Context:

The IOM is the only international inter-governmental agency with a specific mandate for migration and is dedicated to promoting humane, orderly, and regular migration for the benefit of all. In Jordan, IOM works with the Jordanian Government to assist migrants in need, promote migrants’ rights, and respond to growing migration management challenges. Present in the country since 1990, the IOM Jordan country portfolio has expanded to include programmes supporting capacity enhancement of the Jordanian Government to improve migration management and to provide assistance, protection and deliver services to migrants in need, in addition to providing direct support for the implementation of the Global Compact for Migration as a co-chair of the UN Migration Network in Jordan. As part of the regional response to the Syrian Crisis, IOM Jordan has been assisting refugees in country through wide ranging interventions including direct humanitarian assistance inside camps and in urban settings, healthcare, protection, and livelihoods assistance.

Under the direct supervision of the Chief of Mission (CoM), and in close coordination with relevant units in IOM HQ, Geneva and Regional Office (RO) Cairo, the successful candidate will be responsible for coordinating and facilitating the programmatic aspects in the fields of migration management and emergency response for the mission as well as assisting with liaison activities with counterparts in the government, UN agencies and other relevant stakeholders In line with the RO MENA Regional Strategy 2020-2024 and the IOM Jordan Country Strategy.

Core Functions / Responsibilities:

  1. Assist with project development efforts by researching opportunities, providing technical inputs, and making recommendations that are in line with IOM Jordan’s relevant policies, stakeholder needs and donor interests and requirements.
  2. Draft portions of project proposals and concept notes for new projects in close coordination with the relevant Project Managers, donor and government counterparts, public and private institutions, and project partners.
  3. Compile and provide information for and facilitate the incorporation of cross-cutting themes(i.e., gender, protection, etc.) and conflict sensitivity in project concept notes and proposals in line with the new IOM Project Handbook.
  4. Provide technical inputs to support the development of strategic documents for the Mission, including the Migration Crisis Operational Framework (MCOF), Including the MENA Regional Strategy, CO Country strategy and SDGs for the period 2020-2024, as well as participating in United Nations Sustainable Development Framework efforts.
  5. Conduct desk research and participate in field visits to prepare background information to support the development of new project proposals.
  6. Regularly review, and when requested, draft donor reports and check that they are in compliance with donor regulations and obligations, as well as the report finalization process with the Donor Report team at the Regional Office and headquarters.
  7. Compile and draft regular summaries and reports. Ensure that they are in line with donor requirements and are shared with relevant units.
  8. Provide as appropriate, and coordinate inputs for information requests from Headquarters,the Regional Office, other IOM missions and external partners, such as donors, government officials, partner agencies, the UN Network and implementing partners, in close coordination with project teams.
  9. Assist with liaison efforts with donors, UN partners, and governmental and non- governmental stakeholders in Jordan.
  10. Draft donor profiles and guidance notes on donor priorities. Assist in developing approaches to expand the IOM donor base, including research and mapping of funding trends.
  11. Assist in publishing press releases, Public Information (PI) and Monitoring and Evaluation(M&E) reports as required.
  12. Undertake duty travel relating to project assessments as required.
  13. Perform such other related duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Political or Social Science, International Relations, Economic Development, Humanitarian affairs, Project Management, or a related field from an accredited academic institution with two years of relevant professional experience; or
  • University degree in the above fields with four years of relevant professional experience.

Experience

  • Experience in supporting project development and management, humanitarian andmigration-related activities, complex project implementation, budget drafting, research, report writing, liaison with governments and international agencies; and,
  • Experience with project planning, scheduling and deployment of resources, and evaluation and assessment.

Skills

  • Excellent communication, writing and organizational skills; ability to prepare clear and concise reports; knowledge of monitoring and evaluation;
  • Strong analytical, planning and people management skills; and the ability to establish work relationships with governmental authorities, other national/international institutions and Non-Governmental Organizations’ (NGOs);
  • Ability to supervise and train support staff; ability to work effectively and harmoniously with colleagues from varied cultures and professional backgrounds;
  • Ability to work with accuracy under constraints and pressure; to deal patiently and tactfully with staff members and others and to have high sense of confidentiality, initiative and good judgment;
  • Personal commitment, efficiency, flexibility, drive for results, creative thinking; and,
  • Good level of computer literacy, including database applications.

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (Arabic, Chinese, French, Russian, or Spanish).
