Project Manager (Installation of Emergency Communications Network (IECN) project)

Objective:

Under the overall supervision of the Deputy Chief of Party and the direct supervision of the Head of Sub Office, the Project Manager will apply technical/theoretical knowledge and administrative skills in supporting the interrelated administrative and program functions contributing to Disaster Risk Reduction (DRR) through Installation of Emergency Communications Network in the Republic of the Marshall Islands. The IOM IECN project will contribute to enhancing the overall capacity of the communities and governments of RMI to be better prepared for, and more resilient to hazard events and disasters. The project will be achieved by supporting communities to have increased capacity to receive and relay Emergency Communications (EC) in accordance with the EC Roadmap

The successful candidate will work as part of a team that provides support and technical expertise at both community and governmental level regarding DRR through Emergency Communications, protecting well-being of those affected by climate change as well as natural disasters and support preparedness efforts.

Core Functions / Responsibilities:

  1. Lead and assist in the coordination, implementation, monitoring, and reporting of program activities and deliverables under IECN project.
  2. Assist in the development and application of project implementation plan, communication strategies, branding and public information.
  3. Closely work with Pacific Resilience Emergency Project (PREP II) Senior Network Commissioning specialist for finalization of the SOPs and operations manual, in partnership with the Ralik Ratak Radio Club (RRRC) and National Disaster Management Office (NDMO).
  4. Coordinate and facilitate the training of the IOM installation team on the EC SOPs and installation techniques prior to field visits including community trainings on emergency communications gender and protection.
  5. Oversee community training directed at the radio operators on installation, maintenance, operations and community drill to test standard operating procedures, early warning system and the local disaster risk management committee preparedness.
  6. Lead and coordination with IOM logistic team on radio equipment warehousing, staff and equipment transportation and trip to lagoons and outer islands to ensure timely implementation in line with project workplan. Ensure Global Positioning Systems (GPS) coordinates for each installation site are collected and mapped.
  7. Engagement and coordinate with relevant stakeholders, local authorities, clusters, other partners, and community leaders.
  8. Develop Environmental and Social Management Plan (CESMP) and Health and Safety plan to ensure the health and safety of IOM staff and Community members are factored in throughout project implementation.
  9. Provide technical support and supervision during the installation of the necessary radio equipment (HF/VHF, repeater stations, masts, atoll solar power supply, siren and flashing light alert system, and repeaters for the National Telecommunications Authority.
  10. Design and implement of community training and engagement on emergency communications, DRR and climate change adaptation in coordination with existing IOM Micronesia projects and existing curriculum.
  11. Liaise with the Country Office, PREP II focal point, donor, relevant government departments on project related milestones, deliverables, and constraints. Ensure mainstreaming the participation and protection of persons with disabilities in all project activities.
  12. Under close supervision, draft documents for program development and reporting processes, prepare and submit weekly, biweekly, monthly, final report and each trip report.
  13. Travel and field visits with the team to provide technical support, monitor and support capacity building and training efforts.
  14. Perform such other duties as may be assigned.

  • Performance should be assessed according to the tangible and measurable outputs of the work assignment above.

Required Qualifications and Experience

Education:

  • Master’s degree in political science, Social Sciences, Business Administration, International Relations, Logistics, Climate Change, Sustainability, or a related field from an accredited academic institution; or
  • University degree in Electronics Engineering Technologist/Communications Technologist or graduate from a similar program/ or equivalent education in the above fields with five years of relevant professional experience.
  • Technical certification in electronic telecommunications, computer technology or other related field. Practical training should include radio communications, voice and data communications, experience in emergency radio communication and trainings will be a distinct advantage.

Experience:

  • Minimum five (5) years of applied experience in telecommunication network and systems including previous hands-on experience implementing emergency communications systems using the latest generation HF and VHF land mobile equipment.
  • Knowledge and experience in both digital and analogue networks, covering both the telecommunications systems and signal transmission technology
  • Experience in implementing and commissioning communications systems for disaster management purposes, including training and development of technician and non-specialist staff.
  • Experience in the Pacific region is required;
  • HF/VHF radio technical expertise, emergency response and/or logistics experience are required;
  • Capacity Building (training) experience is required;

Working experience in an international organization, UN agency, or NGOs are preferred.

Skills:

  • Proven ability to multi-task and accomplish multiple deliverables within the limited allowable timeframe are preferred.
  • In depth knowledge of the broad range of disaster risk reduction and emergency communications and climate change adaptation.
  • Excellent analytical and writing skills, and experience with reporting are preferred;
  • Knowledge of UN and bilateral donor programming.
  • Knowledge of financial rules and regulations.
  • Knowledge of curriculum development and implementation*.*
  • Technical knowledge on radio installation and operation.

Languages

Fluency in English is required; knowledge of multiple languages (especially Marshallese) an advantage.
