Our International Programme Division is currently recruiting for the position of Project Manager for the Afghanistan office. The Project Manager (PM) will be responsible for overall planning, implementation and management of IR Afghanistan’s interventions of a UNDP Funded Project multi million GBP Project to Improve Basic Services for Vulnerable Communities in six provinces through Improvement of Food Security, Livelihood and cash transfer” project.

Key Roles and Responsibilities

The Project Manager is accountable to fulfil his/ her roles and responsibilities in line with IR’s code of conduct, values and principles, and to report to the line-manager regularly on the basis of defined key performance indicators (KPIs).

Project Stakeholders Management:

  • Maintain solid working relationship with all key stakeholders
  • Manage communications and ensure stakeholders are aware of project activities and progress and are in a position to accept project deliverables
  • Manage information flows between country office/Head of Programme Implementation and the project team

Project Management

  • Develop and manage required work plans for the projects and enforce adherence of all to the plan and subsequently approved amendments. Significantly assist the project teams in developing, documenting and maintaining sound project resources management plans
  • Manage the project budget, including project procurement management, and ensure avoidance of over/under expenditure; ensure judicious expending of the project funds; and demonstrate value for money in the outcomes and impact of the project.
  • Manage project risks, funding, and ensure keeping all concerned are accurately and promptly informed about the status of project.

Monitoring Evaluation, Accountability, Learning and Reporting:

  • Support the MEAL Team and project staff in maintaining projects’ monitoring, evaluation and accountability tools
  • Develop and maintain project reporting protocols, both narrative and financial, and ensure accurate and prompt reporting to all concerned (IRW, donor, and other project stakeholders).
  • Ensure that lessons learned are captured and properly documented and archived by carrying out regular project/programme reviews

Personnel and Resources Management

  • Involved in project staff recruitment and selection.
  • Identify the needs and support development of staff to increase their competence project delivery
  • Lead and motivate project management team.
  • Ensure safety and security for all personnel comply with IRW standards

Personal Specifications:

Qualifications: Graduate degree in development, social science or any relevant field.

Experience: Substantial Project management experience in developing countries and/or countries in transition / conflict particularly in delivery of economic recovery through cash transfers, Progressive experience in integrated projects management, Experience in managing programme/project funded by institutional donors (FCDO, EU,UN etc) and IR partners and Work experience in culturally diverse contexts
