Background

WUSC (World University Service of Canada) is a Canadian international development and refugee-sponsoring non-profit organization. WUSC is UNHCR’s partner for complementary pathways in Jordan. Under this 3 years partnership, WUSC seeks to increase access to protection-sensitive complementary pathways, specifically education and employment-linked pathways for refugees in Jordan, including those that offer family reunification opportunities as part of their initiatives. Through the direct and ongoing assistance of Refugee Guidance’s Counselors, the project will support refugees living in the urban areas of Amman, Zarqa, Mafraq, and Irbid, as well as in the Zaatari and Azraq refugee camps, to access the information and assistance they need in order to identify verified education and employment pathways to pursue; understand the associated processes, and; develop the skills to apply for, navigate and progress through the selection processes of the pathways they wish to pursue.
WUSC is also implementing the Student Refugee Program (SRP) in Jordan and Lebanon which targets refugee youth in camps and urban settings. The SRP was introduced by WUSC in the Middle East in 2014 with an aim of providing refugee students access to post-secondary education in Canada. The program enables refugee students to enter Canada as permanent residents and pursue their post-secondary studies at Canadian institutions. While in Canada, WUSC provides social, educational, and financial support to the students for the first 12 months of their sponsorship.

Nature and Scope:

The Project Manager shall be aware of all aspects of WUSC’s work and programs in Jordan and shall be able to support in different aspects. Under the direction of the WUSC Country Director, the Project Manager will work under WUSC projects/programs in Jordan:

Refugee-Led Facilitation to Complementary Pathways Project

Key areas of Responsibilities:

Reporting to the Country Director, the Project Manager is responsible for overseeing and managing the project, as well as the relationships with relevant partners in the country. Specifically, the Program Manager will:

Program Coordination and Implementation

  • Do a rapid needs assessment relate to tools and resources on third-country opportunities for refugees in Jordan
  • Lead on recruiting and building the capacities of a group of Refugee Guidance Counselors (RCGs) who will provide direct, integral, and ongoing assistance to refugees seeking to access education or employment opportunities in third countries;
  • Develop and implement a communication and outreach strategy;
  • Develop and deliver a capacity strengthening curriculum, resources, and materials for the RCGs;
  • Co-develop resources and information materials on verified education and economic complementary pathways available to refugees from Jordan
  • Support the RGCs to design and deliver information sessions, virtual education and employment fairs, and targeted skill-building workshops to refugees living in the target communities;
  • Provide ongoing support to RCGs while offering individualized guidance counseling sessions, including intervening to support individuals with overcoming communication challenges and conflicts as/if needed
  • Develop and establish a referral mechanism to services/local stakeholders offering specific skills development such as language and computer skills.
  • Engage and liaise with the various international and local stakeholders who implement and support complementary pathways in Jordan (e.g. UNHCR, IOM, government officials, NGOs, private sector, and academic institutions); and
  • Under the guidance of WUSC’s finance team, regularly update, monitor, and report on the project budget in order to ensure regular reporting to the donor; Monitoring, Evaluation, Reflection, and Learning
  • Assess, monitor, and evaluate the program implementation and performance
  • Data collection and entry required by the program;
  • Identify best practices across the program to document and share lessons learned;
  • Contribute to the preparation of reports to demonstrate learning and scale up capacity, and communicate findings of the reports to stakeholders.

Student Refugee Program (SRP)

Under the SRP, the Program Manager will be responsible for providing technical assistance and supporting overseas operations in collaboration with the program team in Canada and the partners (UNHCR, Canadian Immigration, IOM, and other existing & potential partners). The incumbent will provide assistance during the resettlement process and manage relationships with local partners and immigration offices;

Key areas of responsibility:

  • In coordination with the SRP Global team, liaise with relevant partners to achieve program objectives;
  • Support the Finance team to prepare regular expenditure forecasts as per SRP work plan and the budget versus actual expenditure report;
  • Coordinate the recruitment and conduct shortlisting phase of potential candidates in coordination and with direct support from SRP team in Canada while being a member of the interviewing and selection panel in Jordan and Lebanon
  • Respond to applicants’ inquiries regarding the application process and provide information on the program and other opportunities where applicable to existing and potential candidates and interested stakeholders
  • Hold information sessions for potential candidates; as per the program needs
  • Organize English/French language training and test registrations for the selected candidates;
  • Ensure necessary documentation is completed with UNHCR and Canadian Immigration Office and other partners
  • Conduct and deliver pre-departure sessions while organizing logistics for language exams, interviews, and pre-departure orientation sessions (including session content/material, room booking, AV needs, catering, etc.).

Qualifications:

  • A university degree in refugee studies, social sciences, global development, project management, business administration, or in a related field. A Master’s degree is a strong asset. Candidates who have equivalent or extensive relevant experience may also be considered.
  • Five to seven years of professional experience, with significant experience in the refugee resettlement and/or complementary pathways sector;
  • Two years of experience in managing projects and budgets. Experience in coordinating intercultural teams is an asset.
  • Demonstrated knowledge and experience in the following areas:
    • Needs analysis, capacity building, and training.
    • Refugee protection
    • Building and strengthening partnerships with a variety of stakeholders

Competencies:

  • Proven ability to produce quality work and collaborate with a variety of stakeholders to run participatory processes;
  • Effective interpersonal and influencing skills, including the ability to build relationships, network, communicate and deliver training effectively in a cross-cultural context are essential;
  • Strong personal initiative, resourcefulness, and capacity to work individually and as a team;
  • High degree of comfort working in changing and/or uncertain environments;
  • Demonstrated capacity to work remotely;
  • Excellent organizational and time management skills;
  • Excellent communications and representation skills;
  • Strong computer skills including use of the Google Suite, in particular, Google Forms and Google Sheets
  • Ability to multitask, adapt, and problem solve;
  • Demonstrated diplomacy and patience;
  • Strong attention to detail;
  • Ability to work under pressure and tight deadlines.

  • Required: Fluency in oral and written English
