Position title Project Facilitator for USAID P2P – Healthy Relationships for a Violence-Free Future Project
Position report to USAID P2P Project Coordinator
Contract duration – 1 year with possible extension depend on the grants
Location – Zumalai, Covalima

World Vision Timor-Leste began its first project in Aileu municipality in 1995, and opened its national office in Dili in 1999. Today, we have three Area Programs implementing projects in four municipalities: Aileu, Baucau, Bobonaro and Covalima.

We aim to empower Timorese children to transform their lives, in partnership with their families and communities.
Project Background
P2P – Healthy Relationships for a Violence-Free Future Project is funded by USAID. The goal of the Activity is: ‘Healthy and non-discriminatory relationships are demonstrated by individuals, families, communities and duty bearers.’ This will be achieved through four outcomes. The first focuses on adolescents and youth creating positive shifts towards gender equity and non-violent relationships. They will participate in activities to improve relationships with their peers and parents, and promote peace-building and active citizenship. The second outcome focuses on young parents increasing caregiving responsibilities and gender-equitable and non-discriminatory relationships within their families. Young fathers, in particular, will be supported to demonstrate positive masculinity. The third outcome focuses on ensuring survivors of GBV receive appropriate response and referral from healthcare workers. The fourth outcome focuses on GBV response (formal and informal) strengthening and coordination at the local level. This also includes activities to empower communities to demand their rights as citizens to improved health and GBV referral services. The intervention will take place in Zumalai, Tilomar and Maucatar Administrative Posts in Covalima Municipality
Purpose Of Position
The purpose of the Project Facilitator position is to ensure that the project is implemented, monitored and evaluated effectively and technically sound, based on the project design and budget.
Major Responsibilities
Project Implementation
- Actively support Project Coordinator and Area Manager in project planning, implementation, monitoring and reporting processes relevant to assigned areas.
- Mobilize and prepare communities for smooth project implementation for enhanced impact.
- Facilitate and organize various project events/training /meeting in the communities as part of the project implementation Ensure timely quality, evidence based Project implementation.
- Facilitate technical training in according to the Project Detailed Implementation Plan Respond timely and actively to the technical training request of the Project coordinator and Area Manager.
- Develop TOR, deliver technical training and manage the logistics and finance administration of activities in the sector Raise awareness and facilitate critical analysis of community issues and opportunities
- Ensure that gender analysis, Christian commitment, and child protection are mainstreamed within WV initiatives in their assigned communities.
- Assist the project coordinator in facilitating visioning and planning processes with community members – especially the most vulnerable, and within community based groups Develop monthly work plans and weekly activity schedule and submit these to the Project Coordinator
Building Relationship

- Build close and constructive relationships and actively learn within partner communities in order to understand their realities and facilitate development processes effectively.
- Communicate effectively World Vision’s identity, mission, vision, values and our approach to work in ways that are contextually appropriate and clear.
- Ensure that dialogue includes whole communities inclusive of their diversity.
- Undertake social networks analysis in order to understand the functions various stakeholders fulfil, power dynamics, potential for partnership and capacity building needs.
- Be responsible for maintaining and strengthening relationships with key partners, especially relevant government institutions (MSS, MoE, DNAS, DHS, etc.) especially at Sub District Level and below to secure necessary technical resources to support program implementation Ensure that partnerships with other development partners are focused on promoting the well-being of children, especially the most vulnerable.
- Enable and facilitate networking and connections among local stakeholder groups and between local partners and others outside the area. (Local stakeholders groups may include formal and informal community-based organizations, local churches, and other faith based organizations, businesses, other NGOs and local government agencies).
Technical Quality Assurance
- Ensure that the project in its respective sector is technically sound both in design and implementation.
- Ensure the farmers and the communities are informed with the recent approach/technologies in the sector.
- Identify training needs, prepare materials and conduct training for staff and volunteers.
Evaluation (DME)
- Assist the M&E Officer and Project Coordinator in data collection for project assessments, proposals, budgets, monitoring and evaluation.
- Together with the M&E Officer utilize the monitoring system and tools of project implementation and to capture learning.
- Support the process of DME (Assessment, Design, Evaluation) in the respective sector in alignment with LEAP standards and associated communities, development partners and other WV Partnership stakeholders.
- Submit monthly reports based on DIP and Monthly Activity Plan.
- Maintain up to date records of project documents, agreements, reports, photos, assessment and design and evaluations.
- Quarterly reflection and learning at each bases with specialist involvement. Evidence based intervention (project model standard) for scaling up Engage with government, churches for sustainability and scaling up Well-arranged donor visit / maintaining relationship with donor by showing impact. Meet their expectation, even go beyond that.
General Responsibilities
- Attend and participate in weekly chapel services and regular devotional meetings.
- Support in hosting the visits of sponsors, donors, and WV staff from other.

- Assist in humanitarian emergency disaster management
Minimum Qualification, Skills And Experience Required
- University Degree in relevant technical field e.g. Development Studies, Philosophy, Gender, Social etc.
- A minimum of two years of appropriate professional experience in gender and child protection.
- Technical experience in facilitating development projects and/or working with community members. Proven time management and organizational skills.
- Fluent in Indonesian and Tetum, and preferably in the local dialect in area where you are serving.
- English language skills (can read, write and understand English, good knowledge of Microsoft office (word, excel, power point and using internet).
- Ability to ride a motorbike and have the license or willingness to learn.
- Hold a high level of integrity and honesty, self-motivated, confident, and able to work independently. Strategic, creative, and innovative thinking with decision making and problem solving skills.
- Understanding of the Humanitarian/NGO industry.
- This position is required 75% to live in the community or at least within the close proximity to ensure maximum encounter with the partner community.
