Background

CESVI is an Italian NGO working for global solidarity. CESVI operates worldwide to support the most vulnerable populations in promoting human rights and achieving their ambitions, for sustainable development.

CESVI has been working in Iraq since 2018, focusing on the sectors of livelihoods, multi-purpose cash transfer, agriculture, and food security. More recently, CESVI has started a new program in the protection sector, in particular GBV.

The Project Manager is the main person responsible for the programmatic and financial planning and management of the project activities and ensures the correct follow-up and monitoring of the local partner WEO (Women Empowerment Organization).

 

Brief project profile

The project Strengthening community response and protection services for survivors women and girls in Duhok and Halabja Governorates promotes access to quality integrated protection services, at the same time strengthening the community network of civil society organizations engaged in gender-based violence response, with the ultimate goal of strengthening the resilience of vulnerable women and girls.

The target area of the above-mentioned project is in Duhok and Halabja Governorates, in the Kurdistan Region of Iraq.

With reference to the project activities, the Project Manager:

  1. Develops the methodology aimed at carrying out the GBV public and private service providers mapping;
  2. Coordinates and moderates the regional round tables, attended by main project partners and stakeholders;
  3. Checks the periodic updates of the referral database provided by the Coordinators;
  4. Ensures, in collaboration with the SGBV specialist, the correct management of cases done by the team of the mobile units;
  5. Supported by the coordinators, realizes the BOQs for the material and equipment needed to improve the spaces intended for GBV survivors;
  6. Ensures communications and coordination with RIRES (Resilience Research Institute – University of Milan).

 

MAIN TASKS AND RESPONSIBILITIES

 

OBJECTIVE 1: Ensures high-quality Project Cycle Management, in compliance with CESVI and the Donor Procedures

S/He:

  • Coordinates weekly staff meetings aimed at properly planning activities and project staff/cars daily movements;
  • On a monthly basis, prepares project reviews to be discussed with the project staff;
  • Is responsible for drafting monthly, intermediate, and final narrative project reports for the Donor;
  • Drafts and requests the authorization of any project amendment, extension, or revision, in coordination with the Head of Mission and Country Administrator;
  • Prepares and updates the Procurement Plan (PP) and share it with the Operations Manager and Country Administrator;
  • Provides inputs to the Operations Manager for the preparation of RFQs and contracts for the provision of goods, works, and services;
  • Provides inputs to the Country Administrator for the preparation of HR contracts;
  • Is responsible for the correct imputation of the expenses and is supported by the Country Administrator in the administrative and financial management of the project;
  • Prepares and updates the Project Monitoring and Evaluation Plan, with the support of the Head of Mission;
  • Ensures close collaboration with project’s partner
  • Provides technical inputs and quality oversight during the implementation of the project;
  • Ensures that all activities are in line with international standards of Protection;
  • Conducts regular visits to monitor implementation of activities and provides technical guidance;
  • Collaborates on security issues by contributing to the revision and updating of security plans and manuals where required;
  • Ensures coordination with CESVI HQ and the Donor for the project visibility.

OBJECTIVE 2: Representation and development of the Organization’s presence in the country, in line with relevant clusters recommendations

S/He:

  • Attends sectorial clusters ensuring alignment of the intervention with the national strategy in the protection and GBV sectors; share periodical updates with Head of Mission and project staff on the occasion of the Project reviews meetings;
  • Ensures coordination with relevant governmental stakeholders and main actors of the project;
  • Organizes and coordinates the Donors’ monitoring visits, supported by the Head of Mission;
  • Provides inputs for new needs assessment;
  • Contribute to CESVI’s strategy in the Country, in the field of Protection and GBV.

OBJECTIVE 3: Project staff management

S/He:

  • Coordinates CESVI staff assigning specific tasks and objectives to ensure the achievement of the expected result of the project;
  • Contributes to the selection and training schedule of the project staff;
  • Performs periodic staff evaluations.

OBJECTIVE 4: Implementation of Safeguarding policies –Adult at-risk/Child Safeguarding/PSEA

S/He:

  • Ensures compliance with CESVI Safeguarding Policies and full implementation of safeguarding measures within his/her area of responsibility throughout the project’s activities;
  • Ensures the development of the project’s complaints and feedback mechanisms (PCFM) in accordance with Cesvi PCFM Guidelines;
  • Ensures the development of adequate tools for communicating with children/adults at risk and communities on safeguarding risks and safeguarding concerns reporting mechanisms.

 


Qualifications & Preferred Skills

  • Degree and/or Master in Cooperation and Development/Emergency and/or similar degree (issued by at least 5 years);
  • At least 4 years of experience in cooperation and development projects with international donors, preferably in emergency contexts;
  • At least 2 years of experience in managing protection/GBV projects;
  • Excellent knowledge of Project Cycle Management;
  • Strong organizational and human resource management skills;
  • Strong monitoring and evaluation skills;
  • Good knowledge of the MS Office package;
  • Excellent knowledge of English, written and spoken;
  • Knowledge of the local context, of the target areas of the project, of the local culture and customs.
  • Maturity in managing stressful situations and ability to work under stress;
  • Confidentiality and flexibility.
