Job Title: Project Manager

Department: Institutional Support Program Implementation (ISPI)

Location: Washington, DC / Vienna, VA (partial telework)

Overview: IBTCI is seeking a detail-oriented Project Manager to work with our ISPI practice from our Vienna, VA home office. This full-time position starts immediately. IBTCI is seeking a skilled professional who has previous project management experience in the field of international development.

This position is based in IBTCI’s home office located in Vienna, VA (currently in Hybrid mode, going to office twice a week).

Responsibilities

Essential Duties/Tasks and Responsibilities:

Project Management and Support

  • Serve as the Project Manager and main point of contact with prime contractors and supervise all contract personnel for IBTCI’s U.S. Agency for International Development (USAID) Africa Research and Institutional Support Services Activity (RISSA) and USAID Latin America and Caribbean Bureau Institutional Support Contract.
  • Support long- and short-term assignment planning.
  • Liaise with other IBTCI departments, such as talent acquisition, to respond to assignment requests.
  • Maintain full knowledge of the project issues, including current information on the operational environment and potential risks.
  • Manage and track project activities and personnel.
  • Maintain regular communication, through frequent phone calls with contract employees and consultants to ensure that IBTCI staff and consultants are supported throughout the course of their assignments and facilitate smooth work implementation.
  • Onboard and orient contract employees and consultants on IBTCI operations, procedures, and tools.
  • Secure USAID approval through prime contractor on IBTCI employee and consultant travel.
  • Coordinate preparation of employment and consulting agreements.
  • Track expenditures and carefully monitor overall award level budget.
  • In collaboration with Accounting, support internal project financial reporting and systems.
  • Provide information for external reporting to our prime partners:
    • Review and approve monthly costs (consultants’ timesheets, invoices, etc.).
    • Develop cost projections.
    • Prepare assignment budgets and track assignment burn rates.
  • Ensure project-related intellectual capital is properly captured, filed, and disseminated.
  • Review monthly contract invoices; monitor budget and realign when necessary.

Business Development

Opportunity Identification, Tracking, and Partnerships

  • Lead, contribute, or support opportunity identification, qualification, teaming research and strategy, and capture planning for USAID, U.S. Department of State, and other opportunities. This includes supporting a robust partner outreach strategy and contributing to the evolution of the strategy.
  • Lead or contribute to developing capture strategies, establishing and growing partnerships, and shaping new business opportunities to match company capabilities and experience.
  • Lead or contribute to development an opportunity pipeline for ISPI.
  • Continually update competitor and potential partner analysis, including win history, leadership, relevant work experience, and performance for priority opportunities.
  • Other duties as assigned.

Qualifications

Minimum Requirements:

  • At least five (5) years of relevant work experience with a Bachelor’s degree.
  • At least three (3) years in international development/foreign assistance/Global Operations
  • At least three (3) years experience managing or coordinating USAID contracts.
  • Strong leadership and communications skills.
  • Demonstrated ability to work both independently and within a team and assess priorities.

Education: Bachelor’s Degree in marketing, international affairs, economics, business management, English, or related field.

Preferred Knowledge, Skills and Abilities:

  • Master’s degree in international development or related field.
  • Previous supervisory experience.
  • Experience living or working overseas, especially in a developing country context.
  • Proficiency in at least one other language.

Working Environment: Work is typically performed in an office environment. Currently the company is allowing for remote work due to COVID 19 in the District of Columbia, Maryland and Virginia (DMV) area. This can be updated by the company.

Physical Requirements: This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.

Supervisory Responsibility: This position does not have supervisory responsibilities.

Travel: International travel may be required and may include travel to fragile and/or conflict-prone zones.

Work Authorization: Candidate must be authorized to work in the U.S.A. Visa sponsorship is not available for this position.
