The International Assistance department is responsible for all Netherlands Red Cross international support for victims of disasters and conflicts and for vulnerable people exposed to hazards.

The International Assistance Department of the Netherlands Red Cross is looking for a Project Management Delegate in Haiti.

In the first phase it concerns the project management of specific earthquake response projects in Les Cayes and Jérémie, and the base management of the Les Cayes sub-office**.** Depending portfolio development exact tasks and location might change beginning 2023. Travel to Port au Prince and project sites is required.

The Netherlands Red Cross and the Haitian Red Cross in Haiti

Over more than two decades, the Haitian Red Cross (HRC) and Netherlands Red Cross (NLRC) Societies have collaborated in addressing acute needs of vulnerable people in Haiti through implementation of a wide range of programs in the areas of primary health care, water and sanitation, food security and livelihoods support, climate change and community resilience, and local capacity building. The organizations, guided by the Red Cross Red Crescent Movement Fundamental Principles and in line with their strategies and mandates, work hand-in-hand to alleviate suffering and to strengthen capacities of the most vulnerable groups of the population in Haiti.

An earthquake with a magnitude of 7.2 has occurred in the southern part of Haiti on 14 August 2021. A large number of people were affected, mainly in the departments of Sud, Nippes and Grand Anse. Together with the HRC, the NLRC has offered immediate response in supporting search and rescue and the direct distribution of available relief items. Currently, this support is continuing and the NLRC field team is working on repairing affected water supply systems in the South and Grand’Anse Departments.

The project management delegate will be responsible for the implementation of the ongoing recovery projects in the South-Grand’Anse region of Haiti, as well as the base management of the Les Cayes base.

Place in the organization

  • The Project Management Delegate (PM) is a member of the Netherlands Red Cross Haiti delegation. The PM reports to the Country Representative based in Port au Prince.
  • The PM has operational links with different departments of the NLRC Headquarters in the Hague.
  • The PM will manage a team of around 20 staff and is responsible of the overall management of the base (finance, logistics, HR).
  • The PM will be responsible for the coordination with the HRC as well as with external partners in the South and Grand’Anse Departments.

Purpose of the position

The purpose of the position is to ensure adequate operational capacity to provide quality project management support to the local project teams in Haiti and ensure overall management of the NLRC Base in Les Cayes, in close coordination with the local NLRC and HRC team and colleagues. The PM will be instrumental in supporting project implementation, as well as ensuring a well-functioning NLRC base, and enhancement of relationships with partners and donors.

Responsibilities:

Base management

  • Supervise the team in Les Cayes, ensuring that logistics, finance and HR issues are tackled in close collaboration with the support department in Port au Prince.
  • Closely follow-up on the security situation and the overall context in Haiti with the Head of Delegation to ensure the safety of the projects teams and continuity of projects activities.
  • Day to day management of the NLRC Base in Les Cayes, including fleet management, logistics, financial management, and support improvement of internal processes and procedures.
  • Be the focal point in Les Cayes in terms of working with the HRC, whilst ensuring capacity strengthening of the local HRC team.

Projects management:

  • Ensure implementation of projects activities to meet international standards taking into account sustainability and community ownership.
  • Manage budget and finance of the projects and reporting to the Port au Prince Office and to the Hague following standard procedures and audit requirements.
  • Manage the effective and proper use of assets, financial resources and facilities according to standard procedures in order to comply with auditing requirements.
  • Oversee and ensure procurement of recovery and construction material.
  • Manage and update indicators and all project information in internal data systems on a monthly basis.
  • Ensure identification, documentation and sharing of success stories/ evidences, data collection and lessons learnt for program improvement, scaling up, and internal capitalization.
  • Support additional tasks that may arise and/or are assigned by the NLRC Country Representative especially in the event of a disaster.
  • Ensure the transparency and the integrity of all operations.
  • Maintain good relationships with the communities and departmental authorities.
  • Maintain good relationships and ensure effective collaboration with partners from projects.

Coordination:

  • Be in regular contact with other humanitarian actors, HRC and other Red Cross colleagues, Governmental institutions, (I)NGOS to insure good synergies.
  • Be the focal point for the Les Cayes base and the ongoing projects in the region, for colleagues from NLRC HQ and partners, both external partners, the Haitian Red Cross, and other RC/RC National Societies, particularly the IFRC and Canadian Red Cross.
  • Present and participate in external events related to the NLRC presence in Les Cayes and related to ongoing projects, including participation in the various clusters.

Candidate profile:

  • At least 5 years international experience in project management, preferably in the field of WASH or food security.
  • University (Masters) Degree or advanced degree in humanitarian aid, disaster management or other fields with relevant experience.
  • Proven ability to collaborate with local partners and preferably Red Cross/Red Crescent National Societies.
  • Previous experience with the Red Cross/Red Crescent Movement is an asset.
  • Previous experience of living or working in the region (Caribbean/ Haiti) is an asset.
  • Strong knowledge of finance, accounting, budgeting, PMEAL, and cost control procedures.
  • Office management skills, including knowledge of logistics, fleet management, HR and administration.
  • Demonstrated orientation on results, process, and people.
  • Excellent communication skills with strong interpersonal and coaching skills.
  • Cultural awareness is essential and previous experience in a multi-cultural environment is appreciated.
  • Fluency in written and spoken English and French is mandatory.
  • Computer literate (MS Office, spreadsheets, Outlook).
