Context:

As the United Nations agency for migration, the International Organization for Migration (IOM) is committed to the principle that humane and orderly migration benefits migrants and society. As part of this commitment, IOM adopts a comprehensive approach in addressing risks associated with irregular migration, which includes security risks for migrants and for the Member States. At the centre of IOM’s support is a holistic approach to improve border management and built the State’s capacities in the prevention against reaches of security. This is done through institutional capacity development, partnerships, and international cooperation, as a means of ensuring the sustainability of our actions.

IOM Niger aims to strengthen the Government of Niger’s and in particular the National Police’s institutional, infrastructural and operational capacities in order to strengthen border management, including the deployment of an efficient Border Management Information System in suitable infrastructures at central, regional and border level. IBM projects are implemented in all regions of Niger, in partnership with state actors and other partners.

Under the overall supervision of the Chief of Mission and the direct supervision of the Immigration and Border Management (IBM) unit Programme Manager in Niger, the Project Manager will be accountable and responsible for implementing and coordinating the project: “Improving border management and community resilience towards cross-border organized crime in Niger, Mali and Burkina Faso with a focus on the Central Mediterranean Route”, funded by the Italian Ministry of Foreign Affairs from 1 January 2022 for 18 months until 30 June 2023, with considerations of budgetary and human resources management, in line with IOM Niger’s IBM strategy.

The staff will also be supporting in the implementation of 3 complementary IBM projects targeting the Tillabéri region and the 3-borders area in cooperation with IOM Mali and IOM Burkina Faso.

Core Functions / Responsibilities:

  1. Under the Programme Manager’s supervision, implement, coordinate and monitor the project “Improving border management and community resilience towards cross-border organized crime in Niger, Mali and Burkina Faso with a focus on the Central Mediterranean Route” funded by the Italian MFA.

  2. Under the Programme Manager’s supervision, supervise the project team in implementing activities, including reporting, monitoring and evaluation.

  3. In close collaboration with the Project managers working in other regions of Niger and related project teams, actively contribute to planning, coordinating, and implementing the projects activities for the pool of projects targeting the same regions including organization of large-scale activities, community engagement and development of trust between communities and law enforcement forces, field assessments, monitoring and evaluation, in line with the project objectives and donor requirements.

  4. Ensure close coordination with and monitoring of relevant Implementing Partners and consortium established for the implementation of national and regional projects.

  5. Support the program manager in planning, coordinating, implementing and monitoring other IBM portfolio activities.

  6. Undertake duty travel, in line with prevailing security restrictions, relating to project assessments, liaison with counterparts, and project implementation, as required.

  7. Prepare and coordinate regular project reports in a timely manner according to IOM Niger andRO Dakar in donor formats, in close coordination with the program manager, the Program support unit as well as the Monitoring and Evaluation Officers based in national and regional office.

  8. Ensure adequate information management on project related activities including project awareness raising and visibility; regular updates, summaries, press releases and other relevant materials, in coordination with the donor and IOM’s Public Information Department.

  9. Participate in relevant conferences, workshops, steering committees, policy and technical working groups, as well as other forums to ensure proper coordination and presentation of IOM activities.

  10. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Political or Social Sciences, Law, International Relations or a related field from an accredited academic institution with two years of relevant professional experience;

• University degree in the above fields with four years of relevant professional experience.

Experience

• Experience in report writing and project development participation;

• Experience with the construction/engineering world and external service providers is a distinct advantage;

• Experience in liaising with Government authorities, other national /international institutions and donors (including, preferably, EU institutions and civil society organizations);

• Knowledge and working experience in the Western and Central African (WCA) region a distinct advantage.

Skills

• Strong IT skills;

• Strong relationship and public liaison skills;

• Extensive coordination and managerial skills.

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).

For all applicants, fluency in English and French is required (oral and written). Working knowledge of Italian is an advantage.
