The Role

Project Officer

Full-Time/Permanent

Reports to:

The Project Officer will report to the CBM Global Lao PDR Country Director.

Job Overview

The individual taking on this role will facilitate the development, management, and implementation of programs in line with the CBM Global Federation Strategy, Country strategy, and within the CBMG’s Standards and Budgets through appropriate Programme Management systems. Assist the partners and country team to develop projects and support the capacity development of the partners’ team for the assigned areas of specialization. On behalf of CBMG act as a focal person for multiple projects coordination and implementation with multiple partners.

Salary range:

The salary offered will be competitive, dependent on skills and experience. We offer a local contract.

Responsibilities and Duties

Partner support:

  • Develop a good working relationship and knowledge of the partner portfolio to identify strengths, capacities, needs, and potentials.
  • Communicate with partners as the first point of contact on behalf of CBMG.
  • Identify needs and support the country manager to organize training and capacity building for CBMG Laos partners.
  • CBMG’s entities, project partners, consultants, and advisors who are connected to the respective projects under his/her care in coordination with the Line Manager.
  • Proactively seek partner feedback to improve support.
  • Initiate and support the development of innovative and inclusive projects/programs.

Project management, Planning, Monitoring & Evaluation:

  • Plan, initiate, and develop multi-year/annual plans, and monitor and report the implementation with project partners.
  • Lead management of multiple projects in close collaboration with the project implementing partners.
  • Responsible for project reporting requirements and timelines.
  • Plan and coordinate the assessment of partners in consulting with the finance manager and program team and line manager.
  • Ensure adequate information and documentation of assigned projects and partners.
  • Manage effectively the partners’ project budgets.
  • Coordinates visits to partner organizations for organization-related external and internal visits.

Capacity Building:

  • Facilitate the development of capacity building plan for the partner and project team based on the Partnership Assessment (PA)
  • Document and sharing of experiences and good practices followed in partner organizations.
  • Contribute to the development of training materials and train the partners on different aspects of disability inclusion when appropriate.
  • Support planning and organizing workshops/training in a time-bound manner and represent CBMG at conferences, workshops, and seminars when assigned.

Humanitarian Action:

  • In case of Emergency in the country and requirement of the organization you should be flexible to deploy in the emergency response management initiatives as per the requirement of the organization.

Safeguarding:

  • Accountable for ensuring that all children and adults who come into contact with CBMG’s programs are safeguarded to the greatest extent possible.
  • Responsible for ensuring compliance with all aspects of the CBMG Safeguarding and Prevention of Sexual Exploitation, Abuse, and Harassment policies and associated standards and procedures.

Person Specification

Experience and knowledge

  • Minimum 3 years of working experience in the development sector with a focus on project/program management.
  • 1-2 years’ disability-related experience is desirable.

Skills/competencies/personal qualities

  • Practical computer skills (Microsoft Word, Excel, PowerPoint, and Internet);
  • Proven Project Cycle Management skills.
  • Good communication skills in the English language (oral & written).
  • Experience in planning, implementation, monitoring, and financial management in the development sector.
  • Knowledge of disability-related issues.
  • Abide by and display CBMG core values in all aspects of work.
  • Flexible approach to work demands.
  • Ability to work in teams and collaborate with staff at all levels.
  • Willingness to learn, change and adapt.
  • Well organized with the ability to multitask.
  • Willing to travel for field-level monitoring and visits.

Qualifications, training, and education

  • Bachelor’s degree or equivalent in management/development-related social science, or any other field.
  • Associated degree or diploma in a relevant field (disability, gender, community development) is an advantage.
