Geneva Call

Mission

In Ukraine, Geneva call is launching a multiyear program to answer to the current situation aiming in the short term to build knowledge among all parties involved in the conflict; and over the middle-long term to leverage policy development and enforcement of norms related to the protection of civilians and public infrastructure and negotiating humanitarian access. Overall, Geneva Call aims to develop humanitarian engagement with armed parties and communities as a means to create space for dialogue on the protection of civilians. Geneva Call works in the whole territory of Ukraine.

Role and responsibilities

The Project Coordinator (PC) under the supervision of Head of Program (HOP) will provide technical and implementation oversight for achieving the key deliverables of the assigned project. The PC will ensure that project activities within their location are delivered in a timely and high-quality fashion . The proposed project that the PC will lead contributes to a multiyear program in Ukraine aiming in the short term to build knowledge among all parties involved in the conflict; and over the middle-long term to leverage policy development and enforcement of norms related to the protection of civilians and public infrastructure and negotiating humanitarian access. Overall, Geneva Call aims to develop humanitarian engagement with armed parties and communities as a means to create space for dialogue on the protection of civilians.

The Project Coordinator will take the lead in implementing the project and will ensure that the assigned project(s) meets its objectives and deliverables quantitatively, qualitatively and within the prescribed timeframe and budget following internal procedures and donor requirements. The PC will ensure quality MEAL, documentation, and reporting in assigned field locations. . The PC is also responsible to support on financial management aspect of the project, develop spending plans, activity budgets and conduct monthly budget versus actuals financial reports.

The Project Coordinator will also be responsible for submitting quality reports, reviewing and revising project documents, maintaining donor and organizational compliance as per GC requirements. In addition, the Project Coordinator is expected to contribute to the design, planning, and implementation of other initiatives as part of the overall Ukraine country programme. Importantly, the Project Coordinator shall ensure that the field project implementation and overall country programme strategy are in sync.

General descriotion and main activities

I. Project Management

  • Coordinate all technical activities at and oversee implementation of the project at field level according to contract objectives, ensuring the project meets agreed targets; Lead on operational aspects of field-level delivery;
  • Responsible for quality project planning, implementation, monitoring and evaluation in line with internal and donor work plans in field offices;
  • Provide quality regular reports to the HoP on project implementation, status, identified issues and activities ensure regular monitoring of project implementation using developed tools;
  • Support in the drafting of monthly project plans, budgets, and monitoring plans;
  • Supports regular project reporting on field-level implementation, context and challenges;
  • Oversee the collection and analysis of information relating to the context, conflict situation, humanitarian needs and potential impact on GC’s work in project area(s);
  • Ensure sufficient research is done into specific humanitarian issues in project areas to analyse trends and support arguments to improve compliance with humanitarian norms;
  • Suggest partnerships with relevant stakeholders where required also identifying them, that can contribute to the success of GC mission ? where required, lead on the partner activities;
  • Supports the HoP in the day-to-day design, delivery, and progress of the project activities against agreed targets;
  • Conduct/lead Monthly/Quartetly Project Cycle meetings with field teams and country management team for progress review and course corrections;
  • Ensure quality monitoring and evaluation of projects and interventions, working with relevant MEAL staff to coordinate and roll out MEAL systems;
  • Work on developing first version of the donor reports and also contribute to the review and finalization process of the donor reporting.

II. Security

In coordination with security focal point of the country programme:

  • Ensure staff supporting the project follows GC’s security policies and protocols;
  • Lead regular assessments of the security situation vis-à-vis the project, project partners, beneficiaries and GC, preparing risk assessments and suggesting mitigating measures and following up on incidents as necessary;
  • Support the HOP in conducting exploratory/scoping missions to new project areas/sites for program expansion.

III. Communications & External relations

In coordination with the Head of Program:

  • Develop relationships, liaise and collaborate with relevant local authorities and stakeholders on project activities and representing GC programme at field-level as delegated by the Head of Programme;
  • Support implementation of communications strategy including campaigns, events, other initiatives;
  • Plan and see through the production of innovative communications materials localised through consultations involving target audiences;
  • Ensure material (photos, videos, stories from the field) about project activities and timely reports to showcase project outcomes and achievements.

IV. Financial Management

  • Contribute to transparent and timely project-related financial management following GC protocols;
  • Work on developing project budgets which further contributes to country budgets;
  • Follow up project spending plans and conduct monthly BVAs for field offices with the country management team to ensure project spending is on track;
  • Track financial expenditures on monthly basis with support from Finance team.

V. Human Resource Management

  • Support on recruitment process of the project teams;
  • Line-manage relevant field project staff;
  • Provide guidance and constrictive feedback on regular basis to team members and manage the performance of relevant staff using GC Performance Management system;
  • Develop annual objectives with the team, and conduct regular review of the progress made towards achieving themSupervise and provide ongoing support, capacity development and mentoring to the project staff, to enable them to successfully perform in their positions.

VI. Others

  • Attend and represent GC as required at conferences and other fora of interest to the organisation;
  • Perform any other tasks as assigned by the line manager.

Main qualification

Education

  • Completed degree of Higher Education in relevant field such as Political or Social Science, International Humanitarian Law or Human Rights or equivalent.

Technical skills and main experience

  • Project planning, monitoring, reporting and evaluation;
  • Managing projects, partnerships and teams;
  • Protection, disaster risk reduction or humanitarian experience;
  • Designing and implementing training programmes;
  • Software skills (MS Office, Excel, KOBO, graphic design tools, social media, email);
  • Human Rights Law, International Humanitarian Law;
  • Gender;
  • In-depth knowledge of the conflict context in Ukraine;
  • Knowledge of relevant international, national and regional policy and legal frameworks;
  • Financial Management.

Languages

  • Excellent English is required
  • Knowledge of Ukrainian and Russian is preferred
