UNDP strengthening Rule of Law for Peaceful, Just and Inclusive Societies in Pakistan (Amn-o-Insaf) Programme has been supporting the rule of law, justice and security institutions in Pakistan. The Programme is funded by the European Union, INL, USAID and Government of Japan.
AOI activities and interventions are aligned with the government strategies and commitment to update and implement the rule of law roadmaps and connect to policies and legislative strategies and institutional developments. The three main objectives and interventions therein are not stand-alone objectives but are closely interlinked linked and intended to support each other to ensure sustainable and tangible results both for the Programme beneficiaries. To ensure a sustainable and holistic approach, the interventions under the three strategic objectives to support reform processes to ensure delivery of people-centered justice, enhance access to justice for all, particularly women and less privileged groups and to improve service delivery of the security sector in line with constitutional safeguards and international standards will be closely interlinked.
UNDP Pakistan is seeking a highly motivated candidate for the post of Project Engineer, Rule of Law for Supporting Rule of Law for Peaceful, Just and Inclusive Societies (Amn-o-Insaf) Programme, based in Islamabad at UNDP Country Office. He/she will provide technical assistance, field monitoring and supervision in support of ongoing and new infrastructure projects for the implementation of the Rule of Law Programme in Pakistan with major focus on projects in Islamabad/Rawalpindi. The Project Engineer will directly report to the Manager Infrastructure, under the overall guidance of Programme Manager, AOI. Duties and Responsibilities The Project Engineer while performing his/her duties will report to Manager Infrastructure – AOI. She/he will closely work with the AOI and UNDP teams in provinces, regions, and UNDP projects.
The Project Engineer will have several key responsibilities. S/he will be primarily responsible for technical oversight of the construction work as assigned by the Manager Infrastructure. This will include ensuring quality control at project sites, reviewing consultants��������� work as well as contractors��������� activities and reporting back to the management on any issues concerning project progress. Implementation will also require close engagement with the consultants��������� team and the end-users to ensure bottlenecks are identified early and jointly solutions are found to ensts. Specific responsibilities would cover the following:
Field monitoring and supervision of engineering and construction work
Assist in effective implementation of technical engineering and construction matters in accordance with the terms of contractors��������� contracts, bills of quantities, technical specifications and project documents. Provide support in effective management of the project including progress monitoring and reporting, technical inspections. Conduct field visits to provide technical inputs to selected construction firms and Implementing Partner to ensure quality and timely delivery according to approved specifications and work plan; Close coordination with project stakeholders and highlight any issues with possible solutions
Technical assistance in preparation of work plans and project implementation plans
Assist in developing regular monitoring and coordination system for approval and implementation of community infrastructure schemes according to approved BOQs, standards, drawings and ications; Coordinate with the contractors in preparation of work plans and project implementation plans and monitor progress Assist project team and management in preparation of project proposals, provide accurate timelines and support in work planning process.
Support in quality assurance and third-party inspections
Ensure that ���������Material Source Qualification Approval Tests are done by Implementing Partners/ contractors for all infrastructure schemes in project area; Ensure that DRR and environmental concerns are addressed while rehabilitating the infrastructure schemes; Undertake assessment to identify & select of stakeholders��������� infrastructure activities. Prepare BoQs, drawings and designs of new identified facilities and completion of all necessary documentation and re-verification of selected facilities, if required. Facilitate third-party and donor monitoring visits to the project sites, prepare plans and ensure timely and accurate reporting. Assist project team in completing preliminary, t financial evaluation of CAP/RACP/ACP cases and provide technical input during the evaluation process; Documentation of all relevant activities (field trip reports, minutes of meetings, budgets etc.) in accordance with the organization���������s guidelines and regulations.
Ensure proper review and documentation of changes and variations on construction contracts
Documentation of changes in design and variations in drawings and BOQs for approvals. Preparing and maintaining data base of all infra structure activities, sharing progress on weekly and monthly basis and relevant progress documentation Developing and properly maintaining change order form with the prior approval of management Any other relevant task assigned by the management

Required Skills and Experience Education:
Bachelors��������� degree in civil engineering or related field, Master���������s degree preferred.
Experience:
A minimum of 2 years of progressive experience in civil engineering or related field on infrastructure projects with Bachelors��������� degree; A minimum of 1 years of progressive experience on infrastructure projects with Masters��������� degree in civil engineering or related field; Experience of field work in challenging environment with cultural sensitivities; Sound analytical skills on engineering designs, structures, project feasibilities and any other relevant issues; Experience working in a crisis/conflict area will be an advantage; Experience in planning and execution as well as monitoring and supervision of infrastructure projects; Familiarity with UNDP���������s rules and procedures for project/program implementation is an asset; Familiarity wing frameworks and procedure is an added advantage Familiarity with UN/UNDP policies, financial rules, regulations and procedure is an added advantage.
Language requirements:
Proficiency in English and Urdu. Knowledge of local languages will be an advantage.
Travel:
The Project Engineer will work with AOI project at UNDP Country Office, Islamabad. He/she is expected to travel UNDP provincial and regional offices with frequent visits to project sites.
