The German Red Cross (GRC) is part of a worldwide community assisting victims of conflicts and disasters and people affected by social or health related crises. The Red Cross / Red Crescent Movement provides vulnerable people with assistance without discrimination and adheres to the seven Fundamental Principles of the Movement: Humanity, Impartiality, Neutrality, Independence, Voluntary Service, Unity and Universality. The German Red Cross assists in disaster response, rehabilitation, and capacity building projects on appeals of their sister organisations within the Movement. The GRC acts before, during and after humanitarian crisis and supports Red Cross and Red Crescent Societies in various regions and sectors to meet the needs and improve the lives of vulnerable people.

Project Delegate (m/f/d), Gaza Strip, Palestinian Territories

GRC is currently seeking a Project Delegate (m/f/d) for the coordination of its project and activities in the Gaza Strip. The Project Delegate will provide technical support and manage the projects in Gaza Strip in close cooperation with the Palestine Red Crescent Society (PRCS). In addition, the Project delegate will assist PRCS in the creation of its Cash and Voucher Assistance (CVA) program.

The cooperation between the GRC and the Palestine Red Crescent Society (PRCS) started in 1996 and consolidated with a permanent delegate presence in 2007. GRC Office is located in PRCS HQ in Ramallah and is currently composed of three international delegates and two local staff.

Starting date: February 2024 (or as soon as possible)

Duration: 12 months (with possibility of extension)
Location: This position will be based full-time in the Gaza Strip as soon as the security situation allows. Until then, the delegate will be based in Ramallah

Main duties & responsibilities:

Project Management

Together with PRCS, the project delegate will implement and adapt the current projects according to the current humantitarian context. The Delegate will be mainly responsible for all activities in the Gaza Strip of a regional project that aims at strengthening community-based health crisis prevention and response through improved volunteer management at local, institutional and strategic levels in the National Red Crescent societies in Iraq, Morocco, and the Palestinian Territories, and a second project that aims at accelerating local action in humanitarian and health crisis, funded By EU ECHO.

  • Ensure regular monitoring of project implementation including the collection and analysis of data for indicator-based.
  • Ensure quality and timely narrative and financial reporting in compliance with GRC and back-donors’ policies and regulations (GFFO, BMZ).
  • Provide mentorship, capacity strengthening and technical support across the project management cycle for PRCS project staff, which is ultimately implementing the project activities.
  • Contribute to internal and external communication about and visibility of the projects and the humanitarian context in general.
  • Facilitate and coordinate the technical assistance (DRM, EMS, Health or cross-cutting related components, CVA) of PRCS teams, including GRC technical advisors.
  • (If security situation allows) undertake regular monitoring field visits with PRCS, meet with relevant actors including branches, local committees, etc. in order to assess trends, patterns and changing needs and consequently advise on appropriate strategies.
  • If requested assist in the identification of new activities (within the framework of the country strategy and given standards) and support in developing project proposal for donor submission.

Technical support to PRCS in the field of Cash and Voucher Assistance (CVA)

  • Provide guidance and technical support to PRCS in the drafting of their strategy and the design of their SOP to roll out CVA activities.
  • Support the provision of required training of PRCS teams (operations and support function) and volunteers.
  • Develop/adapt tools and material to be used in the implementation of CVA activities, as required, and agreed with the PRCS.
  • Contribute to the follow-up on the implementation of the PRCS CVA activities, supporting the sharing of lessons learnt and implementation of recommendations.
  • Follow-up sector related developments and foster PRCS involvement with other humanitarian stakeholders (including, but not limited to the Cash Working Group in Gaza) at the appropriate levels.

Required Competencies & Skills:

  • University degree or advanced degree in a relevant field.
  • At least five years’ experience in designing, implementing, and managing humanitarian programs and activities.
  • Proven track of records in implementing Cash and Voucher Assistance.
  • Experience in Disaster Risk Management or Health is seen as a very strong asset.
  • Ability to mentor and guide staff and provide technical support and capacity building.
  • Strong programme management skills, including planning, activity tracking, finance management, monitoring, and evaluation.
  • Experience in managing donor-funded projects, preferably German Donor (GFFO or BMZ) funded projects.
  • Experience in working with the Red Cross / Red Crescent movement would be a strong asset.
  • Excellent communication skills, the ability to build relationships at all levels, taking into account cultural and language differences.
  • Experience in working in MENA region or fragile, volatile and conflict context will be a strong asset.
  • Flexibility and adaptation to change, proven ability to work and live in a challenging environment under changing security regulations.
  • Oral and written fluency in English (knowledge of Arabic is an asset).
  • Ability and agreement to adhere to the Red Cross Red Crescent Fundamental Principles.
  • Ability to complete a thorough medical screening process ‘working abroad under specific climate and health conditions’.
  • Valid International Driving Permit.

We offer you a compensation package according to the collective employment agreement of the GRC, an expatriation allowance during your mission as well as an allowance to cover your accommodation. In addition to a full insurance package, GRC is covering Rest & Relaxation (R&R). Medical check-ups and Psychosocial Support Service are included in your assignment.
