Context:

In 2021, IOM launched a process to Define an Institutional Approach to Protection (DIAP) after a series of assessments indicated the need for a more coherent and structured approach to ensure more predictable responses in multiple settings – including disasters, mixed migration flows and development contexts. Over 6,000 staff and stakeholders engaged in thematic and country-level consultations to inform the DIAP recommendations and the Protection Roadmap (finalized in May 2022). The Roadmap is available to support a more consistent, coherent, predictable, and accountable protection role for IOM.

Against this backdrop, IOM is looking for a project manager to lead the implementation of the Protection Roadmap. Under the direct supervision of the Head of the Protection Division of the Department of Programme Support and Migration Management at headquarters, the successful candidate will be responsible and accountable for managing the MIRAC-funded project, Developing an Institutional Approach to Protection (DIAP II).

Core Functions / Responsibilities:

  1. Manage the project in line with the Protection Roadmap. Produce a detailed workplan with chronogram, as well as an implementation methodology.
  2. Ensure wide dissemination of the findings, conclusions and recommendations of the DIAP synthesis report with the aim to reach wide understanding, knowledge of, and buy-in/commitment, at all management and technical levels.
  3. Evaluate the implementation of DIAP recommendations and the Protection Roadmap. Convene and facilitate meetings on a quarterly basis. Prepare and disseminate reports as required.
  4. Lead, organize, coordinate and facilitate the process to develop and build institutional alignment on a protection narrative.
  5. Develop organization-wide dialogue on protection and rights. In close coordination with relevant thematic experts, ensure the promotion of human rights and protection.
  6. Develop and implement an advocacy and communication strategy to raise the profile of protection. Ensure that the advocacy plan is in line with IOM’s strategic communications framework. Raise the profile of IOM’s work around on rights and protection within the Organization and with key donors.
  7. Strengthen the representation of migrant’s voices through promoting existing platforms and creating opportunities to promote the voices of affected communities. Drive engagement in trainings on advocacy.
  8. Organize and facilitate cross-departmental structures and systems to build consensus on defining, achieving, and evaluating protection outcomes. Identify and enhance synergies across programming to achieve protection outcomes.
  9. Elaborate thematic guidance materials as relevant and necessary throughout the project in order to support the different processes/activities.
  10. Manage the administrative procedures regarding the recruitment of consultants to support the project, as well as the logistics of any travels and organization of face to face or online institution-wide consultations/ trainings.
  11. Undertake duty travel as required.
  12. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in law, political science, human rights, international relations, cooperation and development, project management, humanitarian action or a related field from an accredited academic institution with five years of relevant professional experience; or
  • University degree in the above fields with seven years of relevant professional experience.

Experience

  • Experience in the humanitarian and development fields relating to migration, refugee, IDP issues, showing increasing levels of responsibility. Professional experience should include fieldwork in multiple duty stations;
  • Solid and varied experience managing projects. Preferably protection-focused projects with varied experience;
  • Experience in coordination and work within the humanitarian and development protection sectors, including established programme coordination, representation and managerial responsibilities;
  • Experience of the production or the overseeing of the production of communications products for internal and external audiences;
  • Experience in mediation and facilitation, as well as leadership of consultative processes.

Skills

  • Knowledge and experience of facilitating meetings/trainings using web conferencing platforms and tools, including digital collaboration spaces;
  • Proven leadership and negotiation skills, particularly in a multi-stakeholder and multi-cultural environments;
  • Good analytical skills; and,
  • Proven skills in undertaking research, writing, and editing.

Languages

IOM’s official languages are English, French, and Spanish.
