Project Manager

OBJECTIVE OF THE POSITION:

Reporting to the Country Manager [Egypt], the Project Manager contributes to the implementation of the mandate and the 10-year strategy of Humanity & Inclusion in Egypt. S/he is responsible for implementing his/her project. S/he ensures optimal quality and the impact of the project implemented by means of a delegation system with appropriate oversight mechanisms. With all the other HI managers, the project manager shares responsibility for the sound management and effective functioning of the global organization.

The Project Manager will be in charge of activities taking place mostly in Aswan. S/he will manage a team dedicated to an emergency project who will implement activities in the sector of MHPSS, Cash or in-kind assistance and inclusive humanitarian action. The activities for final beneficiaries will be implemented by other NGOs through partnership agreements and the PM will be responsible to follow up with the partners on activities and needs.

REPONSIBILITIES:

Mission 1: Management

Responsibility 1: Manage the project team

  • Manager as a role model: embody HI’s values on a daily basis, and be a role model.
  • Manager as a coach for meaning: understand the strategy, make it explicit, translate it into operational objectives for his or her team, lead the necessary changes. Give meaning to each management action. Encourage inter and intra departmental exchanges of practice. Encourage innovation and risk-taking.
  • Operational manager: organise the operational management of his or her team, structure the work around identified processes, steer performance and facilitate the resolution of problems.
  • First HR & Coach: contribute to the development of his or her staff, creating the conditions for their commitment, professionalism and attachment to HI. Ensure compliance with the code of conduct and institutional policies, the mindset and expected individual and collective behaviour.
  • Prepare job descriptions and organize recruitment in collaboration with line manager and Human Resource department.
  • Ensure the appraisal framework is in place and functional and that objectives are set up for each member of the team on annual basis.
  • Assess the team needs for training and identify adapted response in coordination with Human Resource department, the Regional Technical Unit and coordination team.

Mission 2: Strategy

Responsibility 2: Contribute to the development of the programme operational strategy

  • In close relation with Operation and Technical Teams, contribute to the data collection and analytical framework set up for developing and/or monitoring the strategy.
  • Collect Government policies and technical materials produced by government departments and NGOs in the field of expertise.
  • Participate to the development of new projects and proposals into the field of expertise.
  • Contribute to programme or country operational strategy (StratOp).

Responsibility 3: Contribute to external communication

  • Contribute to HI’s external influence by taking part in networks, when required.
  • Communicate about the project to partners, authorities and stakeholders when relevant.

Mission 3: Operational implementation

Responsibility 4:Ensure the implementation of the project, in line with the logical framework and allocated budget

  • Steer the project’s intervention strategy and put forward adjustments if the objectives change or if it is likely that they will not be met.
  • Ensure that activities and the associated resources are planned, and implement the action plan.
  • Ensure that activities are implemented in line with the project proposal and the allocated budget, analize variations, anticipate evolution and propose budget adjustment. Update following participatory analysis.
  • Ensure project reporting, internally (within the programme) and externally (reporting to funding bodies, authorities and/or partners).
  • Undertake expenditure and manage the project activity-specific budget lines according to the delegation he/she received based on the programme signature delegation table
  • Prepare and manage partnerships with the project implementation partners.
  • Guarantee the proper archiving of information.
  • Set up baselines for measuring the project impact..
  • Anticipate needs for project amendment and contribute to its development.
  • Identify the tools and Technical Unit and/or external expertise support needed for implementing the project activities.
  • In close relation with Operation and Technical Teams, develop terms of reference for technical mission and support missions from the regional office and contribute to their organization.

Responsibility 5: Ensure that project implementation complies with the existing frameworks

  • Ensure the proper implementation and follow-up of institutional policies (specifically PME, PSEAH and Age-Gender-Disability policies) and the other HI internal standards.
  • Ensure compliance with the terms of the project proposal and the rules applied by the project funding body/Bodies
  • Produce internal and donor reports in collaboration with Operations and Finance Teams.

Responsibility 6: Ensure project monitoring, evaluation, accountability and learning

  • Ensure project monitoring, specifically activity progress indicators and the expected outcomes. Develop and implement the project evaluation plan.
  • Ensure that the project is accountable to the local stakeholders.
  • Ensure project learning, taking into account lessons learned from similar previous projects, following the recommendations made throughout the project (from evaluations, support missions, audits, etc.), and capitalising on the acquired knowledge.
  • Develop tools for collecting information measuring the project impact in close collaboration with the Operations and Technical Unit.
  • Collect identified data and contribute to their analysis.
  • Identify the good practices/ lessons learnt of the project.
  • Contribute to the good practices / lessons learnt analysis and documentation under the supervision of the Technical Unit.
  • Organize dissemination among the project stakeholders and among national stakeholders (government, NGOs, donors) involved into similar field of expertise.
  • Participate to national and international seminars in the field of expertise and prepare contribution in collaboration with the Technical Unit.
  • Participate to professional network at national level in the field of expertise of the project in collaboration with Technical Coordinator.

Responsibility 7: Ensure project data management

  • Ensure that the appropriate data collection and management tools are in place on the project, in line with global standards.
  • Ensure that data related to the project is collected and compiled in the project database.
  • Carry out regular checks and makes any necessary corrections to the activity database.
  • Supervise the development of data collection tools for documenting indicators and measure the progress made
  • Follow up the number and characteristics of the project beneficiaries.

Responsibility 8: Develop the partnership framework and coordinate with partners and stakeholders involved in project implementation

  • Identify partnership opportunities and new Partners.
  • Develop partnership agreement in close relation with Operations and Finance Teams.
  • Organize coordination meetings with the partners to assess the progress made under project implementation in the spirit of reciprocal collaboration.
  • Follow up in close relation with the Finance department the budget delegated to the partners.
  • Support the partners for identifying their needs for capacity building.
  • Based on the needs identified, develop adapted response with support from other services if necessary and coach the partners along implementation.
  • Be a member of the consortium steering committee.
  • Coordinate, facilitate and report activities to the lead-consortium when it exist.

THE SUCCESSFUL CANDIDATE will have:

  • University degree in relevant sectors (project management, international relations, humanitarian action, women empowerment, early childhood development, etc.)
  • A minimum of five years of practical experience in project management and team management;
  • Experience of working in partnership with civil society organizations and local authorities;
  • Experience working with vulnerable groups (persons with disability, women, refugees, migrants);
  • Fluent in Arabic and English (spoken, read, written)
  • Leadership skills
  • Particularly strong interpersonal and communication skills
  • Special ease at collaborative work, participatory approach
  • Excellent team worker; ability to create dynamic and very positive working relations including at distance, with high level of mutual confidence and solidarity with staff
  • Positive and constructive personality, solution-oriented and with a high level of professional maturity

Preferable

  • Experience in early childhood development and/or women empowerment is a strong asset;
  • Experience in sub-grants management is a strong asset
  • Good computer skills
  • Understanding of disability inclusion
  • Understanding of MEAL activities

Initial contract will be for a period of 5 months renewable and the position is based in Aswan and Relocation might be possible

Salary range will be within 23,795 EGP to 25,736 EGP Gross
