Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

The International Organization for Migration (IOM) is committed to the principle that safe and orderly migration benefits migrants and society and is essential for the achievement of the Sustainable Development Goals (SDGs). As a global intergovernmental organization, IOM supports the Member States to effectively manage the various challenges related to migration and provides assistant to migrants.

Under the direct supervision of the Chief of Mission (CoM), the Project Officer will be primarily responsible for the supervision and coordination of the IOM Lao People’s Democratic Republic Labour Migration and Social Inclusion (LMI) unit and Migration, Environment and Climate Change (MECC) portfolio, including the implementation of LMI and MECC projects.

Core Functions / Responsibilities:

  1. Provide and coordinate technical inputs for labour migration and MECC project activities in Lao PDR and the region, including medium- and longer-term planning in areas such as migration policy support, skills development, safe migration, returning migrants support among others, in close coordination with the CoM, other IOM Country Offices (COs) in the region, and external/national experts and in compliance with IOM quality standards, rules and procedures.
  2. Ensure the effective implementation of labour migration project activities, in close coordination with relevant IOM units in the Lao People’s Democratic Republic CO, other relevant COs, Regional Office (RO) and Headquarters (HQ).
  3. As a labour migration and MECC focal point, interface with stakeholders, including the UNCountry Team (UNCT), and provide technical assistance to national and regional level policy processes, such as on the IOM Lao People’s Democratic Republic Country Strategy, Labour Migration Working Group, UN Results Group, NSEDP, the ASEAN Forum on Migrant Labour (AFML), Global Compact of Migration (GCM), among others in close coordination with the CoM and relevant project and CO staff.
  4. Maintain effective working relationships with relevant governmental authorities, donors, UNCT, key development partners in country, and other stakeholders, including migration-related working groups.
  5. Participate in labour migration- and MECC-related technical-level inter-agency meetings within UNCT and relevant coordination meetings in the country as required.
  6. Draft project documents in compliance with donor, UNCT and IOM requirements, including monthly/interim reports, final reports, concept notes, activity updates, Monitoring and Evaluation, and other reports.
  7. Contribute technical inputs and guidance in relation to links between labour migration and other thematic focus such as protection and migration health, including for project development and implementation purposes.
  8. In close coordination with Resource Management Unit, monitor and follow up on budget expenditures and burn rates.
  9. Supervise and coordinate the work of LMI and MECC project staff. Contribute to building staff capacity and provide feedback on performance.
  10. Undertake duty travel as required.
  11. Perform such other duties that may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Political or Social Science, Business Administration, International Relations, Law or related field from an accredited academic institution with two years of relevant professional experience; or
  • University degree in the above fields with four years of relevant professional experience.

Experience

  • Experience in Humanitarian project implementation and coordination for migrants and capacity-building activities;
  • Experience in liaising with governmental authorities and implementing partners, as well as with national and international institutions;
  • Experience in working in the field of migration and technical cooperation;
  • Experience to work in migration and climate change subject
  • Experience to work in Asia region.
  • Experience in project design, and monitoring and evaluation is a distinct advantage.

Skills

  • In depth knowledge of the broad range of migration related subject areas dealt with by theOrganization;
  • Good knowledge of project development, management, and evaluation approaches and procedures;
  • Good supervisory, communication, analytical, and organizational skills:
  • Excellent interpersonal skills including negotiation, relationship, management, influencing and networking;
  • Ability to work effectively and harmoniously in a team of colleagues of varied cultural and professional backgrounds; and,
  • Good level of computer literacy

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).
