UNDP’s partnership with the Global Fund (GF), in line with UNDP’s HIV, Health and Development Strategy 2016-2021: Connecting the Dots, makes a vital contribution to UNDP’s Strategic Plan 2018-2021, the 2030 Agenda for Sustainable Development and the pledge to leave no one behind. When requested, UNDP acts as interim Principal Recipient (PR), working with national partners and the Global Fund to ensure management, implementation and oversight of GF grants, while simultaneously strengthening health institutions and systems for national entities to assume the PR role over time.

In Angola, the Ministry of Health and UNDP have had a long-standing, strategic partnership for health service delivery through Global Fund grants. Currently, UNDP is acting as the Principal Recipient for the consolidated HIV, Malaria and Tuberculosis 2018-2021. From July 2021 to June 2024, UNDP will act as Principal Recipient for a consolidated HIV, Malaria and Tuberculosis Grant.

Most of the interventions planned in this Grant will be implemented at national level and in priority provinces based on their epidemiological burden. A new sub-national approach, already introduced in Benguela in 2020-21, will be replicated in Bié province from 1 July 2024. Its objective is to expand the coverage of high-quality HIV, malaria and tuberculosis services for the most vulnerable populations: pregnant women, children under 5, adolescent girls and young women and key populations. To that end, UNDP will establish an office in Bié. The office will ensure that adequate grant management and implementation of activities are in line with the grant agreement and the sub-national approach.

To help the UNDP Project Management Unit (PMU) deliver in a timely and quality assured manner on the Grant Performance Framework targets, while complying with UNDP and Global Fund rules and regulations, UNDP Angola is recruiting a Project Manager to be based in Bié province.

Duties And Responsibilities

Provincial representation and provision of leadership for the implementation of the sub-national approach in Benguela province:

  • Represent the UNDP Global Fund Project vis-à-vis the Provincial Government, the Provincial Health Directorate as well as in strategic partnership forums related to HIV, malaria and tuberculosis within the province;
  • Develop and maintain excellent working relationships with Provincial and Municipal Health Directors in the province to ensure ownership of project/Global Fund grant implementation;
  • Ensure adequate synergies between Provincial Government, the Global Fund project and other donor-funded activities taking place in the province which are related to HIV, malaria or tuberculosis;
  • Identify and communicate risk areas in particular the risk of deviation from the implementation plan to avoid delays; formulates and implements risk assurance measures;
  • Maintain close collaboration, coordination and planning with the UNDP Global Fund project office in Bié;
  • Contribute to periodic UNDP reports for the Country Coordination Mechanism, UN Joint Team on HIV/AIDS, Malaria and TB, bilateral partners, Civil society and the general public as and when necessary.

Implement the disease programme monitoring and evaluation strategy and guidelines, resulting in quality M&E activities:

  • Ensure the development and implementation of detailed activity workplans to help achieve grant performance targets for the province, in collaboration with the Provincial Health Directorate focal points for HIV, malaria and tuberculosis as well as NGO Sub-Recipients;
  • Ensure the development and implementation of a provincial monitoring & evaluation plan including field visits to health facility and community-based activities, in Bié’s 9 Municipalities, in close collaboration with the Provincial Health Directorate;
  • Ensure the timely collection, reporting and quality assurance of the UNDP Global Fund project data from the province; address queries raised by the Ministry of Health Disease Programmes, Global Fund or the Local Fund Agent (LFA);
  • Monitor key grant performance indicators at provincial level and ensure that they are reported and discussed with Provincial and Municipal governments;
  • Support NGO Sub-Recipient management and oversight through M&E visits and grant performance review meetings at provincial level;
  • Coordinate all Project meetings and field visits to and within the province; support the organization of visits to Bié project sites by Luanda and Bié -based UNDP staff, the Global Fund or the Local Fund Agent.
  • Identify, report and help address bottlenecks to the achievement of grant targets for the province, at health facility or community level;
  • Support the identification, documentation and dissemination of positive performance, success stories as well as lessons learned from the sub-national approach.

Lead and guide on the implementation of programmatic activities in Bié:

  • Lead in ensuring that the planned programmatic activities are implemented as planned.
  • Engage UNDP Global Fund project staff, sub-recipients and partners in ensuring that the planned implementation activities is as per the workplan;
  • Ensuring that bottlenecks related to programmatic activities implementation are resolved, including seeking of further support from the UNDP Global Fund project office in Luanda as well as engaging the local authorities to surpass local challenges;
  • Participate in and/or lead (when applicable) national and provincial forums that ensure timely and efficient programmatic activities implementation;
  • Lead in ensuring continuous positive engagement of the provincial health authorities in the facilitation of activities implementation.

Manage UNDP HR And Assets In Bié Province

  • Line manage a team of four (4) including an M&E Associate, a PSM associate, an Administrative/Finance Assistant and a Driver; develop and monitor annual performance and professional development objectives;
  • Support the deputy programme coordinator and provide oversight to UNDP’s disease programme advisors in malaria, HIV/AIDS, Tuberculosis and laboratory services;
  • In all project operations, ensure compliance with UNDP Programme Operations Policies and Procedures (POPP);
  • Ensure proper management of Project-procured assets including asset inventory and reporting;
  • Ensure service providers and contractors adhere to project outlined deliverable. This will include the service providers involved in the warehousing and distribution of health commodities;
  • Ensure comprehensive archiving of Project documentation, both electronically and physically;
  • Ensure the safety and security of UNDP personnel, premises and assets in consultation with UNDSS.

Performance management & knowledge sharing

  • Supervise, energize and motivate the Bié Office team and ensure staff capacity building in provincial activities implementation;
  • Contribute the the development of project management knowledge products based on lessons learned, experiences and data generated through grant implementation and provide sound contributions to UNDP knowledge networks and communities of practice;
  • Identify success stories and best practices learnt from the grant and ensure proper documentation and dissemination;
  • Provides training and guidance to the provincial team and develops work plans and priorities, monitors achievements and evaluates performance of UNDP Bié office staff.

Institutional Arrangement

Under the supervision of the Deputy Programme Coordinator in close coordination and planning with the Kwanza Sul Project manager and his team, and the Benguela Project Manager and his team, the Bié Project Manager will be responsible to ensure successful implementation of the sub-national approach in the Bié province.

Education

Required Skills and Experience

  • Advanced University Degree (Master’s degree or equivalent) in Public Health, Medicine, Economics, Business Administration, International Development, Public Administration, Project Management, Social Sciences or any development related field.
  • A first level university degree (Bachelor’s degree) in combination with 2 additional years of qualifying experience will be accepted in lieu of the advanced university degree.

Experience

  • Minimum 2 years (with master’s degree) and 4 years (with Bachelor’s degree) experience in HIV, Malaria and/or TB programme management.

Required Skills

  • Solid project management experience.

Desired Skills

  • Experience working with Angola’s health sector;
  • Degree or training in case management of HIV/TB Co-infection, TB, including MDR-TB, Malaria, especially in children under 5 years of age, pregnant women, young and adolescent women and/or key populations;
  • Experience in the use of evidence-based public health interventions in HIV, Malaria and/or TB;
  • Experience with Global Fund funding and/or international Projects;
  • Experience working in Bié.

Language

  • Fluency in Portuguese and English, both written and verbal is required.
