Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

Chad currently hosts more than one million three hundred forcibly displaced persons including over 450 000 internally displaced persons and over 109 000 returnees (IOM Displacement Tracking Matrix). This is compounded by an ongoing economic crisis, and a near exhaustion of host communities’ absorption capacities paired with an ongoing severe food security crisis.

Since April 2020, a National Health Response Coordination, led by the Ministry of Public Health and National Solidarity (MSPSN), has been set up to coordinate the national response to the pandemic including reducing the spread of the virus in Chad as well as to streamline efforts on the strengthening the health system to track and treat Covid-19 cases. The International Organization for Migration (IOM) in Chad has been supporting the Government against Covid-19 since the beginning of the pandemic through multidimensional support to strengthen the management of international borders, and by providing technical support to local health delegations in health border management. IOM has also reached more than 130,000 persons through a wide range of activities on COVID-19 prevention including awareness raising, PPE, health and hygiene kits distribution to internally displaced persons, host communities and other vulnerable stranded migrants in the Lac province, southern Chad and in the border regions with Libya.

Given its presence in the country and its intrinsic knowledge of population movements and country dynamics, as well as its experience in facilitating complex and large-scale logistics operations in areas of high displacement, IOM is implementing a project to support the Government of Chad’s national vaccination campaign against COVID-19.

The project’s has three components, namely:

  1. Community sensitization on COVID-19 prevention and vaccination to ensure vaccine readiness and acceptance.
  2. Logistic support for the organization of the vaccination campaign.
  3. Setting-up a feedback mechanism through a hotline, quality monitoring and referral mechanisms for any side effects.

Under the overall supervision of the Chief of Mission, the administrative supervision of the Head of Programme, and the technical supervision of the Chief Migration Health Officer, the successful candidate will supervise and coordinate the implementation of a World Bank-funded project to provide logistical and communication support the Government of Chad’s national COVID-19 vaccination campaign.

Core Functions / Responsibilities:

  1. Ensure the implementation of project activities, including facilitating the planning and delivery of project outcomes, liaising with Government entities, administrative and financial monitoring, and reporting;
  2. Check and track adherence to the work plan and support the direct liaison with local authorities and the donor in line with the work plan as required;
  3. Participate and represent the project at central and field levels to the different working groups;
  4. Supervise all project-related procurement and check compliance with technical standards as well as IOM procurement regulations;
  5. Contribute to the development of a strong Accountability to Affected Persons (AAP) mechanism for the project as well as dissemination strategies;
  6. Draft narrative and financial reports in time and in line with the project reporting schedule;
  7. Maintain constant communication with field colleagues to ensure smooth project implementation;
  8. Identify risks, issues and discrepancies, and recommend action accordingly and in line with IOM rules and procedures;
  9. Implement and maintain appropriate systems to enable effective planning and scheduling of project activities;
  10. Provide routine administrative and logistical backstopping support to different project components as required;
  11. Undertake duty travel as required;
  12. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in International Relations, Human Rights, Peace and Conflict Studies, Social Sciences, Humanities, or a related field from an accredited academic institution with two years of relevant professional experience; or,
  • University degree in the above fields with four years of relevant professional experience.

Experience

  • Experience in hardship duty stations, including supporting project management or project coordination and implementation;
  • Experience supporting project development and monitoring and evaluation activities;
  • Experience working in health is an advantage;
  • Prior experience with managing complaint hotlines or feedback mechanisms highly desired;
  • Prior experience with overseeing administrative procedures, including procurement processes required;
  • Experience managing complex logistics processes strongly recommended.

Skills

  • Excellent analytical writing skills;
  • Demonstrated ability to write clear and concise progress reports, project documents and proposals;
  • Capacity to work under pressure and under tight deadlines;
  • Proven track record reporting in French and English and ability to break down complex processes such as accountability frameworks into easily digestible reporting desirable.

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).

For all applicants, fluency in English and French is required (oral and written). Working knowledge of Arabic is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
