UCAN Project Director, SUBJECT TO FUNDING

The Opportunity

Save the Children International (SCI) has an exciting opportunity to join our team to move forward an innovative project, which has the potential to shift how SC responds to humanitarian crises around the world, starting with the current humanitarian situation in the Ukraine and neighbouring countries.

Save the Children (SC) aims to establish an integrated modular approach to respond to the current Ukraine crisis through the establishment of a Universal Cash Assistance Network and Child Protection (UCAN), integrated with additional key features that are Child-Sensitive, Holistic, Modular, Accessible, Decentralized, and Borderless. In line with SC’s Strategic Statement for the Ukraine conflict and 2022 Global Humanitarian Response Plan, the focus of the services and support will be to conflict-affected children and their families, including unaccompanied and separated children (UASC), children who have lived in institutional care, children with disabilities (CWD) and Roma children.

UCAN will be designed as a hub that enables crisis-affected individuals to either self-identify or be identified by SC through a range of access points (incl. a web portal, application, hotline, etc.), be rapidly verified, and receive immediate universal access to the full-range of services that SC provides, including referrals and two-way communication channels, to provide dignity and self-determination when families are facing life’s biggest challenges.

In line with this project, Save the Children is looking for a Project Director for UCAN, who will be accountable for the setting strategic direction and overall deliverables of the project, including line management of a core project team. This will include setting up the governance structure, engaging with the broader Save the Children movement, ensuring the required team and any further stakeholders are in place, defining and ensuring completion of the work plan and all other project deliverables. The Project Director will determine and put into motion viable options to move forward, ensuring a thorough review of the impact of the project and how this will impact humanitarian operations across the Ukraine response and greater organization. The Project Director will be accountable for identifying and proposing mitigations for project risks and issues, defining the costs and benefits of the project, and facilitating approvals. The PD will be comfortable working and delivering in a complex and diffuse space and have the ability to think on their feet and problem solve given the inherently innovative and iterative nature of the UCAN Project.

KEY AREAS OF ACCOUNTABILITY:

* Responsible for setting strategic direction of the project and the day-to-day management and coordination of the project according to project plan and schedule. Monitor progress throughout to ensure that the project is delivered on time, within budget, and that it meets or exceeds business expectations;

* Drive the delivery of the project, where appropriate, using agreed upon project management methodology;

* Review and assess all the data, design and implementation to date to define and validate the associated benefits and the feasibility of the plan, in consultation with key project stakeholders;

* Review and define the structure of the project so that the objectives for each deliverable are clear and resources can be identified and secured for successful delivery;

* Establish and manage ambitious but achievable, committed plans for each deliverable and for the overall project, taking into consideration business deadlines, dependencies, resources, and costs;

* Identify opportunities for consolidating activities across deliverables for economies of scale or simplified implementation;

* Support the UCAN project team in high-level engagement with key UN agencies, donors and national actors;

* Define key stakeholder engagement opportunities and targets at national, regional and international levels and lead, mobilize and coordinate national, regional and international colleagues to influence these, as appropriate

* Ensure effective working relationships with SC global, Member and regional stakeholders, procuring support for the UCAN project as needed, including in the ongoing Ukraine response;

* Ensure strong working relationships are developed with the teams in the field to ensure that UCAN remains grounded in the field context and that the project continuously meets the key needs of project beneficiaries on the ground;

* Support the development of documenting lessons learnt, best practice and case studies to shape in-country strategies and programme approaches, and contribute to broader UCAN learning;

* Support the development of the UCAN funding model design and ensure mobilization of the necessary financial, technical and human resources required by the project;

* Determine and seek ways to creatively communicate UCAN’s value proposition and action change in process where necessary;

* Monitor deliverable activity, manage adherence to plan and resolving obstacles to delivery. Coach and support leads (business SMEs) in driving the activities within the project;

* Execute on project controls such as the plan, resource spreadsheet identifying what resources required each month, risks/issue management, interdependencies and scope management in place;

* Maintain the project controls and use them to drive the delivery of the project, proactively identifying and managing project risks and issues, driving actions to mitigate or resolve;

* Set up and maintain the repository of documentation for each stage of project lifecycle, ensuring that all documentation has a clear purpose in driving the project forward.

* Ensure all change activities are incorporated into the plan and that there is a communications plan that includes channels to stakeholders in geographically disperse locations.

* Identify and effectively manage all key risks that could impact the success of the Project, including in relation to data protection requirements required by law;

* Ensure that all key legal and regulatory requirements are met to the required standard (s);

* Comply with Save the Children policies and practice with respect to child safeguarding, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.

In order to be successful you will bring/have:

Essential

* Experience leading a project focused on innovative solutions across multiple geographic locations including those with complex legislation. It is essential this includes experience managing the associated legal, staffing and system requirements

* Demonstrated leadership skills and ability to make independent decisions quickly and effectively with the ability to determine impact on project

* A proven ability to deliver projects on time / on budget, using project management processes and tools including risk management, benefits management, financial management and quality assurance

* Experience leading others in how to manage and deliver their own projects

* Professional proficiency in spoken and written English, with proven ability to effectively and accurately communicate with both technical and non-technical stakeholders and staff

* Demonstrated success in self-directed and results-driven initiatives with a strong customer focus

* Proven success in handling multiple competing priorities and working well within tight timelines

* Proven ability to manage relationships and influence others without necessarily having line management authority

* A proven ability to apply excellent analytical and problem-solving skills, and to work collaboratively to deliver of effective solutions to project related issues.

* Highly developed organisational awareness and ability to understand any sensitivities within a complex multi-stakeholder structure; and think creatively and strategically to overcome obstacles to cooperation and progress

* Team leadership capabilities to support and guide team members and ensure they are clear on their responsibilities and are held to account for their delivery

* Strong business requirements collection, and process/workflow analysis skills

* Excellent communication skills (written & oral English), including the ability to communicate and influence at all levels of the organisation

* Able to demonstrate instances of initiative that have delivered organisational benefits

* Cultural awareness and experience of delivering solutions internationally

Desirable

* Experience of working on Organisation Design projects

* Non-profit sector knowledge/experience

* Proficiency in a second core language of Save the Children (French, Spanish, Portuguese or Arabic).
