Job Summary:

The Project Manager – Climate Resilient Health Clinics Project leads the overall coordination of staff and resources for the efficient and effective planning, implementation, monitoring, and reporting of activities implemented under the Climate Resilient Health Clinics Project.

Duties and Responsibilities

The Project Manager- Climate Resilient Health Clinics Project shall:

1. Program Mandate
– Provide coordination at the multi-sector, national and local government levels in climate change impact on human health and adaptation to its consequences through promoting health sector leadership and multi-stakeholder coordination. Specifically, the Project Manager is tasked to:

– Establish a Steering Committee for the toolkit development within the specified timeframe.
– Organize an Advisory Panel of technical experts
– Convene four groups of experts e.g. Healthcare Providers, Facility Administrators, Patients and Communities
– Establish partnership with a Health Communications Organization or Consultant

– Prepare policy-oriented syntheses of the scientific evidence of health effects of climate change and extreme weather events, and the effectiveness of policies and solutions to reduce these effects, for the creation of Climate Resilience Toolkit for Front line Health Clinics, focusing on the major areas of concerns of the Philippines.

– Provide organizational and secretarial support to the Steering Committee and technical working groups during meetings and other activities.

2. Portfolio Management

– Provide technical support to and capacity development in front line clinics and communities in assessing health risks of climate change, developing health adaptation policies and action plans, and adopting approaches to strengthen climate-resilience of health systems,

– Contribute to the collation and synthesis of evidence related to health risks of climate change in the communities and the effectiveness of policies and adaptation interventions.

– Promote and support inter-programmatic coordination towards integrating climate change considerations with other health programs, including, but not limited to, health systems, emergency preparedness and response, disaster risks, water and sanitation, urban planning, infectious and vector-bone disease, noncommunicable disease and mental health programs.

3. Innovation and Learning

– Lead the creation of advisory panel of technical experts on climate resilience, impact mitigation and adaptation.
– Conduct evaluation of project activities and interventions for fine-tuning or improvement and recommend new ways of doing work, innovation, processes and tools.
– Help build capacities of front-line health clinics and communities towards strengthening their public health response and health system and community resilience to climate change.

4. Team Management

– Establish strong work relationships with other team members, partners, technical experts, and other stakeholders to mainstream climate resiliency considerations in the design and implementation of the project in all contexts.

5. Others

– Undertake related duties as required, including, but not limited to, representing Americares Philippines at technical meetings related to the above tasks, preparing briefing notes and talking points for management, acting for other staff members when necessary to facilitate continuity of work.

QUALIFICATIONS

EDUCATIONAL QUALIFICATIONS

Essential: Advanced university degree (Master’s level or above) in environmental science or engineering, public health, epidemiology or other relevant recognized health and natural sciences related degree.
Desirable: Advanced university degree (Master’s level or above) with specialization in climate change and health.

EXPERIENCE AND COMPETENCIES

– At least five years’ work experience in the area of climate change and health, and/or in environment and health. – Proven experience in analysis, development and implementation of policy and regulatory documents in the field of climate change and health and/or environmental health, and in providing technical and policy advice and implementation at local and national levels.
– Demonstrated experience with organizing and coordinating technical expert meetings, drafting of technical documents, briefings and speaking notes, and communications and advocacy.
– Relevant work experience in environmental health within an NGO and/or the United Nations system and/or other international entities.
– Proven ability to develop concept papers and project proposals, and support implementation.
Proven ability of providing technical assistance including capacity building, training, mentoring and coaching.
– Can deal with various levels of stakeholders – from decision-makers at the national level to field- level practitioners, experience in developing and negotiating successful partnerships
– Has proven skills in program development and design, training design and delivery, and community facilitation processes, and networking and influencing
– Excellent oral and written communication skills; Able to articulate ideas and concepts clearly verbally and in writing
– Computer literate and adept in the use of MS Office software (Word, Excel, PowerPoint, Teams)
– Highly organized, with good attention to detail and developed ability to prioritize multiple tasks to meet tight deadlines and organize work
– Can work well in highly stressful situations; able to manage multiple competing tasks, prioritize deliverables and meet reasonable deadlines
– A team player, willing to work long hours toward the attainment of program objectives and deliverables
– Politically, culturally, gender sensitive and inclusive with qualities of patience, tact and diplomacy
