Job Description:

The Project Officer is to work under direct supervision of the (Acting) Country Director/Programme Coordinator (International Staff) to oversee the project implementation. While being based in the Hoima Office, s/he is responsible to supervise and monitor the day-to-day field activities carried out in Kyangwali Refugee Settlement by coordinating with the relevant stakeholders of AAR Japan. Providing guidance to field officers and reporting to his/her supervisors in a timely manner are also one of the key tasks of the Project Officer. S/he may occasionally have business trips to Kampala and other districts/cities. The position requires hands-on working experience in fields of child protection and education as an aid worker.

Scope of Works:

1. Supervise and provide necessary guidance to field officers for the smooth implementation of the project activities.
2. Coordinate with the target beneficiaries, partner organizations and authorities to carry out the activities under the project.
3. Monitor progress of the project activities and report to the supervisors on a regular basis.
4. Collect and share any project-relevant information through attending coordination meetings and consultative meetings to represent AAR Japan.
5. Coordinate and supervise local contractors and any temporary assistant staff/officers for the project on behalf of the International Staff.
6. Identify and gather compelling needs in the field through assessment for future projects’ proposals.
7. Assist International Staff with proposal writing.
8. Perform any other duties requested by the supervisors.

Experience Required:

1. More than three (3) years of experience in the field of project management/coordination in NGO sector.
2. More than five (5) years of experience in emergency relief activities in aid organizations.
3. Experience in implementing projects for child protection and education.
4. Experience in facilitating workshops and/or seminars.
5. Experience in working at a refugee settlement or a refugee camp would be advantageous.

Qualification Required:

1. Bachelor’s Degree in the relevant field (Development Studies, Education, Social Work, Community Based Development, Psychology etc.).
2. Residing in Uganda and able to station in Hoima.
3. Language: Fluency in both written and spoken English. Knowledge of Kiswahili, Lunyoro, French and other locally spoken languages would be advantageous.
4. Excellent MS Office skills (MS Word, MS Excel etc.).
5. Strong motivation to commit oneself to be a part of a humanitarian/aid organization.
6. Strong coordination and negotiation/communication skills.
7. Self-driven with problem-solving skills and capability to work under minimum supervision.
8. Capability to complete assignments with tight deadlines under challenging circumstances.
9. Capability to produce quality draft documents and reports for the project.
10. Punctuality.
