About Us

HALO is seeking an enthusiastic manager to lead its Weapons and Ammunition Management (WAM) project in Guatemala. Our mission in Central America is to increase regional security and reduce the drivers of violence by supporting the national security sector’s reform objectives through targeted WAM projects. HALO is working directly with national institutions to ensure sustainable, lasting solutions are delivered for each country.

As a HALO Country Manager, your primary responsibility will be to ensure the delivery of each country’s aims and objectives as a component of a multi-country weapons and ammunition management project. Reporting to the Programme manager, you will represent HALO as you liaise with host nations´ security forces, government institutions, embassies, and other governmental and non-governmental organisations. You will provide leadership and guidance to a small but dedicated local staff team, and work in coordination with the programme’s technical staff in Central America as you coordinate the delivery of training, construction, and other project activities in Guatemala. You will be responsible for managing the project’s day-to-day activities including finance, fleet, procurement, logistics, human resources, and legislative compliance.

About the role

Working within a close-knit team, the Guatemalan Country Manager will:

  • Develop relationships to enhance the credibility of HALO with government officials, institutions and agencies
  • Plan and manage the delivery of SA/LW disposal, construction projects, and training of security forces
  • Coordinate with HALO’s WAM technical specialists to deliver training, construction, and evaluation visits Oversee the procurement, maintenance, and movements of WAM equipment and vehicles
  • Working with the regional leadership, forecast and manage country budgets and expenditure
  • Oversee logistics and procurement with support from HQ Logistics, ensuring acquisition of the required equipment and assets for the project; develop a local network of reliable suppliers and logistic support
  • Stay informed on developments within the region on issues relating to SALW/WAM
  • Support the development of proposals, and identify potential national partnerships for programme expansion
  • Develop staff to enhance skills and capabilities to support career progression and programme requirements
  • Assess and implement appropriate measures to maximise the security and safety of staff, with ongoing monitoring of security threats and risks in country
  • Ensure all of HALO’s Global Policies and Procedures are implemented in country.

Requirements

Essential Experience and Qualifications

  • Project management experience – This role requires an individual with experience in project management.
  • People management experience – This role will manage national staff and sub-contractors.
  • Experience in financial and grant management – This role will have a strong emphasis on grant management and require monitoring of construction contracts.
  • Proficiency in spoken and written Spanish (Level C2 CEFR)
  • Proficiency in spoken and written English (Level C2 CEFR)
  • Strong IT skills are essential

Desirable Skills / Experience / Qualifications

  • A post-graduate qualification in any associated subject
  • Experience in international donor policies, practices and standards – The successful candidate will have a comprehensive understanding of policies and processes that govern international assistance projects
  • Knowledge and experience in the application of International Ammunition Technical Guidelines (IATG) in developing environments
  • Knowledge and experience in the application of Modular Small-arms-control Implementation Compendium (MOSAIC) in developing environments
  • Knowledge of SA/LW life-cycle management including policies and international standards
  • Previous experience working alongside host-nation military/police forces. This role requires working closely with, and delivering training to, host-nation security forces
  • Effective spoken and written communication and an ability to build effective working relationships
  • Strong analytical and problem-solving skills and the ability to handle a range of management and coordination issues
