CHILD SAFEGUARDING:

Level 3: the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

ROLE PURPOSE:

Under the direct supervision of the Program Director, the Project Manager is responsible for the implementation of the Programme in the project focused districts as per project objectives, managing partnerships with implementing partners, nd liaising with the relevant government departments and all other duty bearers/stakeholders in accordance with Save the Children policies and procedures.

With the primary guidance and backstopping from the Director Policy, Advocacy, Communications & Government Liaison, the position will be responsible to deliver the Mass Media & Digital Social Behaviour Change component of the project.

The job purpose is to implement Project activities and to provide technical direction to the project team in general and implementing partners. The incumbent will be responsible for project implementation and the achievement of project goals and objectives.

KEY AREAS OF ACCOUNTABILITY:

Functional Responsibilities

Project planning and implementation

  • Develop annuals work plans, budgets, and implement project activities as per project plan under the direct supervision of the Director.
  • Technical support to design and implement the activities of the project.
  • Identify and develop a partnership with partner organizations and support the Director in ensuring technical best practices and quality in all project initiatives.
  • Assist the Programme Director in program development and resource management.
  • Preparing Weekly, Quarterly, and Annual Progress Report.
  • Get the related training & community mobilization data from partners and compile it in agreed reporting formats.
  • Facilitate partners to engage with child rights networks and coalitions to contribute to the advocacy around health and school health and nutrition and education.
  • Contribute to the regular review of the project plan and alignment with the strategic planning tools.
  • Actively coordinate with the Monitoring and Knowledge Development section to ensure that appropriate monitoring and impact assessment mechanisms and tools are being implemented.
  • Develop the Management Information System tools for project activities by involving the SC MIS team.
  • Provide technical backstopping to the partner, regularly visit the field, process monitoring and provide feedback to partners. Ensure all the objectives along with indicators as outlined in the project proposal are met while ensuring high quality.
  • Liaison with government department, Donor, UN agencies and other stakeholder for developing new partnership and working relationship.
  • Ensuring strong understanding of partners around Child Protection issues.
  • Extending support to the partners to develop and implement the child protection and safeguarding policies.
  • Financial Management as Sub-budget holder.
  • Conduct program monthly review meeting with the team and oversee progress toward achievement of planned targets in each project.
  • Oversee compliance of all program activities with Save the Children national and global policies and procedures and with relevant donor regulations and agreements.
  • Oversee the monitoring, evaluation and research activities of the program.
  • Routine Coordination with Government line Departments, implementing partners, INGOs/NGOs and other stakeholders.
  • Compile narrative and financial reports and to assist in the collection, analysis and dissemination of research and other relevant data for COP to prepare monthly, quarterly, Bi-annual and Annual reports for donors;
  • Assist in partnership locally and nationally with stakeholders both in the public and private sectors.
  • Assist COP in the identification of needs and opportunities for program activities besides, facilitating in designing and developing of concept notes/proposals to explore new opportunities.

Communications

  • Lead HBCC project activities (Mass media, Digital media, Interpersonal communication etc.) at the office and field level, with partner organizations, government agencies, advertisement agencies, media outlets, etc, and reports to the donor.
  • Support the development and review of communications products including IPC material and Social Behaviour Change Communication messaging.
  • Manage the team in such a way that:
    • Messages over digital media are routinely tracked and correctional actions are taken promptly.
    • Routinely oversee IEC materials development, adoption of existing messages, and determination for media placement.
  • This position is also expected to place SCI’s HBCC initiative strategically within the sector, through effective communication and advocacy efforts.
  • Identify and coordinate opportunities to promote the campaign objectives through industry networks, events, and celebrations of international days.
  • Liaison with the Donor’s Programmes and Communication Team, to ensure visibility of program highlights, and assess complementarity with Unilever’s SBCC Assets.

Children Participation and Child Rights Programming

  • Include SC approach to child participation in all project work, wherever practicable, and seek to develop and incorporate child-friendly methodologies to promote child participation in project implementation.
  • Apply in all project work approaches to child- rights-based programming, diversity/non-discrimination, children as stakeholders, impact assessment, and organizational learning.

General

  • To attend team meetings and weekly briefing sessions as appropriate.
  • To attend training/learning opportunities as agreed with the Program Director and HR Manager.
  • To be available and responsible for rapid onset emergency response work.
  • Any other responsibilities as assigned by Line Manager.

QUALIFICATIONS

  • Master’s degree in Development Studies / Social Sciences / Business Management, Mass Communication, or related discipline.

EXPERIENCE AND SKILLS

  • At least a minimum of 10 years of working experience in the development sector.
  • At least five years of mid-senior management experience in project or organizational management, gender mainstreaming and working in a multi-cultural environment.
  • Good understanding of media, social and bbehaviorchange communication, and campaigns management.
  • Familiar with the use of digital and mass media tools.
  • Good understanding of Water Sanitation and Hygiene Promotion WASH activities.Good understanding of the project cycle, including project monitoring and design of project frameworks.
  • Excellent understanding of finance, budget preparation, and grants management.
  • Excellent skills in facilitation, team building, and coordination.
  • Proven track record of delivering major multi-country campaigns and programs
  • Ability to work in a complex environment with multiple tasks, short deadlines and intense pressure to perform.
  • Ability to develop and maintain productive working relationships with donors, government departments, and other implementing partners.
  • Fluency in English; Excellent oral and written communication skills.
