FHI 360 is currently seeking a highly qualified candidate for the position of Project Director/Chief of Party for the anticipated multiyear USAID Fragile Waters project. This position is subject to project award and funding. The USAID Fragile Waters activity aims to enhance water security in fragile contexts, with a focus on supporting locally-led approaches. Water security encompasses water, sanitation and hygiene (WASH), as well as water resources used for everything from ecosystems to livelihoods and industry (e.g. irrigation, hydropower). To achieve this goal, Fragile Waters has four primary objectives: 1) conduct rapid analyses to inform water security programming in fragile contexts; 2) support capacity strengthening for local organizations to implement water security programming in fragile contexts; 3) provide direct assistance to support evolving water security needs in fragile contexts; and 4) advance learning for water security programming in fragile contexts.

The Project Director/Chief of Party will be the primary point of contact with USAID with regards to project implementation and management matters. The Chief of Party will have overall responsibility for assuring that work under the project is technically sound and appropriate and for ensuring adequate management and supervision of the work of all project field staff, long‐term staff, and short‐term staff.

Responsibilities include:

  • Ensures program quality according to USAID, FHI 360 and global standards.
  • Oversees production of timely and accurate financial and programmatic reports to USAID.
  • Plans, directs, and coordinates activities to ensure that goals and objectives are accomplished within prescribed time frame and funding parameters.
  • Establishes annual work plans, project teams, and SOPs to meet project goals and ensure compliance with policies.
  • Provides guidance and mentoring to managers and staff to achieve project goals and develop capacity of project staff.
  • Establishes and maintains partnerships with internal and external stakeholders on project matters.
  • Provides leadership to the project team, ensuring clarity over plans and priorities, and encourages effective teamwork.
  • Responsible for induction of project staff, ensuring their familiarity with mandate values, quality standards, policies and program objectives and their individual responsibilities in upholding these standards and policies.

Qualifications:

  • Bachelor’s Degree in engineering related to water resources, water supply, sanitation and hygiene, or other relevant field. Master’s Degree preferred.
  • A minimum of 12 years of relevant experience with projects management principles and practices (including a minimum of 8 years of strategic leadership and/or line management experience)
  • At least fifteen years of experience in water resources and WASH
  • Profession Engineer registration or international equivalent is preferred.
  • Proficient with applicable rules, regulations, and policies associated with international development, USAID and non-governmental organizations (NGOs).
  • Demonstrated strategic planning, staff development and capacity building experience.
  • Demonstrated experience in leading and managing complex projects that are strategic in nature and international in scope.
