The Project Manager will oversee the medical city (and other construction projects within the organization) project’s execution, ensuring timely completion within budget and scope. He/she will coordinate resources, manage schedules, and lead quality control efforts. Acting as the primary liaison for stakeholders, the manager will ensure clear communication, negotiate contracts, and maintain strong relationships with all parties involved, ensuring project success.

Main tasks and responsibilities:

Project Planning and Coordination

  • Develop comprehensive project plans, including scope, schedules, budgets, and resource allocation.
  • Coordinate with internal teams and external stakeholders to ensure alignment with project objectives and timelines.
  • Conduct risk assessments and develop mitigation strategies to address potential challenges.
  • Conduct feasibility studies and risk assessments to ensure project viability.
  • Prepare the detailed BoQs (Bill of Quantities), technical handbooks, and handing tenders with the Procurement department.
  • Develop project logical framework, scope, and objectives, involving all relevant stakeholders.

Project Management

  • Coordinate resources for the flawless execution of the medical city project.

  • Conduct feasibility studies and risk assessments to ensure project viability.
  • Lead the development of a detailed project plan to track progress.
  • Plan, schedule, or coordinate construction project activities to meet deadlines.
  • Prepare and submit budget estimates, progress reports, or cost tracking reports.
  • Prepare contracts or negotiate revisions to contractual agreements with architects, consultants, suppliers, or subcontractors.
  • Coordinate with supervisory personnel, engineers, architects, contractors, or design professionals to discuss and resolve matters, such as work procedures, complaints, or construction problems.
  • Study job specifications to determine appropriate construction methods.
  • Investigate damage, accidents, or delays at construction sites to ensure that proper construction procedures are being followed.
  • Inspect or review construction project activities to monitor compliance with building and safety codes or other regulations.
  • Implement new or modified plans in response to delays or construction site emergencies.
  • Develop or implement quality control programs.
  • Inspect or review projects to monitor compliance with environmental regulations.
  • Requisition supplies or materials and provide technical inputs to complete construction projects.
  • Evaluate construction methods and determine the cost-effectiveness of plans.
  • Interpret and explain plans and contract terms to different stakeholders.
  • Ensure resource availability and allocation.
  • Use appropriate verification techniques to manage changes in project scope, schedule, and costs.
  • Prepare regular progress reports, technical reports, TORs, and presentations.
  • Measure project performance using appropriate systems, tools, and techniques.
  • Create and maintain comprehensive project documentation.
  • Attend a weekly meeting to review the project status with the Program team.

Construction Management

  • Oversee all aspects of construction and rehabilitation activities, including site preparation, infrastructure works, and facility upgrades.
  • Manage contractors, subcontractors, and vendors to ensure adherence to project specifications, quality standards, and safety regulations.
  • Monitor construction progress, identify deviations from plans, and implement corrective actions as necessary.
  • Monitor work safety procedures throughout the project lifecycle.

Stakeholder Management and Representation

  • Serve as the primary point of contact for all project stakeholders, including the executive committee, programs, and operations teams.
  • Ensure transparent communication and timely reporting on project status, milestones, and changes.
  • Negotiate contracts and manage relationships with suppliers and subcontractors.
  • Research potential sources of building relations.
  • Produce regular reports on meetings attended for SAMS.
  • Represent SAMS in all relevant meetings concerning the position’s duties, e.g. governmental officials, NGOs, and donors.

Budget and Cost Management

  • Prepare and manage project budgets, forecasts, and expenditure reports.
  • Monitor project costs, identify variances, and implement cost control measures to optimize resource utilization.
  • Negotiate contracts, change orders, and procurement agreements to achieve cost-effective outcomes.

Staff management

  • Ensure all project staff have job descriptions and are aware of their responsibilities.
  • Develop performance objectives for each staff. Evaluate staff according to SAMS HR policy.
  • Develop professional development plans for project staff.
  • Delegate appropriately.
  • Build an effective team approach, ensuring project staff work together effectively.
  • Hold weekly team meetings with project staff for planning, information sharing, and problem-solving.

Office culture

  • Promote and model a positive, professional, and respectful office culture.

THE CANDIDATE’S REQUIREMENTS

Mandatory Qualifications required:

  • Master’s degree in construction engineering, civil engineering, architecture, or any related field.
  • A Ph.D. degree would be advantageous.
  • Proven experience in managing large construction projects. A hospital construction project(s) would be advantageous.
  • A professional certificate in project management (e.g. PMP, PE)
  • Minimum 5 years of construction project management. 2 years in the NGO context is preferable.
  • Good command of the following programs and applications is preferable:
  1. Engineering Design: AutoCAD, Revit, and SolidWorks for detailed engineering and architectural planning.
  2. Facilities Analysis: SAP2000, ETABS, and ANSYS for comprehensive facilities analysis, ensuring structural integrity and compliance.
  3. Project Management: Primavera P6 and MS Project for efficient project scheduling, budgeting, and resource allocation.
  • Strong collaborator and influencer with effective interpersonal and analytical skills.
  • High communication Skills.
  • Resilient, organized, hardworking, with a positive attitude.
  • Willingness to travel to project sites in challenging environments in NW Syria, as needed.
  • Ability to work under pressure and adapt to rapidly changing circumstances.

Languages:

  • Fluency in Arabic and English is required.
