Context:

Under the overall supervision of the Chief of Mission in Iraq and direct supervision of the Head, Preparedness & Response Unit (PRU), the successful candidate will be responsible and accountable for supporting the Unit’s Programmes, including Camp Coordination and Camp Management (CCCM), Shelter and Non-Food Items (SNFI), and Disaster Risk Reduction (DRR). This includes drafting new project proposals, reporting on current projects, preparing communication pieces for both internal and external communications, contributing to donor relations, supporting the monitoring and accountability activities of the unit, and contributing to the strengthening of joint programming within PRU by facilitating consistent and structured data and information sharing within the unit and with other units in IOM Iraq Country Office (CO).

Core Functions / Responsibilities:

  1. Draft new project proposals on integrated humanitarian assistance to leverage the full strength of the CO’s capacities in coordination with the Head of PRU and in collaboration with other units.
  2. Proactively produce regular, weekly, and monthly high quality unit updates, sitreps, infographics and briefs as required, highlighting project synergies, as appropriate, to target audiences and ensure timely dissemination of products;
  3. In coordination with IOM’s Monitoring, Evaluation, Accountability and Learning (MEAL) and Programme Support Units (PSU), support the Programme Coordinators in reviewing new proposals and result matrices to check that strong frameworks are in place to monitor project results and impact; provide technical guidance on how to report and analyze progress against the project results matrices.
  4. Assist in coordinating the compilation of reports and papers on IOM strategic approaches, documenting lessons learned and good practices, and priorities for internal and external distribution; research, draft and submit documents necessary for project development, reporting and donor liaison purposes.
  5. In coordination with the Partnerships and Coordination Unit, (PCU), contribute to the PRU’s engagement with donor representatives.
  6. Consolidate and review data on programme implementation and indicators and coordinate with SNFI and CCCM Programme Managers and other PRU staff and key staff in other CO’s units for the drafting of regular progress reports to be submitted to donors, partners and IOM Regional Office and Headquarters.
  7. Support the PRU’s programmes in developing, mapping and reviewing assessments for planning of activities, including risk management, in coordination with other IOM units’ programmes and cluster partners.
  8. Support the PRU’s programmes in harmonizing assessment tools and databases and in improving data collection and analysis, activity tracking, risk management and reporting.
  9. Assist in responding to internal and external information requests and inquiries regarding different programmes and activities.
  10. Support in coordination with Iraq CO’s PCU and Public Information Unit to prepare for monitoring visits for internal and external monitoring, and support with data analysis where needed.
  11. Undertake and oversee regular field monitoring and evaluation visits with field staff to check technical compliance and timely execution of projects vis-à-vis approved plans and baselines.
  12. Undertake duty travel, participate in field evaluation, and needs assessment visits to other parts of the country as needed.
  13. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Social Sciences, International Relations, Developmental Studies,Humanitarian Development, or a related field from an accredited academic institution with two years of relevant professional experience; or
  • University degree in the above fields with four years of relevant professional experience.

Experience

  • Experience in the field of emergency response and humanitarian assistance and support to displaced populations, including grant programming;
  • Minimum two years of experience working at an international level with IOM or relevant agency on reporting, legal compliance requirements, joint agency project development and fundraising for humanitarian and/or development donors; and,
  • Experience in managing projects and support unit staff for project development and reporting.

Skills

  • Knowledge of UN, IOM and NGO mandates and programmes in the humanitarian response, IDPs, camps and informal settlement response, post conflict reconstruction and development, and previous work in UN or International Organizations is an advantage;
  • Strong interpersonal and communication skills and ability to present clear and concise information;
  • Ability to meet deadlines and work under pressure; and,
  • Ability to work independently or with minimal supervision.

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).

For all applicants, fluency in English is required (oral and written). Working knowledge of Arabic is an advantage.
