Background on ACTED

ACTED is a French humanitarian NGO, founded in 1993, which supports vulnerable populations, affected by humanitarian crises worldwide. ACTED provides continued support to vulnerable communities by ensuring the sustainability of post-crisis interventions and engaging long-term challenges facing our target populations, to break the poverty cycle, foster development and reduce vulnerability to disasters. Their interventions seek to cover the multiple aspects of humanitarian and development crises through a multidisciplinary approach which is both global and local, and adapted to each context.

ACTED is looking for professionally confident, self-motivated, experienced and committed team player to fill the Project Manager position to be based in Baidoa & Kismayo, Somalia.

Position Profile:

The Project Manager, under operational guidance of the Area Coordinator and technical guidance of the Technical Coordinator is responsible for ensuring the overall success of ACTED’s Baidoa and Kismayo project within the time and resources allocated. The Project Manager oversees field operations and ensures effective and timely completion of activities, delivery of quality outputs and achievement of outcomes with maximum impact for beneficiaries. The Project Manager supervises the project staff in day-to-day management of all aspects of the Baidoa and Kismayo project and liaises with relevant internal departments and external partners and project stakeholders.

This person will manage the peacebuilding project in South West State and Jubaland and will be based in both Baidoa and Kismayo, with regular travels to project locations. The person will oversee activities implemented by ACTED, as well as overseeing partners SADO and Taakulo’s activities, providing operational support to the Consortium Officer in supervising partners.

Duties and Responsibilities:

PROGRAM MANAGEMENT

  • Take active leadership in the strategic development and implementation plan for all peacebuilding-related project activities to be delivered through CSO and partners.
  • Chair monthly PTU meetings and ensure timely review of women led CSOs conflict identification, conflict analyses, conflict resolution roadmaps, business plans and any other critical operational decision.
  • Makes himself/herself available to supporting project partners for the implementation of all activities.
  • Plan and implement GOCA training, in partnership with AMEU.
  • Plan, implement and coordinate the eight peacebuilding campaigns taking place throughout Jubaland and South West State, with a specific on one location for which he/she will be expected to provide special support to women-led CSO.
  • Ensure special supervision of four women led CSOs in South West State in collaboration with Taakulo Project Manager.
  • Manage two ACTED Project Officers during the 12-months peacebuilding campaign.
  • Organize two regional forums during months 14 and 24 of the project.
  • Build, expand and maintain relationships with external stakeholders such as donors and working groups.
  • Ensure proper cooperation with partner organizations and delivery of quality services.
  • Supporting ACTED in reaching planned project outcomes and activities ensuring increased participation, awareness, and influence of peacebuilders.
  • Facilitate regular project planning meetings with partners and CSO and help develop and identify capacity building needs to implement the project.
  • Support the organization and facilitation of events (meetings, training, learning, and planning workshops and seminars) with participation of the team and community of Peace builders, including leading on logistical arrangements.
  • Support the CSOs to raise awareness on the importance of the participation of women and youth in peace building.
  • Ensure regular communication with other project staff and the local partner organizations.
  • Establish and maintain good working relations with relevant CSO partners.
  • Prepare analytical reviews and systematically capture lessons learnt from the project implementation, identifying follow-up actions.
  • Implement activities as outlined in the proposal.

MONITORING & EVALUATION

  • Maintain an up-to-date understanding of the context and activities of CSOs.
  • Run regular review meetings with CSO and partner organizations’ and ensure partners are producing regular and high-quality activity reports.
  • Assist the partners and CSO’s in helping them to identify the changes that have occurred because of their work.
  • Take part in wider team review meetings, including contributing outcomes and indicators of impact from the CSO’s and partners.

EXTERNAL REPRESENTATION

  • As applicable, represent Nabad during meetings with government authorities at regional or national level, as well as with other UN-related programmes.

HUMAN RESOURCE

  • Ensure that project staff understand and are able to perform their roles and responsibilities.
  • Follow-up the work plans and day-to-day activities of the project staff;
  • Ensure a positive working environment and good team dynamics;
  • Undertake regular appraisals of staff and follow career management.
  • Manage interpersonal conflicts.
  • Ensure capacity building among staff in relevant sectors.

QUALIFICATIONS & PREFERRED SKILLS

QUALIFICATIONS

  • Bachelor’s degree or equivalent in social sciences or related area of studies
  • A minimum of 3 years’ relevant work experience in supporting community-based initiatives in peacebuilding / conflict prevention or related field
  • Substantial experience of project managing donor-funded program
  • A good understanding of peacebuilding and conflict prevention issues
  • Excellent knowledge and understanding of the local contexts and sensitivities.

  • Proposal writing

EXPERIENCE

SKILLS/ ABILITIES

  • Fluency in written and spoken English and Somali.

  • Good analytical skills and communication skills, written and oral.
