General Responsibilities (Overall purpose)

Background Information

Terre des hommes is among the world’s leading child protection NGOs, with a proven track of creating child protection systems, advancing policy change, and providing both humanitarian aid and direct services to children and youth in need. The two main programs for Tdh in Jordan are 1) Access to Justice (‘A2J’) – particularly for children and women and 2) Migration, with a particular focus on child protection (CP), Gender-based Violence (GBV), and youth empowerment. Tdh Jordan has identified the strengthening of their partnership approach as a strategic priority identified for the 2022-2024 period; the Project Manager position will directly contribute to this by ensuring close coordination and collaboration with Tdh partners to ensure timely project follow up and quality program implementation.

The role

Tdh is recruiting three Project Managers (three separate projects) to work under the direct supervision of a Program Manager. Each Project Manager will be responsible for the oversight and implementation of Tdh’s Jordan based programming, in the field of Access to Justice for children and women and Migration, with a particular focus on prevention and response to child protection and Gender Based Violence, including child labour and child marriage.As such, candidates with knowledge and experience in these fields are particularly encouraged to apply. The Project Manager will ensure quality and timely implementation of all project activities under his/her responsibility, to achieve the project goals and objectives as specified in the project documents and agreements with donors and/or HQ.

The Project Manager will be directly responsible for the coordination and monitoring of partner implementation, as well as the Tdh team members reporting to them directly. They will ensure the successful implementation of actions designed to support vulnerable children and their families directly or through system strengthening in line with project goals and objectives and organizational mission and vision.

He/she prepares and maintains documentation related to the job function in compliance with the financial, administrative and logistics procedures. Complying with Tdh project management rules, she/he keeps track of activity operational plans and report on progress achieved to the direct supervisor(s). He/she will be expected to track budget expenditure and provide forecasts for future expenditure, in line with the donor approved budget.

Specific Responsibilities / Context (Tasks)

The main tasks of this function are:

Project Management and Implementation:

  • Develop and revise workplans with programs team to ensure that implementation is achieved in line with the donor approved timeframe.
  • In coordination with the logistics department, develop and track procurement plans for timely implementation; deviations and changes to the procurement plan should be communicated to all necessary persons.
  • Follow up on the delivery of activities in line with the workplan, assessing the implementation against timeframe, reporting deviations of this to the Program Manager.
  • Coordinate and plan in advance with all program team members to ensure that the needed support is anticipated and available at program sites, and that program activities are implemented with high quality, in line with Tdh standards.
  • Contribute in developing training modules and learning tools, community-based networks, key actors, including governmental actors in collaboration with team members and external experts.
  • Ensure that a mapping of existing services is maintained and available to address protection issues in Tdh’s geographical areas of intervention.
  • Drafting of monthly, quarterly, and annual reports to be submitted to the donor in a timely manner with high quality inputs.

Budget Management:

  • Consistently track program spend down and input accurate forecasting into financial management tool on a monthly basis. Ensure regular consultation and collaboration with relevant colleagues in Programs, M&E, Logistics, Finance and Comms to ensure that all project implementation and expenditure is well planned and on track.
  • On a monthly basis, prepare for and take part in budget follow up in inter-departmental meetings led by the Finance department to discuss spend down and variations in forecasting and implement agreed corrective actions as needed.
  • Remain aware of donor rules and regulations regarding budgets and report deviations (anticipated and actual) to the Program Manager.

Team management:

  • Directly supervise project team members and provide day-to-day functional support and guidance in order to ensure an excellent level of quality and efficiency of the projects implemented, compliant with the international standards, but also to those of Tdh and donors.
  • Ensures proper coordination and planning among team members and different departments; encourages effective and professional teamwork, especially on issues related to cross-sectoral collaboration.
  • Identify opportunities for team capacity building, learning and exchange.
  • Conduct regular performance appraisals (minimum annually or more often if required) of team members that s/he supervises and set performance objectives according to the annual work plan of the project.
  • Promotes and encourages a culture of compliance and ethics throughout Tdh Jordan; maintains a clear understanding of Tdh and donor compliance and ethics standards and adheres to those standards. Communicates these values to staff and requires them to adhere to these values.
  • Work with Tdh’s technical staff to ensure that the mainstreaming Child Safeguarding and PSEA takes place in all project’s phases, tools and practices.

Partnership Management and Oversight:

  • Maintain oversight of Tdh’s partner implementations on a daily basis to ensure that program implementation is on track, in line with Tdh standards, and compliant with donor rules and regulations.
  • In coordination with other departments, work with partners to develop work plans, MEAL plans, procurement plans, and budget spend down plans.
  • Ensure that capacity building plan for partners is developed and/or maintained, and that this is reviewed on a periodic basis to ensure it is actioned.
  • Liaise with other departments to ensure that capacity building visits and monitoring visits to partners are held on a regular basis.
  • Promotes and encourages a culture of compliance and ethics for Tdh’s partners; communicates a clear understanding of Tdh and donor compliance and ethics standards to partners, ensuring they adhere to those standards.
  • Work with partners to ensure that Child Safeguarding and PSEA are mainstreamed throughout their programming.

Program design and development:

  • Contribute to the continuous development of project proposals due to emerging need and rights, development and revision of quarterly adjusted action plans;
  • Proactively conduct situation and risk analysis, and prepare contingency plans if needed;
  • Contribute to the consolidation of project components, activities, and programs components under in collaboration with the technical units and the Program Manager.

Advocacy and representation:

  • Coordinate as required with all relevant stakeholders at field and national levels; ensure professionalism and high profile to all interactions internal and external to Tdh, with particular attention to representation with institutional interlocutors and the Camp Management.
  • Represent Tdh in relevant coordination mechanisms both at local and national level as requested.
  • Collaborate regularly with other actors in the area of intervention to monitor the situation of the population targeted, prepare for and respond to protection, A2J, CP and GBV issues;
  • Develop and maintain strong working relationship and coordination with authorities and ensure the respect of procedures by the whole team;
  • Advocate for quality CP and SGBV prevention and response activities/services programming to promote risk reduction, respects of children’s rights and mainstreaming of best practices.

CHILD SAFEGUARDING POLICY – SAFETY & SECURITY:

  • Knows and implements institutional policies on security, child protection, PSEA and Code of Conduct and fraud prevention; ensures the staff know and implement the procedures in their day-to-day work;
  • Commits to ensure the best implementation possible of the Tdh Child Safeguarding Policy (CSP) in her/his area, including participation in annual audit, and reviews and updates of action plan;
  • Commits to inform the Country Representative and/or the National Safeguarding Focal Point and/or the Head of MENA Region and to deal with any case of any allegations or possibility of transgression, even potential, of the CSP;

Requirements for the position

Education / Qualifications

Bachelor degree in Human Rights, Law, Sociology, Social Work, or any other relevant academic back-ground; a Master degree in one of the above areas is preferred

Experience

Mandatory fluency in English and Arabic (both spoken and written);

Mandatory experience in Child protection projects; preferable experience in Access to Justice;

Minimum of 3 years’ experience as project manager for NGOs;

At least 5 years of experience in direct project implementation (NGO)

Experience in working/liaising with governmental institutions;

Good understanding of M&E systems and tools;

Thorough understanding of the complete project cycle management (design, initiation, planning, monitoring and reporting);

Work experience in resource mobilization and financial management of projects supported by major donors (budget development, budget revisions, budget monitoring and timely submission fund requests and financial reports);

Experience in capacity building; training, facilitation, mentoring of staff and volunteers;

Experience in working with partners at national and sub-national levels;

Languages
