PAS Center

The Center for Health Policies and Studies (PAS Center) intends to hire a individual consultant in a position of Project Director with the following duties and responsibilities:

  • Provide oversight for all of project activities ensuring key results are met
  • Lead implementation of the project’s activities and goals, develop solutions to barriers, ensure efficient use of resources.
  • Serve a critical role as liaison, facilitate meetings between project stakeholders and leadership, and complete and maintain professional documentation for projects and deliverables.
  • Establish and maintain communication channels with USAID/Washington, USAID Missions, MOH, other national health entities and stakeholders, international organizations, etc.
  • Execute project management processes and methodologies to ensure projects results are delivered on-time, within the budget and adhere to high quality standards.
  • Ensure documentation and dissemination of findings, impact, innovations, and lessons learned.
  • Ensure timely, high-quality, and complete submission of work plans, quarterly and annual reports, M&E reports, financial reports, and any other reports required by USAID.
  • Use professional judgment in handling information and be sensitive to project team, individual and all levels of organizational concerns; make use of data, statistical and quantitative analysis, explanatory and predictive modeling and fact based management to drive decision making.

The Consultant should meet the following minimum qualifications requirements:

  • At a minimum, a bachelor’s degree in management, administration, business, international relations, or a related field.
  • Have at least 15 years in managing similar types of projects for international donors.
  • Experience in developing and implementing a capacity building program, preferably within the region.
  • Strong written and oral English language skills.
  • Have strategic vision, leadership qualities, depth and breadth of technical expertise and experience, solid management experience, strong interpersonal, written, and oral presentation skills to fulfill the diverse technical and managerial requirements of the program description.
  • Have experience interacting with other government agencies, host country governments, and international organizations in one of the countries proposed.
  • Excellent drafting skills Russian, and ability to synthesize complex information and issues.
