Background and Project Description

War Child Holland (WCH) is an independent and impartial international non-governmental organization investing in a peaceful future for children and young people affected by armed conflict. We strive to empower children and young people while enabling adults to bring about positive and lasting change in the lives of conflict affected children and young people.

In Jordan, Can’t Wait to Learn (CWTL) worked on -and continues to- designing and creating a culturally suited game and educational content to deliver in formal schools and informal learning centres. That is happening in partnership with the Ministry of Education (MoE) and other implementing and designing partners, with and for children. The CWTL programme implementation has taken place in 35 schools and learning centers in Zarqa, Irbid, Shobak, Mafraq, and Amman governorates. The Can’t Wait To Learn aims to continue provide innovative solutions for enhanced learning opportunities and an enabling learning environments.

Scope of work

The Project Officer will support the Project Manager with the daily tasks related to programme management, ensuring that programmes’ activities are fully implemented in accordance with proposals, according to War Child rules and regulations and donor requirements, and will be working closely with local partners and actively coordinate with other (I)NGO actors working in this sector.

Result areas

1. Programme Coordination

· Monitors programme’s implementation and progress from inception to completion, reviews programme’s progress and prepares reports.

· Prepares budget estimate, monitors and controls financial expenditure in coordination with the Project Manager and Finance Manager.

· Creates and maintains programme data base and programme master plan, follows up and updates relevant data to produce accurate information and maintains reports up-to-date information as required.

· Works closely with local project partners in the development and implementation of partner agreements, activity plans, budgets and reporting.

· Maintains close communication and proactive coordination with the relevant line ministries to ensure project approvals and implementation is on track, provides support for preparation of programme’s activities; ensuring that all necessary documentation is completed and approved.

· Follow up on procurement and identify the needed items and monitors projects supplies.

2. External representation and liaison

· Participates in meetings with donor representatives and accompanies them on field visits when needed.

· Contributes programme information to the donor briefs prepared by the Project Manager.

· Liaise with Finance Manager on all programme financial matters. Coordinates the closing out of activities and handling balances with donors.

· Maintains contacts with counterparts in (I)NGOs, local partner organizations, host communities and relevant ministries and update them on progress of the programme.

3. Capacity building:

· Identify needs and build the capacity of community-based structures and volunteers in key Programme areas.

· Assists the Project Manager in conducting capacity building workshops for Field staff, host community and partners and the assessment of different phases of project implementation and sharing lessons learned and best practices with the programme team, to enhance their programme management skills and capacities;

4. Monitoring and Evaluation

· Support the Project Manager to establish and maintain monitoring and evaluation system to monitor activities.

· Identify weaknesses of project activities and propose solutions to respond to them.

· Report regularly on weekly team meetings to the Project Manager.

· Assist the Project Manager to develop a plan for monitoring and evaluation in line with the reporting requirements of donors.

· Assist the Project Manager to facilitate internal and external evaluations of the project, the use of these opportunities and to raise the achievement of documents, challenges and learning opportunities.

· Ensure M&E data collected is managed and analysed appropriately

· Ensure management portals are up to date and reflects the actual implementation by regular check.

5. Compliance:

· Ensure compliance with the rules and regulations of War Child and programmes’ donor in all areas including financial management, record keeping, purchasing.

· Comply with financial, safety and child protection policies and procedures of War Child, managed by the Project Manager.

· Ensure that receipts and supporting documents are provided to the Finance Manager/Programme Manager in Amman, in accordance with the requirements of War Child.

6. Position in the organization

The Project Officer is reporting to the Projects Manager of the Can’t Wait to Learn in Jordan. Works with War Child team in Jordan including field staff and links to the home office and the global Can’t Wait to Learn team. S/he manages field staff.

7. Required skills and experience:

  1. Experience

· Relevant Bachelor’s degree or equivalent years of experience

· At least 3 years of experience

· Experience in working with INGO is an asset

· Experience in Education technology

· Experience in and child protection and development

  1. Language

· Excellent command of spoken and written English and Arabic.

  1. Competencies

· Sound knowledge of participatory approaches

· Excellent planning, organisational, analytical and report writing skills

· Excellent computer skills: MS word, Excel and Power Point

· Excellent drafting skills in Arabic and English

· Team player and good communicator

· Accurate and systematic

· Commitment to War Child’s aims, values and mission

  1. Desirable

· Experience in building partnerships and networking with relevant stakeholders and other non-governmental organisations

· Knowledge and experience in Child Rights and Child protection
