Generations For Peace is supporting one of its partners, Helvetas Organization, in recruiting for the following position:

The 20 Dunums for Change (20D4C) project, financed by AFD, aims to promote the economic empowerment of small Jordanian farmers and vulnerable Syrian and other workers in the agriculture sector in the Irbid and Mafraq governorates. The project aims to do so through improved market linkages and climate-smart agricultural practices, income diversification opportunities, financial inclusion, and the promotion of decent work and child labor reduction strategies. The project will contribute to this objective by working towards three outcomes that will prompt a change in behavior and systems: IO1 – Small farmers increase their productivity and earn a higher and more regular income, IO2 – Vulnerable agriculture workers and farmers have access to safe, sustainable, and resilient livelihoods, and IO3 – Working conditions in the agriculture sector in target areas have improved, and incidents of child labor have reduced.
A consortium with four partners implements the project: NRC (Norwegian Refugee Council) as the lead of the consortium, HELVETAS (HSI), Jordan River Foundation (JRF), and Save the Children Jordan (SCJ). HELVETAS is the organization responsible for the implementation of IO1. The premise of the intervention is that if Small Farmers strengthen their market position, adopt climate-resilient and water-smart practices and establish commercial relations with lead firms; they will improve their productivity and earn a higher and more regular income, hence being economically empowered.
The preparation (inception) phase lasting from May 2023 to October 2023 will be succeeded by 2,5 years of implementation phase (2023-2026). The project manager position is for both phases, inception and implementation (total three years: 2023-2026). The start of the inception phase is subject to the approval of MOPIC in Jordan.
MAIN TASKS
During the inception phase, your primary responsibility is to set up an office in Mafraq and Amman. It includes developing the program in cooperation with Helveta’s head office, four national partners, and other service providers.
Furthermore, you will lead several studies, conduct research and analysis and support establishing an operational project team. A comprehensive Project Document and plan of operation for the first year are expected outcomes of the inception phase.
During the main phase, your key responsibility is to lead the overall achievement of outcome 1 of the project, with the five main objectives:
- Effective and result-oriented management, planning coordination, implementation, monitoring, and reporting of project activities.
- Overall financial and operational accountability of the Project funds and resources (human, financial, technical, etc.), including administrative and financial supervision.
- Managing partnerships, donor dialogue, and liaison with all Project stakeholders and partners
- Provide high-quality strategic steering, technical support, and coordination through training/workshops and continuous informal coaching and advice around economic development, value chain management, and Gender and Social Inclusion to their team, partner, and stakeholders.
- Ensure the development and strengthening of the project’s monitoring and results measurement (MRM) system and knowledge management for steering, accountability, and learning.
Your administrative and financial supervision tasks will ensure that the project complies with organizational and administrative requirements and procedures, including time registration, reporting and controlling needs, preparation of financial statements with partners, and other relevant requirements for successful project implementation.
You will cooperate and coordinate with the other members of the consortium and other Helvetas projects in the region.
Furthermore, the project manager will ensure the role of the country representative of HELVETAS in Jordan.
YOUR QUALIFICATIONS
· Academic degree (Master or equivalent) in Agricultural economics, economic development with specific training in value chain management and climate change or related to another field to the project’s objective.
· At least ten years of experience in development cooperation, particularly in the areas of integrated value chain/ agriculture/ small micro-enterprises supports and issues related to the other objectives of the project (climate change/ biodiversity)
· Familiarity with the systems or systemic approach and its applications (Market system development, market linkage management), in Gender and Social Inclusion (Leave no one behind), and conflict sensitivity.
· Demonstrated competencies and experience in managing and coordinating complex integrated resources management and programs at the national level of comparable size and scope.
· Professional experience in Jordan and the region.
· Proven track record in cooperating with a large number of stakeholders and in strengthening and building capacities of key partners.
· Strong managerial skills, including result-oriented management, strategic planning, human resources management, and financial management skills. Strong experience in steering and mentoring, capacity to anticipate issues, and identify forward-looking solutions.
· Excellent skills in reporting, interpersonal, communication, and intercultural competencies.
· Excellent Arab and English language capacities (oral and written). Local language skills from areas of intervention are considered an asset.
· Knowledge of the local context and familiarity with the local farming practices and related technical knowledge would be an asset.
