Transparency International – Defence & Security (TI-DS) is one of TI’s global programmes and is committed to tackling corruption in the global defence and security sector. Located in London and hosted by Transparency International’s UK chapter, the programme works with defence institutions, governments, defence industry, civil society and international organisations worldwide to strengthen transparency, accountability and oversight systems in a traditionally opaque and secretive sector. We contribute to broad-based coalitions and collective action working with reform-minded actors to bring about change.

Our strategic objectives are:

  1. To mitigate corruption risks in the defence and security sector
  2. To reduce the role of corruption that impacts the defence and security sector as a factor contributing to conflict, insecurity and crises
  3. To improve the integrity of private sector defence and security actors
  4. To mitigate critical corruption risk factors in arms control regimes

TI-DS is launching a new programme of work from 2021-2023 funded by the Netherlands MFA, Protecting human security by tackling the cycle of corruption, instability and conflict. The key objectives of this work include integrating anti-corruption norms and practices into peacebuilding, and, as relevant, development and human rights; strengthening civic space in security sector anti-corruption and oversight; and, supporting the integration of gender-sensitivity at the nexus of conflict, defence and security, and corruption. TI-DS will lead work at the global and regional levels and, at the national level, will support national civil society in its efforts to bring about change. Beyond this programme of work, TI-DS will seek to diversify its funding base, by identifying new opportunities and establishing relationships with institutional and private donors.

About the role

The Project Manager will be responsible for the day-to-delivery of projects aimed at improving transparency and tackling corruption in the defence and security sector in West Africa and the Middle East and North Africa. Working closely with TI National Chapters and TI-DS colleagues, your responsibilities will include:

Project and Partnership Management

  • Supporting national partners in implementing projects to agreed timeframes, budgets, and quality.
  • Ensuring that TI-Chapters receive required technical assistance and guidance either directly or through mobilising the expertise of the broader TI-DS team
  • Maintaining regular and supportive communication with national implementing partners
  • Working with TI-DS colleagues to coordinate reviews and advice on project direction and activities based on learning and feedback from implementing partners
  • Pro-actively identifying challenges and risks to programme implementation, ensuring these are addressed by partners or TI-DS as appropriate
  • Identifying capacity strengthening support that TI-DS can provide to TI Chapters and either provide this or mobilise the wider team to provide
  • Contributing to the coordination and planning of regional networking and collaboration

Reporting and Compliance

  • Supporting the Operations Manager with donor reporting, compliance and safeguarding
  • Managing sub-contracts including monitoring finances and expenditure; highlighting potential under/over-spends and propose solutions
  • Coordinating TI Chapters’ inputs to internal and external project reports

Monitoring, Evaluation and Learning

  • Working with the M&E lead to capture, disseminate project learning and ensure that this is fed into future TI-DS and partner work
  • Ensuring that learning from work is used to tailor and adjust the project approach to maximise impact
  • Contributing to the TI UK’s Evidence and Impact working group

Contributing to the overall work of TI-DS

  • Working with TI-DS colleagues to identify new funding opportunities and provide input to new project proposals as needed
  • Utilise learnings and experience from projects to further the development of overall Defence and Security programme, and develop new proposals
  • Contributing to relevant advocacy projects and facilitating TI Chapter inputs and participation

External Engagement and Fundraising

  • Supporting the presentation of TI’s work on the defence and security sector by: identifying opportunities for TI chapters to promote their work, supporting the development of TI-DS presentations, giving presentations as required
  • Working closely with communications colleagues to produce high-quality content and communications

The post holder will be working in a matrix-management structure under line management of the Advocacy & Engagement Manager and Operations Manager in relation to grant management.

About you

To be successful in this role you will have:

  • Proven experience in managing multi-country projects preferably in governance and/or anti-corruption and/or the defence sector.
  • Strong knowledge of project design and planning of complex projects, including Logical Framework Analysis and theories of change.
  • Proven track record of financial management skills, including budget management and planning
  • Experience in implementing monitoring and evaluation frameworks
  • Excellent organisational, planning and time-management skills
  • Proven experience in building relationships in culturally diverse contexts and working in partnership with a wide range of stakeholders
  • Fluency in English and French (written and verbal) is essential
  • Experience of working effectively in a team; excellent interpersonal and communication skills including able to maintaining effective professional relationships whilst working remotely

It would be great if you also had the following, although this is not essential

  • A degree or equivalent experience, preferably to Masters level qualification, or equivalent experience in conflict and security, governance or anti-corruption
