission security regulations to protect mission staff and property.

  19. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Political or Social Sciences, Business Administration, Migration Studies, International Relations, Law, or a related field from an accredited academic institution with two years of relevant professional experience; or

• University degree in the above fields with four years of relevant professional experience.

Experience

• Experience in the field of migration issues, including operational and field experience, IOM;

• Experience in project development;

• Knowledge of EU contractual and project requirements;

• Demonstrated high level of expertise in the thematic areas relevant to the project – specifically IBM.

Skills

• Knowledge of monitoring and evaluation;

• Excellent writing and communication skills and the ability to maintain effective working;

• Relationships with government authorities, national and international organizations, and other project partners;

• Ability to interpret information, identify and analyse problems.

Languages

IOM’s official languages are English, French and Spanish.
