CONTEXT

As stated in MSF OCB (Operational Center Brussels) strategic objectives 2020-2023, the organizational culture and model we want for tomorrow is one with less hierarchy and bureaucracy and increased subsidiarity. We want a learning organization with a coaching approach as the keys to successful team management. This change of culture will be achieved by defining and implementing a model of regular and qualitative feedback and feedforward.

In September 2014, a new process of performance management system has been implemented in our organization. In 2020, we’ve had the opportunity to work with students of the Vlerick Business School to analyze the trends of performance management systems. The main conclusion coming from this analysis stated that our system was trying to answer 6 objectives – and this scope was too vast to bring out real added value for our teams. Moreover, the process was not adapted to the whole global workforce.

With today’s objective to move forward with a culture of feedback inside MSF OCB, we have reviewed the process and a pilot is currently ongoing and adjustment of the new process will be made early September.

The new process that we are piloting is based on regular feedback and feedforward and adheres to these key principles:

  • Continuous process that is less formal yet more transparent;
  • That includes multi-stakeholders;
  • That takes into account the cross-cultural orientation;
  • With a common core but adaptable to projects, positions etc.
  • Simple and easy to use;
  • Same for all MSF OCB Staff

The objective of the Project Manager Feedback process is to plan the deployment strategy in order to roll out the new feedback process across all MSF OCB missions in early 2023.

RESPONSIBILITIES

  • Finalize the adaptation of the feedback process with the comments and feedback received by the different stakeholders and especially the staff that participated in the pilots
  • Define and implement the deployment strategy for all MSF OCB missions so that the new feedback system can be rolled out early 2023. The deployment plan needs to include necessary financial and human resources
  • Focus on the change of mentality aspects by seeking acceptance with key stakeholders and by a creating a communication plan to be used for the new feedback project
  • Create the learning strategy for the deployment of the new process, including documentation and guidelines
  • Define and set up the hyper-care period that will follow up the roll-up as well as the regular support service by relying on the existing mechanisms
  • Ensure the link with other projects that can impact the feedback process such as the launch of the new OCB HRIS system, the competencies revision project, the new intranet, etc
  • Follow up with other stakeholders’ process that will be impacted by the new feedback process

REQUIREMENTS

  • A university degree in HR or social & human science or relevant work experience
  • Minimum 3 years of project management experience, especially in HR projects and deployment of projects
  • MSF experience is an asset
  • Excellent diplomatic and communication skills
  • Demonstrated ability to establish and maintain effective relationships with stakeholders
  • Strong analytical and problem-solving skills
  • Ability to work independently
  • Fluent English and French
  • Tech savvy
  • Microsoft Office expertise

CONDITIONS

  • Expected starting date: 1 September 2022
  • Location*: Brussels (Belgium); Possible other locations within a time zone of maximum 3 hours difference and where there is a MSF office can be discussed
  • Field visits possible
  • Contract type: Fixed-term contract
  • Contract duration: 9 months – Full time
  • For Brussels: Salary according to MSF-OCB HQ grid; Meal Vouchers – Hospital Insurance (DKV) – Pension Plan – 100% reimbursement for public transportation costs – In-house canteen at fair prices
  • For other locations, the contractual terms, conditions and salary will be established according to the place of work and in respect of MSF standard function and salary grids

* Candidates with a valid work permit for the mentioned location are strongly invited to apply

* For the other locations than Brussels, the final outcome depends on local legal limitations (residency, work permit, etc.) and on agreement with the hosting MSF office in these locations. The local contract and standard salary grid will then apply.
