Context:

The United States Refugee Admissions Program (USRAP) operates world-wide with a target of providing resettlement opportunities to many thousands of individuals each year. IOM provides a range of services and support to the USRAP including, but not limited to, case processing, migration health assessments, cultural orientation training, organized transportation and administration of a travel loan and collections program. The Department of Operations and Emergencies (DOE), specifically the Resettlement and Movement Division (RMM), has the organizational responsibility to provide direction, oversight, and guidance to IOM’s global support to all resettlement programs.

Under the United States Refugee Admissions Program (USRAP), Resettlement Support Centers (RSCs) provide critical support and processing services for resettlement to the US. As part of an Memorandum of Understanding (MoU) between IOM and the US State Department Bureau for Population Refugees and Migration (PRM), IOM manages several RSCs which prepare applications for adjudication by and provide support to visiting US Citizenship and Immigration Services (USCIS) officers, facilitate security and medical screenings, provide information about arriving individuals to resettlement agencies in the US and offer Cultural Orientation (CO) training to individuals departing for the US. The USRAP Processing Deployment Arrangement (PDA) was established to provide RSCs with more flexibility and agility when a temporary increase in processing is required or until an RSC (or other organization involved) is adequately staffed.

Under the overall supervision of the Global Coordinator (USRAP) and direct supervision of the Senior Program Advisor (USRAP), the Project Coordinator (Processing Deployment Arrangement) will be based in Washington, DC and will have the following duties and responsibilities:

Core Functions / Responsibilities:

1. Working with the Senior Program Advisor (USRAP), RSC management and relevant PRM counterparts, ensure the USRAP Processing Deployment Arrangement (PDA) is operating efficiently and effectively, and is dynamic and responsive to the changing needs of the USRAP globally. Take action to resolve issues or inefficiencies.

2. Manage all PDA-related activities in Washington, DC, including initiating recruitment processes, identifying training needs and developing training modules and workshops, and managing the performance of PDA staff members and supervisors who engage in short-term deployments to Resettlement Support Centers (RSCs).

3. Liaise with RSC management globally to review deployment requests, seek PRM approval for deployments and coordinate deployment schedules, adjusting schedules as needed to respond to changes in processing plans and staffing levels at various RSCs.

4. Establish and improve formal feedback mechanisms for staff deployments. Provide regular performance feedback to PDA staff members during and following their deployments to ensure high quality work and the accurate completion of activities.

5. In coordination with RSC management and utilizing the technical expertise of the Training Coordination Unit, design and develop trainings for PDA staff members in the areas of pre-screening, case management, communications, data integrity and vulnerable cases.

6. Ensure PDA training sessions are conducted on a regular basis and include activities that provide PDA staff members the opportunity to enact what is learned in the training prior to being deployed to RSCs.

7. Observe, analyze, assess, and share feedback on trainings with the Project Officers (PDA) on a regular basis to ensure a high-quality and impactful training environment is developed and maintained.

8. Monitor and assess processing changes and updates to relevant systems and Standard Operating Procedures (SOPs) and ensure training material is modified accordingly.

9. Analyze and assess the outputs and outcomes of PDA staff members in coordination with the Project Officers (PDA). Advise the Senior Program Advisor (USRAP) accordingly and take action to improve outputs and outcomes and enhance training to provide more adept and efficient support to RSCs.

10. Provide substantive management-level support to pre-screening interviews and case management, communications and/or data integrity activities for RSCs remotely from Washington DC and while on short-term assignment (STA) to various locations abroad. While on STA, ensure aadherence by all team members to all security and travel protocols and procedures while establishing and maintaining a collegial team environment and productive working relationships with colleagues and implementing partners.

11. Ensure the data integrity of all RSC records in the START database. Establish new tools to ensure the improvement of the quality of information entered into and extracted from START.

12. Maintain and ensure the confidentiality and integrity of all RSC-related information by ensuring the implementation of control procedures in line with USRAP standards of conduct and data protection rules. Alert relevant staff/managers of any non-compliance to SOPs or codes of conduct and take immediate action to resolve such issues.

13. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Social Science, International Relations, Regional Studies, or a related field from an accredited academic institution with five years of relevant professional experience, or;

• University degree in the above fields with seven years of relevant professional experience.

Experience

• Experience in USRAP, particularly in RSC processing activities, such as employment verification, case creation, pre-screening, USCIS adjudications support, scheduling, field support and out-processing, is essential;

• Experience planning, coordinating, overseeing, and monitoring RSC circuit rides is a strong advantage.

Skills

• Good knowledge of USRAP program development or implementation, and familiarity with IOM’s administrative, financial and business rules and practices;

• Strong written and verbal communication skills and ability to effectively communicate with and lead a team;

• Demonstrated proficiency with START;

• Excellent computer skills and a high level of proficiency in spreadsheet and database applications.

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).

For all applicants, fluency in English is required (oral and written). Working knowledge of French and/or Spanish is an advantage.

Notes

The Project Coordinator (PDA) must be ready, willing and able to frequently travel to and work in temporary field operations for periods of 60 days or more and to pass all security and medical clearances required to work in locations across the globe.
