Job Title: Project Coordinator

Base Location: Sultan Dumalondong, Lanao del Sur

Working Areas: Bangsamoro Autonomous Region in Muslim Mindanao and wider Philippines

Reporting to: Programme Manager

About the position:

The Project Coordinator will lead the full implementation of Islamic Relief Philippines (IRPh) projects. The post shall ensure the delivery of plans, targets and activities in accordance with the design and intent of the project/s and Islamic Relief’s policies, procedures, and standards. The Project Coordinator shall also lead the effective integration of critical cross-cutting issues such as gender justice, social inclusion, safeguarding and protection, and peacebuilding.

Primary Duties and Responsibilities:

The key responsibilities of the position include, but are not limited to the following:

  1. Supervise the implementation of project/s on sustainable livelihood, protection, and disaster risk reduction/climate change adaptation including the integration of crosscutting themes such as gender justice, social inclusion and peacebuilding;
  2. Technical guidance and support in the development of project activity designs, approaches and strategies, and ensure that these are linked to the program goals, outcomes, outputs, targets, and budget;
  3. Lead in organizing various activities, which may include coordination and liaising with program partners and stakeholders, managing the day-to-day implementation of the project, and documentation of lessons learned, better practices and innovations emanating from the project implementation;
  4. Support the MEAL team in conducting needs assessment, surveys, evaluation, regular monitoring activities, and collection of relevant data and information;
  5. Assist in conducting Quarterly Project Reviews, Mid-term Review, End-of-Project Review, reflection and knowledge sharing sessions;
  6. Lead in preparing and submitting the monthly project progress report, interim report, final report, and other reports required by the donor and project partners;
  7. Keep track of the financial status of the project/s and ensure that all disbursements are in accordance to the approved budget and financial policies, procedures and guidelines of the donor and Islamic Relief;
  8. Support in building the capacity of staff, rightsholders, community stakeholders and local government units on livelihoods, protection, and disaster risk reduction/climate change adaptation;
  9. Build leadership and technical capacity/ies aligned to the strategic direction, program priorities and strategies of IRPh;
  10. Extend support to IRPh’s other areas of work such as institutional strengthening, policy development, strategic planning, and community engagement and participation;
  11. Assist in the development of concept notes and project proposals that are aligned to the strategic direction of IRPh and thrust of Islamic Relief Worldwide;
  12. Support the implementation of both development and humanitarian response programs or projects of IRPh anywhere in the Philippines, as needed; and,
  13. Other duties that may reasonably be required by the Programme Manager consistent with the incumbent’s qualifications and experience.

QUALIFICATIONS AND EXPERIENCE:

  • 5 to 7 years’ experience working with various international non-government organizations (NGOs) in the Philippines and other developing countries.
  • In-depth understanding of the project management cycle.
  • Technical knowledge and skills in implementing sustainable livelihoods, agricultural production and fishery, disaster risk reduction and climate change adaptation.
  • Experience in networking and partnering with local and international NGOs, government agencies, institutional donors, and other stakeholders.
  • Experience in program monitoring and evaluation, including application of SPHERE standards and Core Humanitarian Standards (CHS).
  • Relevant experience in concept notes and project proposal development for a variety of donors.
  • Experience working in conflict/post-conflict areas.
  • Experience in institutional capacity building including training, coaching and mentoring partner civil society organizations.
  • Experience of and commitment to participatory management and maintaining a supportive, open environment to ensure the learning and development of all staff.
  • Experience of managing and mentoring staff/colleagues from various backgrounds and cultural settings.
  • Understanding of national and international humanitarian discourse around UNSDG/Agenda 2030, Sphere and CHS, Do no harm policy, Red-Cross/Red-crescent Code of Conduct, etc.

SKILL:

  • Good interpersonal skills including the ability to listen to other peoples’ views and perspectives, with conflict resolution proficiency
  • Demonstrated leadership skills in people management, program management, coaching and mentoring of internal and external stakeholders.
  • Ability to network/liaise, collaborate and represent the organization at different levels (national, provincial, and local).
  • Knowledge/familiarity/expertise in program areas: e.g., Economic Empowerment/Livelihoods, DRR, Peacebuilding, and Education, etc.
  • Familiarity with the local and national context
  • Excellent written and oral communication skills
  • Ability and flexibility to work under pressure with limited support
  • Proficiency in using Microsoft Word, Excel, PowerPoint

LANGUAGE:

  • Fluent in English and Filipino; familiarity with regional dialects as well as knowledge in using various social media platforms for marketing and advocacy campaigns are an advantage.

DESIRABLE:

  • Sympathy and commitment to organizational values and ethos.
  • Any qualification/certification in program development and management, and humanitarian and disaster risk reduction are added advantage.
