Description

 

GLOBAL OBJECTIVE OF THE POSITION:

Reporting to Area Manager in Kirkuk, Iraq, the Project Manager contributes to the implementation of the mandate and HI strategy in Iraq. He/she is in charge of implementing the project under his responsibility. He/she ensures optimal quality and impact of the projects implemented in the country by means of a delegation system with appropriate control mechanisms. With all HI managers, he/she shares responsibility for the sound management and effective functioning of the global organization.

 

RESPONSABILITIES AND TASKS DECRIPTION:

Project Manager will be responsible for overall management of activities under the project aiming to improve human security, communities and individuals impacted by EO are, and feel, safer as well as conflict affected communities influence duty bearers about issues that matter to them in promoting change. In particular activities will include provision of direct and indirect Explosive Ordnance Risk Education (EORE) sessions, EORE mass media campaign, Community Focal Points trainings, Conflict Sensitivity mainstreaming, extensive collaboration with community safety committees to deliver community based priority setting plans for Humanitarian Mine Actors and socio-economic development plans and establishment of spaces for constructive dialogue, mapping of services and direct community awareness campaign on available service as well as web application for its promotion.

 

The position will include extensive collaboration with: Technical Unit team especially Technical Unit Manager, Armed Violence Technical Specialist; Operations Coordinator, Chief of Operations and Technical Field managers; MEAL team, and Support Services Managers.

 

  1. Management

 

  • Line-manages the project’s team members
  1. Sets individual objectives, evaluates individual performance, contributes towards the professional & career development of his/her team members, monitors competences
    • Organises and leads regular team meetings
    • Manages the recruitment and selection of new team members
    • Ensures strict application and respect of the programme’s Internal Regulations by the project team.

 

  1. Expertise

 

  • Ensures that project is implemented with respect to HI technical and quality standards:
  1. Ensures that the activities implemented comply with HI technical d standards
  2. Adapts the project documentation to HI technical standards,
  3. Ensures that technical training for his/her staff, when relevant, are implemented in coordination with Technical Unit members
  4. Is in charge of the technical quality and relevance of project activities implemented within his scope of expertise
  5. Ensures technical learning from projects by drawing on lessons learned and good practices
  6. Makes sure global and field technical specialists get the information they require and collaborates with Technical Divisions when necessary
    • Helps to coordinate technical professional development and facilitate a community of practice, in collaboration with Technical Division
    • Manages relationships with technical authorities, local partners or other stakeholders

 

  1. Implementation & monitoring

 

  • Ensures project implementation, in collaboration with the relevant services and in line with general standards and procedures
  1. Ensures the planning of activities and establishes action plans
  2. Ensures that activities are implemented in line with the project proposal and the allocated budget
  3. Ensures that activities are implemented according to internal quality and technical standards and, if necessary, proposes adjustment or improvements to help meet objectives
  4. Prepares and monitors partnership agreements with implementing partners and other potential partners
  5. Ensures the effective implementation and follow up of institutional policies (PSEA, mandatory cross-cutting approaches, etc.) on his/her project
  6. Coordinates and collaborates with relevant internal services, especially logistics, RH, finance and technical resources

 

  • Ensures project data management
  1. Ensures that the appropriate data collection and management tools are in place on the project, in line with global standards
  2. Ensures that data related to the project is collected and compiled in the project database
  3. Carries out regular verifications and makes any necessary corrections in the activity database

 

  • Ensures project reporting
  1. Monitors the achievement of results and indicators, as per the logical framework
  2. Is in charge of producing the appropriate reporting tools: monthly situation report, PM Box
  3. Reports regularly to the line manager
  4. Writes reports for the funding agencies when relevant and monitors donor deadlines (grants, reporting, audits) concerning the project
  5. Guarantees the proper archiving of information

 

  • Prepares and steers project evaluation and capitalisation
  1. Plans and monitors project evaluations
  2. Produces project capitalisation and learning from experience material

 

  1. Influence & Communication

 

  1. Contributes to HI’s external influence by participating in relevant networks
  2. Communicates on the project to partners, authorities and stakeholders when relevant

 

  1. Strategy & business development
  2. Contributes to programme or country operational strategy (StratOp)
  3. As requested drafts new project proposals for the continuity or expansion of the project
  4. As requested, contributes to the drafting of new proposals for new opportunities

 

Note that this job description must remain flexible, to respond to additional tasks or changes as identified by the line manager.

 

 

HIERARCHICAL RELATIONSHIP

 

Base: Kirkuk

Line management: Area Manager

Collaboration with: Technical Unit, Support Services, MEAL, Security

 

TIME SCHEDULE

 

The working hours are the following:

 

Sunday until Thursday, from 8.00 AM to 4.30 PM with 30 minutes lunch break.  The work duration is fixed but the working hours can vary according to the planning of activities.

 

It can be exceptionally requested to work on Friday or Saturday. In that case a day off is planned between Sunday and Thursday during the previous or following week.

 

Note that working time can go up to 48 hours per week if it is required by the volume of activities and by the line manager. In that case the overtime will be considered as recovery time to be planned by the line manager in the next days.

Qualifications & Preferred Skills

 

REQUIRED PROFILE

 

Knowledge

  • A Bachelor degree in Social Sciences, International Relations, Humanitarian Project Management, International Development or similar fields required. A Master’s degree in any of these fields is a strong asset.
  • At least 2 years of experience in the management of project in the field of (and/or): protection, Explosive Ordnance Risk Education (EORE), Community Liaison (CL), Conflict Sensitivity (CS).
  • At least 3 years of experience in the technical field of the project (EORE/protection/CL/Victim Assistance/CS).
  • Proven managerial experience

Preferred  

  • Previous experience with recovery and development projects is a strong asset
  • Previous experience with HI is an asset

 

Know-how (practices) & Interpersonal skills (attitudes)

  • Computer literacy in Microsoft Office (Word, Excel, PowerPoint and Outlook).
  • Excellent Oral and written communication skills in English & Arabic is essential
  • Excellent interpersonal and communication skills.
  • Strong organizational and analytical skills.
  • Ability to work independently and as a team member.
