Overview of position:

  • Our client has been added to KFW funded phase III of multiyear multistakeholder grant joint action for resilience building in Somalia along two other UN UNICEF & WFP where our client implements FSL components under outcome 3 households maintain & improve FSL status through improved & diversified agricultural production & income generation. This position is therefore required to manage KFW joint resilience project in Gedo region, Somalia. This is a USD 17 million USD resilience project that requires technical team on the ground for quality control & implementation.

Role objectives: To ensure the project is implemented in a timely & professional manner, according to objectives, goals & indicators, in line with donor requirement & based on beneficiary needs. The post holder, Field Project Engineer; under the overall guidance of our clients representative in Somalia & the direct supervision & technical guidance of the Resilience Field Project Manager, the Field Engineer will provide crucial program & operational support in the management of infrastructure activities. The incumbent will be responsible for planning all infrastructure activities, the delivery & provision infrastructure designs & BoQs, identification of construction sites with risk analysis reports, ensure quality insurance of the infrastructure, implement high quality agricultural & water infrastructure, flood protection, rangeland rehabilitations (NRM), fodder stores, roads, markets, grain silos etc. & submission of timely plan & reports. Other key tasks s / he will undertake include:

  • Develop provision agricultural, livestock, water, market, roads infrastructure designs & BoQ for KFW joint resilience action project locations & target beneficiaries.
  • Responsible of identification of construction sites & generating risk analysis report.
  • Ensure quality insurance & accountability of KFW infrastructures.
  • Develop a comprehensive infrastructure schedule.
  • Implement all KFW infrastructure plan timely.
  • Follow up all infrastructure procurements & bides to achieve project goals.
  • Close collaboration in the assessment of infrastructures related to the flood protection.
  • Supervise the works of contractors on site & ensure quality is maintained through all the construction stages.
  • Ensure organize high level hand over & work on functionality & sustainability plan.
  • Support the contractors in the correct interpretation of design working drawings on site.
  • Assess works completed & recommend contractor’s invoices for payment or non-payment.
  • Staff to verify, approve or reject construction materials delivered by contractors on site.
  • Weekly reports to the Resilience Field Project Manager & Resilience Program Officer.
  • Perform any other duties as may be requested by the supervisor from time to time.

Expected output:

  • Interpretation of BOQ & contract documents.
  • Develop agricultural, livestock, water, market, roads infrastructure designs & BOQs for KFW joint resilience action project. Ensure all specified infrastructures are delivered & in the right quantities & quality.
  • Implement KFW infrastructure plan with quality based on community priority needs:
  • Field Engineer in charge to implement KFW infrastructure timely & report each progress time.
  • Consider all infrastructure are accessible for people with special needs.
  • Building community ownership & sustainability on community infrastructure.
  • Project Field Engineer train community leaders & target community on community ownership & sustainability for each infrastructure & come up with maintenance resources & plans. Develop the necessary MoUs for this matter.
  • Organize asset hand over with report.
  • Review of contractor’s invoices.
  • Before contractors submit invoices for payment, conduct an assessment of completed work items & make recommendations for payment. If items requested for payment are not complete, advise contractor to revise invoices accordingly.
  • Monitoring & supervision of rehabilitation / implementation of infrastructure works including.
  • Review of construction / rehabilitation progress reports, contractors’ work schedules, support partners in helping contractors interpret contract specifications, ensuring the contractor has enough work force on site & reviewing weekly progress reports shared by partners.

Project reporting:

  • This role reports to the Resilience Field Project Manager.

Key competencies:

  • Bachelor of Science Degree in Civil Engineering, Irrigation Engineering etc. from recognized institution.
  • More than 7 years of professional experience in implementation & site supervision of resilience infrastructures including agricultural infrastructures, livestock, water, roads, market constructions & market infrastructures.
  • Must have experience in ensuring projects follow agreed timelines, ability to evaluate completed works for payment purposes & able to prepare good technical progress reports.
  • Ability to effectively use construction designing software’s, standard office software, such as MS Office (Windows, Word, Outlook, Excel) etc.
  • Ability to use software & other computer systems to prepare weekly progress reports in the appropriate format.
  • Good in site supervision.
  • Experience in material / labor control.
  • Excellent coordination & collaboration skills with other actors (UN, NGOs & govt.).
  • Gedo region experience is highly preferred
  • Must be fluent in English & Somali.

Team management:

  • This role has no team management responsibility.
