ABOUT THE JOB

Danish Refugee Council, one of the world’s leading humanitarian NGOs, is currently looking for a highly qualified project coordinator based in DRC County office in Kabul with Frequent travel to the field.

The project coordinator will be mainly responsible for coordination of a multimillion multi sector and multi-location UNDP funded project in Afghanistan to ensure timely achievement of targets in line with sectoral standards and standard operating procedures (SOPs). The Project coordinator will act as primary counterpart with UNDP in all aspect of the project, provide high-level supervision of the assignment, including project planning, follow-up, quality assurance and contingency planning.

This role has a country focus and ensures compliance to DRC procedures and guidelines within the UNDP-funded IMPACT project across country. The role provides general support in coordination across the different area offices and sectors involved in the implementation of the project while overseeing project’s activities, spending, and timely and high-quality fulfilment of donor commitments, Moreover the role will act as the grant focal point and oversees the administrative requirements, donor reporting and monitoring and implementation of project in line with donor guidelines.

Responsibilities:

Coordination

  • Setting up coordination structure between the different area offices and sectoral focal points and follow up on implementation progress
  • Setting up and support the operationalization of efficient reporting structures from the different areas and sectoral focal points, including both financial (e.g. review and inputs on budget controls follow up and spending, support finance team with financial forecasts) and narrative reporting
  • Ensuring consistent implementation across the different area offices and integrated and coherent programming between the different sectoral focal points
  • Ensuring appropriate coordination with government authorities in coordination with & compliance team and area managers.
  • Ensuring appropriate donor and stakeholder representation, including through regular donor engagement and representation in relevant coordination structures
  • Act as a grant focal point, including through the provision of timely inputs and updates in project opening and closure meetings, grant review meetings and all other relevant fora and address any challenges to DCD, HOP and sector leads as raised by area teams.

Representation

  • Responsible for coordinating strategy and operations within the project and across the country operation, in close coordination with Sector Coordinators
  • Provides expert advice and support to project strategy and assure operational quality and compliance with DRC SOPs and donor requirement
  • Ensure good representation and reputation of sector at all levels
  • Actively participate in internal coordination meeting
  • Ensure and actively participate in regular sector meetings

General Programming & Operations

  • Ensure efficient and effective program implementation while following the budget and work plan with area-level managers and
  • Lead on the preparation of high quality and timely donor reports, including monthly/quarterly/final reports as well as the preparation of ad-hoc project updates and factsheets related to the project
  • Prepare monthly, quarterly and annual reports to relevant authorities as per need
  • In close coordination with the Sector Coordinators and area-level managers, lead on the development of relevant assessments and the drafting of reports for internal and external circulation
  • In close coordination with the MEAL Manager and Sector Coordinators, support the development of project-level monitoring and evaluation framework and tools, follow up on meeting necessary targets for data collection, coordination with external consultants (if required) and support with the analysis and interpretation of monitoring data and lessons learnt

Project development

  • Provides technical inputs and support to sectoral technical leads on the development of relevant project proposals
  • Assist area managers and project managers in developing project plans and budgets for activates

ABOUT YOU

To be successful in this role you must have:

Experience and technical competencies:

  • Minimum 10 years of professional management experience in similar complex security environment
  • Proven expert experience in coordination including multi-sectoral and multi-location programs particularly early recovery/ economic recovery interventions
  • Ability to build and maintain effective relationships with senior representatives of INGO and Government structures and to represent the project with the donor and at national level fora.
  • Proven experience of financial management and donor compliance processes.
  • Knowledge of the key tools used by donor agencies, such as logical frameworks, results chains, results-based management and financial administration systems.
  • Clear communication, presentation and interpersonal skills
  • Full professional proficiency in English

Education/qualifications:

  • Master’s degree in relevant field

Languages:

  • Excellent spoken and written English
  • Ability to work in both Dari and Pashto a plus.
