The Democratic Republic of Congo, the second largest country in Africa, is home to over 90 million people. inhabitants. The population is growing rapidly and is facing a prolonged multi-sectoral crisis. As of 2018, the organization is intensifying its interventions, with projects focused on Infection Prevention and Control (IPC) of epidemiological diseases, Water, Sanitation and Hygiene (WASH) measures and support for health centers and staff. The CRF intervened in the East of the DRC in response to the 10th Ebola epidemic to support health structures in Infection Prevention and Control (IPC) and EHA, consolidated during the 11 th epidemic with emergency response teams, and the Riposte and the Covid-19 Response in North and South Kivu.
Today, the FIU has a coordination office in Kinshasa and a sub-delegation in Bukavu, which will open in 2022 and supervise a base in Uvira (South Kivu). In Uvira, a project, submitted and due to start in May 2022, under the cover of signature, as part of the Programmatic Partnership Programme (PPP) between the Red Cross Movement and DG Echo, aims to accelerate local action in humanitarian and health crises in the city of Uvira. It is within the framework of this project, with a duration of 3 years and a budget of 3.5 million euros in the first year, that a Project Manager is sought. The specific objective of this project is: “Communities and individuals at risk, and local actors, act through innovative and integrated strategies to anticipate, prepare, resist, respond and recover from humanitarian and health crises”.
The activities implemented by the CRF include a training plan for the CRRDC, including training workshops and the implementation of actions and sensitization workshops on DRM, training of volunteers at SEBAC, sensitization, the provision of health facilities and EHA activities.
Objective:
The PPP Project Manager is responsible for planning, coordination, steering, management and reporting. He/she supports the overall implementation of the Project. To do this, he/she ensures the training and capacity building of the project teams and operational and technical partners, ensures the quality of interventions, compliance with standards and policies in force by ensuring effective and efficient management of resources (human, financial, material) dedicated to the project and participates in the capitalization of achievements.
Responsibilities :
The PPP Project Manager ensures: ● Project coordination and steering: he/she ensures the planning, coordination, including with the the consortium partners, the implementation of the project, in the respect and application of the quality standards and national policies; ● Technical and operational support: he/she ensures the formative supervision, the transfer of skills, the deployment of tools deployment of tools and training of project teams; ● Monitoring and evaluation (operational planning, data collection and analysis), reporting and capitalization of the project; ● Financial and logistical monitoring; ● Representation and communication.
Job Description:
– A. Project coordination and steering: He/She ensures the planning, coordination, implementation of the project, in compliance and application of quality standards and national policies. – B. Monitoring, Evaluation, Reporting and Capitalization: In coordination with the SERA Delegate based in Bukavu, he/she participates in and ensures the implementation of monitoring, follow-up and technical evaluation of project indicators. – C. HR, financial and logistical monitoring, in collaboration with the logistics manager and the administrative manager of the base. – D. Representation of the FIU and communication.
Candidate Profile Degree/Level of Study: – Professional degree/Master’s degree in the field of project management.
Experience : – Experience in project management essential, integrating human, financial and material resources management. – Coordination, representation and partnership management skills. – Experience in strategic planning, management, supervision and budget management. – Experience in team management and consortium leadership is appreciated. Essential skills: – Proficiency in the Office package (Word, Excel, PowerPoint, Outlook), Internet. – Good organizational skills and ability to manage priorities. – Technical and financial project management skills. – Have a good quality of expression and writing. – Good interpersonal skills and ability to work in a team. – Ability to work in a team and in a multicultural and multidisciplinary environment. – Patience, pedagogy, diplomacy and adaptability. – Be able to travel in the area of intervention – Respect the principles of the International Red Cross and Red Crescent Movement: humanity, neutrality, unity, universality, impartiality, volunteerism, independence.
Specific knowledge: ● Knowledge of health systems in developing countries and the DRC in particular. ● Knowledge of the specificities of the intervention of national societies of the Red Cross and Red Crescent movement. ● Perfect command of the French language both orally and in writing. Valued skills and experience: ● Proficiency in data collection and analysis tools (kobo, LQAS survey methodology). ● Ability to develop an accountability system. ● Experience on the region or in a similar context.
